Special Announcement from Council Alcalde:
Following the ruling by Council Alcalde in Holmes Homeowners v. Department of Immigration, immigrants seeking to buy a home in Gadalland and Aspern are not necessarily entitled to residence permission. All non-citizens wishing to purchase property in Gadalland and Aspern must be legally allowed to remain before they may do so.
Immigrants who are here on a visa, such as a Study or Work visa, are not allowed to buy property unless they are granted Permanent Settler status. All visas are affected by this new ruling.
The ruling also states that residents of Gadalland and Aspern who are governed by Bank 1 or Bank 3 immigration rules may be able to purchase homes. Citizens of Gadalland and Aspern living abroad under Bank 2 immigration rules may be able to buy property, but they first must apply stating their intent to return from overseas or return to Gadalland and Aspern first before purchasing property.
This ruling goes into effect 31 October.
GUIDELINES FOR AFFECTED PARTIES

If you are a non-citizen and an owner of property in Gadalland and Aspern, you may apply to keep your property by 31 October 2021.

If you are a non-citizen, you own property and your visa expires by 31 October 2021, you may apply for Settlement through the Property Settlement Scheme, which closes on September 1, 2021.

If you are a citizen of Gadalland and Aspern living abroad and governed by Bank 2 Immigration Rules, you are entitled to keep your property indefinitely.

Following an extremely harrowing event in Gadalland and Aspern, Mr Henry Spiggen has announced he will leave the Bergen Summit Wednesday, 26 May 2021.
On Sunday, in the midst of Grade 7 hurricane Adelaide, a small dinghy with the coat of arms of The People's State of Precia appeared on a strip of beach at Flancekey Resort near Frybride. Inside the dinghy were three children no more than a year old.
The People's State of Precia has not been heard from in over 40 years. Whether this communication of these children was purposeful or by accident is unknown.
Mr. Spiggen has granted these children diplomatic immunity and they are currently in the Imperial Nursery in Osperfey.An official statement regarding this issue will take place tomorrow, 25 May at 17:00.

Press Release from the OFFICE OF THE HEAD COUNCILLOR:
On Sunday, as Hurricane Adelaide reached the shores of the Southern islands, an Evacuation Operation (EO) on duty found a small dinghy with the coat of arms of the People's State of Precia. Inside the dinghy were two children no more than one year old.
There is an ongoing investigation into the communication of these children. There were no supplies with them, no other people and no letters or any indication of their origin.
Because of their young age, they have been granted Sertian Citizenship as well as diplomatic immunity and are now in the Imperial Nursery in Osperfey in good health.
Council Alcalde's Department of Crime has opened an investigation into the children and it is now ongoing. Any and all updates will be made known through these statements and press releases.
Mr. Spiggen has decided to remain in Mennrimiak for the remainder of the Bergen Climate Summit in order to create good relationships with other European Leaders, but has announced that he will authorise immediate emergency aid to repair the damage wrought by Hurricane Adelaide.

