To the people of Europe:
Thank you for placing your trust in me; I hope I will be able to deliver. I will seek to implement the policies I have set out as rapidly as possible. Over the next four months, I will seek to do the following, in order of importance:
- Implement a petition-system for the use of common Europeans, eventually through the European Commission App
- Perform an audit of European agencies, with an eye especially towards agencies whose heads were appointed in opaque processes
- Form a committee within the Council to recover the collapsed financial and monetary framework of the Union
- Implement my proposals regarding cultural flexibility
- Seek to hold a conference to develop a unified European policy on climate change based not on regulation but on coordinated development
- Seek to hold a conference or pass legislation to standardize maritime law, especially surrounding international waterways
- Seek to hold a conference regarding a potential arms control treaty
- Implement my proposals on the democratization of European aid and research
My aim is to create in place of the present Union a new Union of equal and independent nations.

On the Statement Made By The Spanish President
My comments will be short.
The Spanish President asks the Commission to violate the separation of powers. He expects us to stop what he perceives as madness; he calls us inactive, and claims that we are harassing his country.
The Commission has the power to propose legislation for the continued functioning of the Union's bureaucracy, yes. It is allowed also to make statements in the chamber. What it is not allowed to do is to bend discourse of the Council which it has nothing to do with it in its favor - exactly what the Spanish President is so angry that we refuse to do.
Let it be clear - I will not intervene in the Council. It is not my right to. I will take no public position on this issue; discourse in the Council must remain independent and uninfluenced.
He proclaims that I am absent. Let us look at the facts. I have created a petition system, started work on further development of the Commission app in order to allow for popular participation, reopened the Heritage Site program, begun a review of European institutions, and begun preparations for the revamping of Europe's financial institutions. I further am currently working on a general conference of European nations on energy and industrial policy, as well as, perhaps fittingly, a conference on arms control. Is this inactivity? No.
My requests to him are simple. He must stop thinking that the Commission deserves to serve him and his interests, to illegally interfere in others' affairs on his behalf. And he must stop threatening and insulting everyone and everything left and right to get what he wants - again, illegal and undemocratic action - done.
Let us return to civility and peace.

Closing Review
Of my initial promises, the following were fully fulfilled:
- point one, the creation of a petition-system and the beginning of updates to the European Commission App
- point two, the conduction of an audiet
the following partially fulfilled:
- form a committee within the Council to recover the collapsed financial and monetary framework of the Union (failed due to a severe lack of applications)
- implement my proposals on the democratization of European aid and research - proposed within the framework of the Red-Green Vision, not yet implemented
the following completely unfulfilled
- conference on climate change
- conference on arms control
- conference on maritime law - similar act proposed in Council by Inelander Councillor and failed.
I will work to implement democratized research and aid within the next few days; I have, however, largely abandoned hopes for arms control and maritine law, due to apparent infeasibility.
