C3 - Caspian Triumvirate

PREAMBLE
Following the principles of friendship, brotherhood, and moral values that are in the fabric of our nations, we formed the Caspian Triumvirate or C3, which will be the foundation of future cooperation amongst our nations. Let C3 not be run by the rules that are imposed, but by friendship, brotherhood, mutual trust, and understanding. Each document that derives from these principles will only be a reminder of the fact that we live in a civilized society.
The primary purpose of this treaty is to promote and establish the following within our Nations:
ARTICLE I. GENERAL PROVISIONS and INTER-UNION PROJECTS
- Humanitarian Projects.
- Border Control.
- Union Relations.
- Recognition of Inter-European Trade and Industry Cooperation.
- Development of Expressway and Highspeed Rail.
- Cultural, Scientific, and Educational Exchange Program shall be established.
- All members shall co-operate on scientific research for the good of all members.
- All members shall co-operate on Inter-Union Projects.
ARTICLE II. IMMIGRATION and FREE MOVEMENT
- All member nations citizens shall be able to move freely around other member nations and live in any member state
- In any extreme situation that may take place, member states will be able to shut down their borders.
ARTICLE III. TRADE, SHIPPING, and COMMERCE
Signatory Nations will be granted more liberal rights on trade and industry.
- Unrestricted establishment of foreign business branches originating from a fellow signatory state.
- Trade will be either set at a max of 15% tax or tariffs lifted on all trade on all products between members.
- Free movement of capital within the joint market.
- All members trade with all other members unless they are implemented to be exclusive by individual companies to member nations.
- Any companies registered in member states shall have the right to operate in any other members as long as they meet the standards of that nation.
- State-owned airlines will set an airline at another nation's hub to travel and benefits.
- Free movement of capital within the joint market.
- Establish a communication and information link between members.
ARTICLE IV. SECURITY
All members shall allow extradition to another upon a warrant being approved.
- Security controls are allowed to take place, especially those affecting cargo.

- Members shall share intelligence relating to the national security of another member with that member unless it results in a national security threat to the nation
- A joint arrest warrant and law enforcement information sharing system should be established between members if necessary.
- If any extreme situation may take place, member states will be able to shut down their borders.
THIS TREATY IS A BINDING DOCUMENT TO ALL SIGNATORIES BELOW AND MUST BE FOLLOWED STARTING FROM THE DATE SIGNED.
THIS TREATY IS IN EFFECT AS OF JULY 2, 2021, AND CAN BE AMENDED HENCE AFTER BY 75% OF ALL MEMBERS. NOT JUST ONE.