STATEMENT REGARDING THE 2 JUNE TERROR ATTACK
This afternoon at 14:34, the Hemberdale West Ard's Security Detail was activated due to an explosion on the grounds of the Customary Logistics Council Building. The explosion was caused by a pipe bomb installed under the floor outside the Council's Chamber. As a result of the explosion, Councillors Ardreth Nelly (West Olves), Bermond Fornell (West Olves), Hansel Ancombe (Osperfey) and Poya Marshind (Vernintown) are in hospital in critical condition.
The suspects were casualties in the attack, and they are confirmed to have been members of the Drarts, a Precian government-sponsored terror organistion.
Such attacks on our government, Sertian soil or our European allies will be met with the harshest of consequences. The safety and sovereignty of our sacred Six Unions remains the top priority of the Sertian Government, and no hostility will be tolerated.
As a result, Sertian forces have been mobilised and will monitor the coastlines, conducting thorough checks on those vessels leaving and entering Gadalland and Aspern. Security at airports, schools, and other public institutions will be increased.
The Government will announce further sanctions on the People's State of Precia this week, including updated guidance on Precian Refugees and will also recommend travel restrictions by other EU states to Precia as a sharp, unified condemnation of this malicious behaviour.
The terrorism threat level has also been raised from GREEN to YELLOW, indicating evidence of increased terror activity. The government urges all Sertians to remain alert. ROLLING SANCTIONS ACT
Recognising the inherent threat of some states, the Council of Diplomacy instates the following sanctions, subject to the approval of the Customary Logistics Council.
ARTICLE I: General Rules
-
The Council of Diplomacy or the Council of Defence, with approval from the Customary Logistics Council, will be permitted to impose provisional economic, diplomatic, and individual sanctions on any state that is deemed harmful by the Customary Logistics Council.
-
The Council of Diplomacy or the Council of Defence, with approval from the Customary Logistics Council, will review on the last day of each month the sanctions imposed upon a state previously deemed harmful or unstable and may remove sanctions if:
a. The Council of Diplomacy finds the state to no longer meet the requirements of "harmful or unstable" established by I(2) and
b. The Customary Logistics Council finds, by vote, the state no longer meets the requirements of "harmful or unstable" established by I(2) and
c. The Council of Defence finds the state no longer meets the requirements of "harmful or unstable" established by I(2).
ARTICLE II: SANCTIONS
1. The following economic sanctions will be imposed upon any state who has met the requirements established by I(2):
a. The trade to the affected state(s) of all maritime equipment or related tools, instruments and commodities will be suspended until further review.
b. The trade to the affected state(s) of all natural minerals and resources found in a percent abundance of or over 1% in the Sertian Union will be suspended until further review.
c. The trade to the affected state(s) of all indirect articles created from natural minerals and resources pursuant to I.1(b) will be suspended until further review.
2.The following diplomatic sanctions will be imposed upon any state listed in III(1):
a. Visitor travel permissions will not be extended to any national of the affected state(s),
b. Visas and transit permits for transit through Gadalland and Aspern will not be extended to any national or citizen of the affected state(s), except
i. Citizens or nationals of an affected state with grandparents, children, or parents living legally
in Gadalland and Aspern,ii. Individuals deemed essential to the function of Gadalland and Aspern,
iii. Individuals living under a visa in Gadalland and Aspern,
iv. Individuals applying for refugee status in Gadalland and Aspern,
v. Citizens of Nofoaga, unless they are subject to an individual EU sanction.
c. Any provisions within 2(a) or 2(b) will not be extended to persons subject to individual sanctions.
d. Citizens or nationals of a sanctioned country under a Visitor Permit may remain in Gadalland and Aspern for the time allotted to them when their permission was granted.'
e. In order to be sanctioned according to this law, EU countries and citizens must be voted unanimously onto the List of Sanctioned countries by all Sertian countries' Councils; Thus will be known as an "EU Sanction".
- The following individual sanctions will be imposed upon any state listed in III(1):
a. Individuals sanctioned by the government of Gadalland and Aspern attempting to enter Gadalland and Aspern will be arrested upon arrival in any Sertian port of entry and subject to investigation by Sertian authorities.
b. Individuals sanctioned by the government of Gadalland and Aspern who are legally within Sertian territory will have 168 hours to depart Gadalland and Aspern starting from the time their sanction began.
c. Individuals sanctioned by the government of Gadalland and Aspern who attempt to circumvent the legal ports of entry into Gadalland and Aspern will be arrested for Unlawful Residence or Entry, detained and tried for Unlawful Entry carrying a minimum confinement of 90 days and a minimum fine of 10,000 Boerne.
d. Individuals sanctioned by the government of Gadalland and Aspern who are residing in Gadalland and Aspern illegally will be arrested for Unlawful Residence or Entry, detained and tried for Unlawful Entry carrying a minimum confinement of 90 days and a minimum fine of 100,000 Boerne.
ARTICLE III: Sanctioned states as of the establishment of this article on 5 June, 2021
1. The following states are hereby found to meet the requirements of "harmful or unstable" established by I(2) and are thus sanctioned according to this law:
- 18 December 2022 -- The People's Democratic Republic of Svarna Surya (from 18 December --> 17 January 2023)
2. The following individuals are subject to the individual sanctions established by this law:

All high-ranking government officials and workers from the countries stated in Article III are hereby sanctioned according to II(3a-d).

