Lobbying for comissioning of joint projects

I write this communication because a previous commissioner has basically not approve intend to spearhead new innitiatives using the strengths of all member agencies. I communicated my intent to look at launching a project for a joint European GPS style system to give an alternative system and look at a starlink like more affordable system but publically run by the ESA to provide internet to blackspots and affordable shipping and airplane internet while avoiding problems of the kesslar syndrome that the starlink system with satellites that can put out both internet and gps signals and have sensors and cameras to take pictures and measurements needed to measure the climate and weather trends on one system to be more efficient and increase redundancy of both systems proposed. I believe you could achieve this with 80-100 sattelites around the earth or maybe half if it was limited purely to over Europe. Could you please help me unleash the power of the ESA to commission these projects cooperating with many national and private agencies to achieve the goals and systems above which I believe will benefit all of Europe and make the EU important in space travel and industry by enabling projects that are too expensive or inefficient if done by one country alone. If it is indeed outside the current scope of the ESA as the old commissioners alledged could you help make it so the powers are updated to include useful projects such as these.
