[Discussion] Inquiry on Situation in North Diessen

I request that a discussion be opened on the situation in North Diessen as proposed to me by the Armed Forces Command of the Kingdom of Reitzmag.

A discussion can be opened by any Councillor, it doesn't need a formal opening. However, I may like to know what reasons does the Armed Forces Command of the Kingdom of Reitzmag have to encourage you, Cllr. Yahontov, to open this discussion. Could you please tell us?

Thank you Mr Deputy Speaker,
To begin with, I'll present the official request letter given to me by His Majesty's Armed Forces Command.

Subject: Request for Council ProcedureGreetings,
The Armed Forces Command wishes to request the honourable Councilor of the Kingdom of Reitzmag to the European Union. This request is for a Discussion in the European Council regarding the subject of "Inquiry on the Situation in North Diessen". This is requested on the matter of concern about national security, and regional peace and stability.
We believe that the recent situation in North Diessen has already become of concern. It has come to our knowledge and attention that paramilitaries from North Diessen have crossed the border to Drommund Kaas, some of them have converted into joining pirates in the Caspian Sea. Due to this, our operations in the Caspian Sea are at risk of being compromised with an increased force from the pirates.
In addition, we are concerned that this situation may have been supported by the North Diessenian Government. It is known that they have been against our good cause of ensuring safety and security in the Caspian Sea, and thus we believe that the recent situations are justifications for this theory. However, we do not accuse the North Diessenian Government of anything, until there are solid evidences that have been discovered.
Apart from this, we also are concerned of the unusual movement of non-Caspian naval ships into the Caspian Sea which we do not believe are necessary for the operations conducted. Specifically, our concern is of the presence of Ballistic Missile Submarines, Cruise Missile Submarines, and an entire Carrier Fleet which are more than enough to conduct the operations taken by the said actors in North Diessen.
We wish that the European Council review this situation as a way of showing the support of the European Union for regional peace and stability. And finally, we also request that the President Peckan of North Diessen appear during the discussion to explain the situation. It is in our belief that only President Peckan is the most trust-worthy source of information in this situation.

"As representative of the Government and Peoples of the Confederacy of North Diessen, I wholeheartedly reject the suggestion that our Government "may have supported" the situation our nation found itself in over the last few weeks. The thought that a Government could willingly destroy the lives and livelihoods of hundreds, if not thousands, of its own populace, those who it is sworn to protect, is something that may be normal in Reitzmic discourse, but it certainly isn't normal in the Confederacy. I call upon Councillor Yahontov to present real evidence for such outrageous, disgusting claims, or never mention them again.
Now, I feel it is up to me, rather than the Reitzmic military, to give this Council a short overview of events and how they have been effectively resolved. Following the Reitzmic-Duchian mission to suppress piracy in the Caspian, which North Diessen did not suffer hugely under, the Confederal government announced it would not step in to aid the newfound alliance between Reitzmag and the United Duchies. We shared the concerns outlined by our allies in Spain and Inimicus, that a Reitzmic alliance with any member of the Treaty of Telum is undesirable at best, and incredibly dangerous at worst. However, one of three subject states of North Diessen, which possesses extensive autonomy, disagreed.
Reuland's State Government continued to pressure the Confederal administration to aid the Reitzmics, and if the national-level government would not do so, it threatened to step in by itself. Reuland's population primarily consists of German-speakers, while the other two states are predominantly Turkic. As you can imagine, Councillors, these actions directly contravenes principles of federalism and inter-subject co-operation. Tensions rose to such a degree that the Diessenian Defence Force was deployed in Reuland for public order purposes. Not soon after, our soldiers were attacked by law enforcement and paramilitary units with allegiance to Reuland. The Confederal government, aware of the relative weakness of its defence force, called in the help of its allies in the Empire of Inimicus, who immediately responded to our call with a sizeable military force.
The Imperial Armed Forces and the Diessenian Defence Force then made short work of the rebels, if I can call them that. Unfortunately, the streak of terrorist attacks orchestrated by the Reuland government did not end with the occupation of 90% of its territory: separatists attacked the confederal government in Het Goor, and severely wounded our President, Inge Pekcan. Heroic efforts by the Imperial Guard, which was guarding the governmental compound, prevented our dear President from a much worse fate. Following theattack, however, Pekcan decided to indefinitely transfer the powers of the Presidency to her most senior minister, and the face of unionist and anti-separatist efforts, Ekrem Mueller.
That is where we stand. Fortunately, this civil conflict was extremely short-lived, thanks almost entirely to the efforts of the Imperial Armed Forces of Inimicus, who deserve not just the thanks of the peoples of North Diessen, but also the thanks of us as Councillors and the peoples of the entire region, for preventing much, much worse.
As an aside, the main instigators of the rebellion, and those primary responsible for these horrendous events, have not been found as yet, and we suspect they have fled with many of their supporters into Dromund Kaas. We are currently liasing with Inimicus about potential extraction operations."
