First meeting of REMPC

"We are now in favor of the first option proposed by the Democratic Republic of Czech Slavia, and hold no complaint with the two conditions proposed by the Democratic Republic of Czech Slavia. We will not take any position on the request of the UNSR, as we do not want to convey our opinions on the subject lest there be retaliation, from whom we will not make clear; we will neither oppose or favor it. We also are in favor of the ability of this bloc to declare an embargo in such cases as the representative for Czech Slavia mentioned."
"Our only demand is very simple - we want a 100% share of trade in REM with the Empire of Inimicus."

General Secretary Watanabe spoke "Alright people I can tell we all have our particular markets that they want to trade with. However I also want to talk about a mechanism in determining the market equilibrium price of the resource. Any ideas? Averaging up the price of the REM? Some other metrics? I personally am in favour of some price controls if we don't interfere in our assorted markets. But does anyone have any ideas or objections?"

"I am pleased to hear that there is no opposition to our demands, and to hear your opinions. I will now try to answer them starting with comrade Cécile and Ms. Demirkol. I completely understand both of your demands and why your countries aim to have 100% share of trade with said countries and the Democratic Republic is willing to limits its exports into some states down to 0%. However, I would like you to first consider if completely cutting those states from trading with other partners and making them completely dependant on imports from your countries would not be considered as a hostile act by those states. If it was we could bring about an economic war against all the members of the REMPC, which is something we should avoid.
The Kingdom of Spain requested to import solely from Czech Slavia.... for some reason.... anyways it was their demand, but can we be sure that limiting Vayinaod and Inimicus wouldn't be seen as an act of hostility by them? I am asking you only to consider this, not that we will oppose your demands.
Mr. General Secretary, price controls would be necessary in a case in which we would decide for less integrated co-operation, but if we decide for the more integrated model, there is no need for it, as the states are free to set their prices to what they see as fit, no other producers would intervene in their share of the European market.
Finally, expanding on the point I mentioned earlier, if a foreign states decides to sanction one of the member states of the REMPC I think it would be suitable, provided that the foreign state is the first to introduce any sanctions, if all REMPC states impose sanctions on this foreign state. If the foreign state does not drop its sanctions in a time an embargo should also be considered. Do you find this agreeable?"

We would like to clarify that it was the Empire of Inimicus which requested that we supply themto an extent, although they did not clarify to which extent; therefore, it cannot be an act of hostility.
We are in full agreement with the proposal of the Democratic Republic.

General Secretary smiled "Well I guess the first option has won the day. We have no objections to the model or proposals. However we wish to also propose that Yokohama be the HQ of the REMPC. does anyone else have an interest in hosting annual meetings with the REMPC?

Dear colleagues, seeing as the negotiations have come to an halt we propose only a simple agreement between our states.
Treaty of Yakohama

The Democratic Republic of Czech Slavia, the Federal Republic of Yosai, the Republic of Istkalen and the Union of Nicoleizian Socialist Republics have agreed on the following:
a: in a case where a state introduces unilateral sanctions against any of the parties of the Treaty, all the parties of the treaty are obliged to introduce reciprocal sanctions against such a state, upon being requested to introduce them by the sanctioned party of the Treaty.
b: in a case where a state starts armed conflict against any of the parties of the Treaty, all the parties of the Treaty are obliged to introduce sanctions against such a state, upon being requested to introduce them by the party of the Treaty engaged in an armed conflict.
c: in a case where the sanctioned state continues with hostile activities against any party of the Treaty six months after the sanctions have been introduced, all parties of the Treaty are obliged to introduce an embargo against such a state.
d: in a case where the sanctioned state ends its hostile activities against any party of the Treaty, no party of the Treaty may continue its reciprocal measures against such a state for a period longer than one month after the hostile activities against any party of the Treaty were ceased. -
Article 1. doesn't apply in cases where a party of the Treaty introduced sanctions against a state that hasn't introduced sanctions or started an armed conflict against any party of the Treaty prior to the becoming a subject of sanctions by a party of the Treaty.
