HM Government vs. El Gobierno de Gibraltar

HM Government vehemently opposes the principle of the tax implemented by the Government of Gibraltar, a so called autonomous region of Spain. This tax deliberately is in Spanish interests.

Firstly, implementing it has greatly influenced trade policy with the other nations of Europe; it effectively gatekeeps all trade in that area.

Secondly, it selects who is exempt from paying, displaying the tax is not for environmental purposes. It is arbitrary...or else everyone would bepaying. Why exemptions? Last time the government checked, Inquista et al are very capable of running their own trade policy and they signed FTAs with member states missing from exemption, making it a tax. Which applies?