It was communicated to me by officials of The Republic of Nofoaga and the Sertian Union Geological Unit that a volcanic eruption has been reported in Nofoaga
At about 12 PM this afternoon officials from the Sertian Union Geological Unit spoke before the Customary Logistics Council and brought the issue before our attention. It is now my responsibility to address you and to tell you what the Geological Unit told us today.
The volcanic eruption in Nofoaga is not only dangerous in itself. It is a danger to all life on the tectonic plate Nofoaga shares with Gadalland and Aspern. Not only did the volcano erupt, but the potential for eruptions throughout Nofoaga and Gadalland and Aspern has become somewhat imminent.
My first order, regarding this threat, will be to provide all Nofoagan evacuees expedited travel to Gadalland and Aspern via plane or ferry. These vehicles will be provided on a two hour service every day for two weeks from this order. Given the information I have received by the Geological Unit, our country is in a position to allow refugees to enter. If the situation arises that we must evacuate Gadalland and Aspern, both Sertians and Nofoagans will be the top priority of Gadalland and Aspern's diplomatic discussions.
Voting in the European elections must continue as long as possible, but please remain safe and adhere to the Emergency Rules set out by Emergency Rules Act 2008.

Intellingence gathered regarding the Drarts Designated Terrorist Organisation
From the Sertian Intelligence Service
Our intelligence sources in the People's State of Precia and Gadalland and Aspern have notified the Customary Logistics Council of potential threats involving the Drarts, the organisation responsible for the 2 June attack in Hemberdale. This information is shared only with leaders of EU states (including Istkalen) and EU leaders.
The People's State of Precia is not officially recognised by the Six Unions of Gadalland and Aspern as an independent state after it severed all communication with the Sertian Zone on 8 December, 1984. The state had not been heard from since then until the two unidentified Precian children were found on a resort beach. Our sources in Precia have told us that this was NOT unintentional. Rather, it was a signal to two members of the Drarts to prepare the actions for the attack the following week on 2 June.
The Precians intend to target governments they disagree with, including most EU democracies and member states, but will plan attacks on civilians to distract the government for a more ample opportunity to terrorise states' functions. It is clear that Precians already have access to classified government documents in Gadalland and Aspern, but no Top secret permissions.
Furthermore, our intelligence sources have told us that Precia is beginning to undergo efforts to increase terror activity in the European Union via the following means:

The Precian government intends to send the Drarts to EU countries to recruit members to carry out more attacks. The Drarts have intelligence sources across the EU in undisclosed locations. The Sertian government encourages all governments receiving this message to locate as quickly as possible using covert means the location of these Drart hideouts as they are a certain imminent danger.

The Precian government has sent the Drarts under different names to many EU countries, including Gadalland and Aspern, to recruit members and they will attempt to register as companies, including businesses and corporations in EU countries. They will also attempt to infiltrate existing businesses and corporations to coordinate attacks on governments.

The Precian government intends to have the Drarts interfere in power grids and other infrastructure projects across the EU within the end of this month.

Overview
A Visitor's Permit is an entry permission to Gadalland and Aspern under Bank 6 of the Immigration Rules. As a visitor in Gadalland and Aspern, you may remain for a period of 90 days. You may rent property during this time, as well as conduct tourism or business functions. This entry permission will begin accepting applications 1 July, 2021.Eligibility
To be eligible for this permission, you must:- Show plans for travel to Gadalland and Aspern.
- Have a passport or other travel document valid for the entirety of your stay.
- Show that you are able to finance your stay.
Citizens and nationals of some states do not have to apply for this permission, and may be eligible for permission on arrival to Gadalland and Aspern.
Citizens and nationals from the following states are not required to apply for this permission:-
Nofoaga Islands

If you are from:
- The Unrecognised Territory of Istkalen
- People's State of Precia
- Federal Republic of Syrnaseria

Extension
You may apply to extend this permission to a Visitor's Visa if you need to stay in Gadalland and Aspern for a period of time more than 90 days. You are eligible to extend if:-

Head Councillor for the Customary Logistics Council Henry Spiggen announced Tuesday evening that, after a majority vote in the CLC, all nations previously on the list of Sanctioned Statesaccording to Rolling Sanctions Act 2021 will be removed starting in August.
Individuals sanctioned by the Sertian government will still be subject to their sanctions at the CLC's determination.

