Dear brothers and sisters in Christ,
His Holiness Pope Aloysius has instructed me* to call a consistory for the appointment of new cardinals in the Catholic Church. I regret to inform you that, over recent years, the number of cardinals has decreased to 29, well below the 70 who served as princes of the Church during the last conclave. It is vital for the future of our Church that the College of Cardinals is replenished.
If you would like to appoint new cardinals in your country, please fill out the following form** by 23.59 GMT on March 19thand a number of red hats, proportional to each country's Catholic population, will be allotted to each country.

Thanks to all national bishops' conferences that have expressed an interest in this consistory.
Each nation has been allocated an entitlement to a number of cardinals based on the square root of the total number of Catholics in their nation, as a proportion of those figures for each nation added together. That fraction is multiplied by 70, the base number of members of the College of Cardinals, and then rounded up to the next whole number to produce the entitlement. This rather complex formula is designed to ensure that no one nation dominates the College of Cardinals.
Nations with more cardinals than their entitlement under this formula will retain their current cardinals for as long as they live.
The entitlement for each nation is as follows.

The options for 'CATEGORY' are as below:
L (Liberal): These bishops question some traditional Church teachings, including on some contentious moral issues (contraception, euthanasia, homosexuality, &c.), favour more modern forms of worship, and believe that the Vatican should devolve considerably more power to bishops.
ML (Moderate Liberal): These bishops tend to quietly lean liberal on some moral issues, but their main passions tend to be economic justice for the poor, support for refugees, and opposition to war. They generally believe in modern forms of worship, and in some devolution of power from the Vatican to bishops.
MC (Moderate Conservative): These bishops quietly support Church teachings on moral issues, believe that both modern and traditional forms of worship have a place in the Church, and tend to be enthusiastic supporters of the current Pope, irrespective of which wing of the Church he comes from.
C (Conservative): These bishops are strong supporters of traditional Church teachings, and favour traditional forms of worship, while generally being willing to tolerate more modern forms. They are also enthusiastic supporters of the current Pope, irrespective of which wing of the Church he comes from, and believe in a highly centralised Church.
T (Traditionalist): These bishops are strong advocates of traditional Church teachings and are particularly unwilling to engage in dialogue with other religions. They strongly oppose modern forms of worship and want to promote the Traditional Latin Mass. They believe that the Church should be more centralised, but they are more willing to criticise a Pope who goes against their values.
