Cair Para Treaty
We, the heads of state and/or heads of government of the Kingdom of Reitzmag, United Duchies, and Federal Republic of Yosai, thereafter known as members;BELIEVE that cooperation is the most effective way to establish peace, order, and stability throughout Europe and the world,
UNDERSTAND that this cooperation may be achieved and solidified through an official agreement,
AIM to use this cooperation as a way to equally develop as one,
EMPHASIZE that cooperation shall bring peace and harmony than conflict and competition, and that this principle shall be empowered by this organization,Ordain this treaty for the establishment of the European Coalition of Nations (ECON), an organization to strengthen the cooperation and bond between us in areas of trade, movement, defense, security, and policy. This organization shall operate under the following provisions and principles provided in this treaty.
Article 1: Free Trade and Standardization
Section 1. All members shall abolish all protectionist barriers including tariffs for trade with fellow members.
Section 2. Any companies registered in one member state shall have the right to operate in any other member state as long as they meet national standards on an equal basis with local companies.
Section 3. Airlines based in any member state may operate in any other member state in a joint aviation market
Section 4. A Roaming-free mobile zone shall be established between signatory states.
Section 5. All companies and individuals may freely move capital within the organization.
Section 6. There shall be joint sharing of information between members regulators and tax agencies for regulatory or tax purposes.Article 2: Immigration and Borders
Section 1. Any citizens of any member nation will have priority in any immigration system providing they find and maintain work.
Section 2. If any situation involving national security or public safety may take place, members will be able to shut down their borders on a temporary basis.
Section 3. Nations maintain the right to conduct security measures on cargo entering their borders regardless of the origin’s membership to the organization.
Section 4. Citizens of shall have the right to travel visa free to other nations in the ECON zone
Section 5. ECON shall develop a opt-in border check free and common visa zone with coordinated external border controls. Tourism and business visas shall be offered for 91 days if not from an ECON country or 365 Days renewed annually if citizens of an ECON country and they can prove the ability to support themselves. Any visa overstays on any other national visas shall be reported to all other ECON nations.Border security shall be co-ordinated by a united border security information system and visa application system with checks at external borders and ports of entry for international services conducted by domestic border agencies.Customs policies shall be harmonised among bordering nations with random goods checkpoints legal where customs regulations differ.
Article 3: Military Pact
Section 1. All members shall defend each other in case of attack by any foreign nation.
Section 2. Only members may have military access to the Baltic Canal with permission of United Duchies for transits.United Duchies reserves the right to keep the canal closed to military traffic.
Section 3. An optional scheme to co-operate on joint procurement and standardization of equipment will be established
Section 4. Co-operation shall exist in situations where member nations are in a conflict together.
Section 5. Members shall receive the benefit of reduced costs when buying military equipment from fellow members, unless otherwise stated in an agreement by members prior to this treaty.
Section 6. Members shall cooperate in the development of defense technology and equipment.
Section 7 Members may put out a National Security Assistance Request for any help needed to deal with internal threats such as terrorism or domestic insurrection.
Article 4: Culture and Research
Section 1. All members shall develop cultural and educational exchange programmes with other member nations
Section 2. All members shall co-operate on scientific research between universities for the good of all members
Article 5: International Security
Section 1. All members shall allow extradition to another upon a warrant being approved.
Section 2. Members shall share intelligence relating to national security of another member with that member unless it results in a national security threat to the nation
Section 3. A joint arrest warrant and law enforcement information sharing system should be established between members if necessary.
Article 6: Decisions
Section 1. Decisions of the organization shall be discussed with the presence of 75% of full ECON members and must be agreed by 75% of those present in the voting.
Section 2. Members may not be forced to act unless otherwise agreed in a decision vote.
Section 3. The ECON may jointly enter into agreements and treaties with other organizations and nations with a 66%+ 1 majority vote of members.
Section4. A Defense Council will vote on all joint decisions on military policy and cooperation.This council may amend this treaty’s articles relating to defense with a 66% +1 majority vote of members.
Section 5. A Security Council shall vote on decisions over security policy .This council may amend this treaty’s articles relating to security with a 66% +1 majority vote.
Section 6. An Economic Council shall vote on decisions over economic policy .This council may amend this treaty’s articles relating to Economics and Freedom of Movement with a 66% +1 majority vote.
Article 7: Membership
Section 1 Signatories shall become members of the European Coalition
Section 2. Members may leave at any time following an agreement between the ECON and the member state wishing to leave.
Section 3. Members leaders shall meet at least every year, unless necessary, to discuss progress and joint issues
Section 4. New members may be admitted upon a vote of 75% of those present or more in favor.
Section 5. All member nations must have democratic elections.
Section 6. Economic, free movement ,culture and research and security shall last for a period of 2 years upon a member leaving while the leaving member state negotiates the future arrangements with the bloc
Section 7. Each member has the right to one member on the ECON Defense, Security and Economic councils to represent their interests in the ECON affairs.
Section 8. The organization shall not be aimed at contradicting any nation or fellow organization and shall accept future members regardless of membership to other organizations, subject to the requirements set out by this article.ORDINATION