STATEMENT REGARDING THE HEAD COUNCILLOR OF THE CUSTOMARY LOGISTICS COUNCIL, MR. HENRY SPIGGEN
Approximately a month ago, it was communicated to the CLC intelligence services that there have been outstanding threats of terrorism since the 2 June attack. This threat was also communicated to the other EU Intelligence services so as not to hinder cooperation.
The terrorist organisation of concern is known as the Drarts. About a month ago they were thought to have been based solely out of the People's State of Precia, but it is now evident that they have expanded to the shores of Gadalland and Aspern.
This threat became more imminent approximately 12 days ago, when the Head Councillor, Mr. Henry Spiggen of the Customary Logistics Council, was reported missing. He has not been seen since the investigation into his disappearance began.
Based on our reports from the Terrorism Counteraction Team, it is certain and undoubtedly so that the disappearance of Mr. Spiggen and the increased activity by the Drarts are of a direct relationship. We believe that Mr. Spiggen has been taken by the Drarts.
I, Councillor Édutitalle Dína, your European Councillor, will be acting as provisional CLC Head Councillor (pHC) to ensure continued stability of Gadalland and Aspern. As your pHC I will lead our security and counterterrorism teams to seek out the sources of these horrific actions carried out by the Drarts. Mr. Spiggen will be found, but we must all do our part.

Article I: Definitions
- A state will be considered ‘low risk’ where:
a. The state has definitive diplomatic ties to Gadalland and Aspern, such as:
i. An embassy,
ii. A high commission or consulate,
iii. Any other diplomatic outpost mutually agreed upon by both governments through legally recognized channels.
b. The state has not been subject to any sanctions such as:
i. Individual sanctions of any government officials
ii. Diplomatic sanctions
iii. Economic sanctions
defined by Rolling Sanctions Act 2021 in the past 365 days.c. The state has not engaged in wartime acts, or any hostility thereof, to a state with which Gadalland and Aspern has diplomatic ties established,
d. The state has not engaged in wartime acts, or any hostility thereof, with the Six Unions of Gadalland and Aspern or any Sertian territories or former colonies,
- A state will be considered ‘substantial risk’ where:
a. A state without diplomatic ties to Gadalland and Aspern has been subject to:
i. Individual sanctions by the Sertian government who are any rank of government official or diplomat in the respective country, or
ii. Economic sanctions, or
iii. Diplomatic sanctions,
b. A state with diplomatic ties to Gadalland and Aspern that has engaged in wartime hostility after 180 days but before 365 days with Gadalland and Aspern or a diplomatically related state or territory.
- A state will be considered ‘high risk’ where there is no diplomatic relationship, and:
a. The state has been sanctioned by Rolling Sanctions Act 2021, or
b. The state has engaged in, or is actively engaged in wartime hostilities directed at a state with which Gadalland and Aspern has diplomatic ties, or
c. The state has engaged in, or is actively engaged in wartime hostilities directed at Gadalland and Aspern or any territories or former colonies thereof.

The Council of Diplomacy or the Council of Defence may label states, by popular majority vote, ‘substantial’, ‘high’, or ‘low’ risk.

A state cannot be labelled ‘low risk’ if there are no diplomatic ties with the state.
Article II: Movement
-
A foreign national from a state considered by the government of Gadalland and Aspern to be ‘low risk’ pursuant to this act will be permitted entry on the basis of a visitor, known as ‘Waived Status,’ without the requirement of presenting necessary Visitor documentation.

A foreign national of a ‘substantial’ and ‘high’ risk state will be required to apply for a Visitor Visa.
-
A foreign national arriving from a High or Substantial risk country without necessary Visitor documentation will not be allowed to enter Gadalland and Aspern.

A low risk visitor may seek aid from their country of origin whilst in Gadalland and Aspern by visiting their state’s embassy or High commission.

A low risk visitor must still provide information regarding their visit and convince the government that they are well-intentioned.
Article III: Free Movement Scheme
- The Free Movement Scheme (FMS) shall allow low risk states’ nationals and citizens to enter Gadalland and Aspern under Free Movement Permission, which consists of:
a. A visa granted for up to one year, which must be applied for in advance of arrival,
b. Allowing the national or citizen to arrive in Gadalland and Aspern whilst meeting the requirements of the Free Movement visa scheme,
c. Allowing the national or citizen to find work, study or reside in Gadalland and Aspern with the intention of the former options.

