Proposal of Public Broadcaster International Programme Library

To save duplication of productions on same topics and enable more focused funding on documentaries and cultural content we propose the creation of a content library of both full programmes with dubbing and subtitles in other languages as required and footage including raw footage called the European Public Owned Broadcaster Content Library. Broadcasters will put documentaries and cultural programmes among other programmes in a content library and must share at least 50% of their productions in the libraries . If submitting series they must submit all series. Any public broadcaster must pay towards the running costs of the programme with 0.5-1% of revenue being given to the programme with any income of the programme after storage and adminstration costs being given to a fund to help broadcasters make programmes or co-production programmes for the library. The programme should help utilise public funds more effectively . The programme should be opt in with only members paying in to access the library.A potential source of income could be streaming service called Euroflix that is paid for with all the programmes in the library on it that pays the profits 50% to the content creation fund and 50% back to the broadcasters after marketing and hosting servers and maintenance of the site paid in proportion to the % of funds contributed by the broadcasters.This streaming servi ce should be available throughout Europe and Europolis.
