PREAMBLE
An Act to consolidate the efforts relating to mentally disordered persons across the European Union.SECTION I. - EDUCATION
I. An unbiased education of mental health issues and the causes of mental health issues is to be taught in all European member states schools under the guidance of their respective national health authorities in partnership with the European Health Organization.
II. Education will either be provided by the school (If taught during primary education) or by the European Health Organization officers (if desired by the respective governments).
III. The education will cover mental health issues such as depression, anxiety, schizophrenia, alzheimer's and other mental health disorders as well as hereditary and environmental.
IV. The education will also focus on discouraging young people on self-diagnosis and instead refer themselves and other people who they feel suffer from such issues to a professional.
V. The education will also include the warning signs of mental health issues and when to report when someone shows the signs of suicide.SECTION II. - THE EUROPEAN MENTAL HEALTH PHONE SERVICE
I. Introduce a cross international confidential phone service that patients can call, the service will ask a few questions on their condition and will be able to refer the patient to the respective health authorities, depending on their age. Creating a confidential list only shared under the consent of the person and disclosure by approval of the member states authorities.
II. The service will be staffed by the professionals and specialists under a 24h section in the European Health Organization headquarters in the Free City of Europolis.
III. The Service will ask the patient of their condition, and to describe the symptoms.
IV. If the patient describes symptoms of a mental health issue, the Service will then be able to refer the patient to the services named in clause I.
V. Staff on the Service will not be obligated to contact a minor's parents based on what the minor tells them, unless said minor is at risk to either themselves or someone else.
VI. The Service will also be able to directly connect the call the Emergency Services of the respective member state country if the staff feel that the patient is at risk to either themselves or someone else.SECTION III. - RESEARCH CLINICS ANS ISSUERS
I. The European Health Organization will allocate funds to introduce more mental research clinics for young people in member states urban areas where the nearest is beyond reasonable distance. Under Public-Private partnerships for the maintance of the research clinics.
II. Ensure that the European Health Insurance Card and planners use their mental health budgets for their intended purpose. Covering mental health diseases listed under the European Health Organization chart.
Honourable members of the European Council, let us please resume the European Legislative Assembly with a review of the Mental Health Act of 2021. Members may propose and suggest the necessary changes or action to this act. Proposals will be voted within 24 hours and discussions may continue while voting keeps going. Members may propose to end the discussions and such proposal will be voted within 48 hours, discussions may not continue during the voting phase for a review-end motion. Once the members agree to end the review, I will compile the results of the voting on changes or actions proposed. If the decision is to repeal this act, this will be part of an Omnibus Repeal Motion. If the decision is to amend this act, the amendments will be proposed under the authorship of the proponent of the amendments during the review.
I'd like to request that the Honourable Speaker and Honourable Deputy Speaker note of these simple procedures my office has formulated for the conduct of this review.
I hope that the mechanics on the conduct of this review is also clear to the honourable members. For reference, I'd like it be noted by the members that in our survey last January with responses from 5 member-states' governments, 3 voted to repeal this act while there is 1 vote to amend and 1 vote to retain this act. James Mizrachi-Roscoe: Though noble I think this act needs to go. I think any European legislation on mental health cannot work frankly. The mental health issues and approaches very and will need to vary by country to be effective. I frankly believe the best thing the EU can do in this field is let national authorities who understand their own countries problems provide all the support and help in a manner that suits their countries culture and situation.I have heard of many occasions where people have phoned up the European to get useless advice and help in a Duchies context. Our helpline has performed better than the European one which makes sense because it has closer links with national authorities and services and is run by the DHS and integrated into our health system. The European lines existence at this point is actually causing harm in the Duchies.