Under the FMS, eligible citizens and nationals may switch to another visa during their stay in Gadalland and Aspern.

To be eligible for the FMS a country must be considered ‘low risk’ and:
a. Must have not held any Sertian citizen in detention without notifying the Sertian government within 60 days, and
b. Must be on the list of Authorised Nations, which will be updated every month.

ANNOUNCEMENT OF LOCKDOWN
People of Sertia,
Over the past few weeks, it has been my privilege to be your Head Councillor in the absence of Mr. Spiggen. I believe I can speak for all of Sertia when I say that Gadalland and Aspern is not the same without him.
Before he was kidnapped, the Head Councillor created a personal list of items that he wanted to accomplish in his time as Head Councillor. The top article, among many such as improving trade with the EU and creating more healthy immigration opportunities, upon this list was to end the threat of Drart attacks.
And that is what I am seeking to do as your Head Councillor. No words can truly express how unhappy I, and the entire Customary Logistics Council, was when we made the decision we are here to communicate to you.
There is an extreme terrorist threat in Gadalland and Aspern. As I'm sure many of you are aware, more and more security has appeared on street corners and far out in country farms. Rolling Sanctions Act 2021 was passed to attempt to hinder terrorism efforts from outside our walls. Now, though, it seems as though we were never being seiged, but instead infiltrated.
On 2 June, there was an attempt to seize the War Chamber by use of explosives.
On 5 August, 9 citizens were arrested on suspicion of using a controlled government manufactured toxin to poison government workers.
And today, three of our top intelligence officials were arrested on suspicion of being affiliated with Mr. Spiggen's disappearance. An additional thirty members of city organisations and public works officials across Gadalland and Aspern have been found to have been paid to damage and disrupt the usual safety and security of life in this country.
Our history with the Drarts goes way back, but each year they become bolder and more able. And we must disable them right here, and right now.

Provisions of Lockdown
With Immediate Effect to Monday, 1 November:
- Due to the increased threat of terror activity, Gadalland and Aspern will experience a lockdown of all non-essential functions.
- All persons must only remain outside for a maximum of one hour for non-essential reasons or risk being fined a minimum of |B| 9,000.
- All persons must show proof of conducting essential functions to an officer if they are found on the streets after one hour.
- Public transport may only be used by those with a public transport permit, which can be found at the nearest Citizens' Services Office.
- Only Bank 1, Bank 2, and Bank 3 arrivals will be permitted to enter Gadalland and Aspern,
Bank 1: Sertian citizens and nationals who actively reside in Gadalland and Aspern.
Bank 2: Sertian citizens and nationals who live abroad.
Bank 3: Sertian Permanent Settlers, Refuge Applicants, and Stateless Applicants.Exempted from this rule are the use of and transportation to and from:
- Hospitals and Emergency Rooms
- Police
- Citizens' Services Offices
- Grocery stores from the hours of 09:00 to 13:00
- Airports and Seaports
- Foreign embassies, consulates, and high commissions

Update on Travel Policies During Lockdown
Travel in and out of Gadalland and Aspern has been curtailed dramatically due to the terror-related lockdown.
UPDATES
For visa applicants

Only Bank 1, 2, 3 and some Bank 4 arrivals will be permitted into Gadalland and Aspern with limited exceptions.

If you applied for a visa before 20 August, your application will be processed accordingly and you may come to Gadalland and Aspern if your visa is approved.

If you applied for a Visit, Visiting Talent, Special Employment or Ancestry Search visa before, on or after 20 August, your application will be processed but you will not be allowed to enter the country until after 1 November 2021.

If your proposed arrival and departure time are before 1 November, your application will be cancelled and you will receive a full refund of all fees paid to the Sertian government. You may apply again for entry after 1 November.
For Bank 1, 2, and 3 arrivals

Upon arrival in Gadalland and Aspern you will be asked to provide proof of your citizenship or residency and travel history.

If you have travelled to a state on a sanctioned list you will be asked to undergo further inspection. If you refuse further inspection you may be subject to Layeonic or criminal prosecution.

If you are not a Bank 1, 2, or 3 arrival and you are not entitled to exceptions you may be refused entry to Gadalland and Aspern unless you can prove you are entitled to compassionate entry.

If you are granted preliminary clearance on compassionate circumstances you will be subject to further inspection.
