Creation of a content library for public broadcasters called the European Public Broadcaster Content Library between public broadcasters
All broadcasters who pay 0.1% of their global revenue per year into the Content Library fund shall gain access to said content library as long as they continue to contribute
Broadcasters shall put at least 50% of programmes into the content library and break them down into clips for the content library to give access to whole or parts of programmes.
Any broadcaster may use clips or whole programmes from the library stopping to need to create an entirely new programme on the subject matter and waste time of presenters or production teams travelling to create a programme on a subject already covered.
5.Any programmes made using any clips from the content library must be put back into the content library to build up the content library to be more useful over time with clips of the programme also put in the library.
The programme will save money by not requiring teams to travel to other countries to get 1 or 2 clips or have to negotiate licensing of clips individually wasting administration time to get rights to a clip. This will help all public broadcasters by sharing clips an programmes between each other with there being a possibility of just dubbing or translating a programme from the content library or clips to make new content for their network without a full production crew stretching limited content creation budgets and allowing for production of more original productions with less budget.We encourage the EUBC to reach out if they don't understand the proposal in this form.
