The President of the Commonwealth stepped into a room that had various screens showing all sorts of information. Two included a map of Eastern Haane and the current state of the front lines with one bigger colors showing blue for the Kingdom of Reitzmag. Inside of this room at the center, there was a big long table with many chairs filled with people. Many of them were people that the President had met before as well as previously briefed him on certain situations.

As he walked in the room, everyone stood up at attention. The President waved at them to be at ease as he walked to the main chair that faced to the two main monitors containing maps of Eastern Haane.

"Alright gentleman," The President began, "what have you called me here for?"

Then one of the generals with a bushy mustache by the name of Robotnik said, "Have you made a decision, sir?"

"On the move to send our troops to build a refugee camp in Eastern Haane before the enforcement of the No-Fly Zone? I said that I will decide by tonight." President Lifejumper said annoyed.

"No, on the other thing sir." General Robotnik said.

"You mean that wild and stupid plan to fool the assembled powers by smuggling weapons to Eastern Haane for the Reitzmag Army. No...not only no...but hell no. We will talk no more of this as my decision on that has already been made, which is no. I must wonder how insane you really are General Robotnik, how you been eating glue again. So i will make this clear for everyone hear. We are not doing Robotnik's plan. If i even hear that you thought about going against my orders on this, i will gladly have you dropped right in front of the Four Assembled Powers naval force and let them deal with you on that. Because I will take no crap on this, is that understood everyone?" The President said as his voice got louder and louder.

"I will not tarnish an image that i am trying to build in the EU by making some crackpot move that will instantly backfire when it is discovered by the Four Assembled Powers. Now, let is move on to the situation of Eastern Haane. Do we know if Reitzmag will honor the No-Fly Zone?" The President asked.

"I highly doubt that Prime Minister Bridges will honor it at all. In fact, sir, you and I both know that he will most likely challenge it as he has issues with the Inciumis Empire." Minister of Foreign Affairs John Granger said in an honest tone.

"You are right about that. When the No-Fly is enforced, it is going to be a contest to see who finches first. The Four Powers or Reitzmag...who do we think will finch if it Reitzmag does challenge it militarily?"

"We think that most likely after a few days that it will Reitzmag. They will most likely receive heavy causalities until they finally decide to abide by it." One of the other generals said.

"I see. Now, when we move as it is enforced, make sure that the pilots remember to land at either Inicumis or Spain for Port of Entry to be inspected before reaching Eastern Haane. They must do it or they will find themselves in trouble that i will not bother to resolve for them. Furthermore, when the planes land in the Reitzmag sector where they will build the Refugee Camp that they must not follow the Reitzmag army or even supply them. they are build the camp stay there until told otherwise from us or until the Motion in the Council passes where the Coalition will come and relief them of their duty. Furthermore, as they run the camp, they are not to try and manage an open combat on Eastern Haane; unless they find themselves under attack that requires them to return fire. Is that understood?" The President ordered.

Everyone in the room nodded; although Robotnik did so with the roll of his eyes. The President saw that and glared at the insane man of a general of the Leagioan Army.

"Now when we land there, what will be the reaction of the blood cults there?" The President asked as he wanted to continue the discussion for a bit.

"Sir, to them, no matter what our intentions will be when we get there. Because to them, they most likely know that you had dealings with Bridges before. Even though, almost all of the European Governments know that you have some fallouts with Bridges; the cults will not care as they will think that you are there to provide support the Reitzmic Troops" Another general said.

"Great." The President sighed as it was as he feared. There many times that he wished that Bridges would suddenly just die.

"Sir, the Ministry of Foreign Affairs has gotten thousands of applicants for immigration refugee to Leagio; most from Eastern Haane. Civilian aircraft can only carry so much at a time, we need to see if we can find another legal way to resolve that issue. Because when the EU Coalition arrives, the numbers will without any doubt rise to higher levels to where it will become impossible to ferry them all by plane." John Granger said.

"What do you suggest then?" The President questioned.

"You need to call the Archbishop of Inquista and ask her for permission to run a temporary ferry service to ship refugees for Leagio from Inquista to Leagio by cruise ship. It will make the burden much lighter as we can ferry more people at large numbers. I imagine that because of the reason why she might agree to it for a certain amount of time as she gave the Four Powers permission (without them even talking to her) in docking their ships for provisions for a certain amount of time."

"Very well, I will do that then." The President said, "Everyone, let me know if any new developments occur. I want to be informed if anything should happen."

President's Office, Executive Mansion

The President looking over paperwork on the next legislation that was within the National Congress; this was a way for him to know instantly which peices of legislation he would need to veto when it officially comes to his office for signing. He was at the moment looking at a legislation that was focusing on producing tariffs on Fremetian goods, something that the President doubted will pass through the National Congress and if it did then he would veto it from passing. There was a knock on his door, the President responded with a 'come in.' The door opened to reveal John Granger, his Minister of Foreign Affairs. In Granger's hand was a peice of paper in the color of green which meant that it was for certain individuals to know which included the President and Governor-General.

"What is that, John?" The President asked.

"A communiqué from the Spanish JEMAD to you, sir. Only a few people have read it." The Minister of Foreign Affairs replied as he handed it to the President.

The President read it to himself and looked at John.

"When do Four Assembled Powers begin to enforce the No-Fly Zone in Eastern Haane?" The President said.

"If my time zone conversion is right, then it will be in about 4 hours from now." The Minister of Foreign Affairs replied.

"How long will it take for our planes stationed in Reitzmag to reach Spain?" The President asked.

"If they leave now, the enforcement should begin by the time that they land in either of the two cities mentioned in this communiqué."

The President looked down on the communiqué to read it again.

"Send them in. We are going in. Send a reply back to the Spanish that we will comply with the communiqué and they should expect the transports to arrive in those two cities by the start of the enforcement of the No-Fly Zones. Make sure that they receive a list of the manifest of what should be on the two aircraft. I will give an address to the people of the Commonwealth and the European Union. Have someone send a message to Francis, so he can tell the EU Council of this development. Also, find out if we need those charts for the two ports of entry before the planes take off." the President ordered.

"Yes, sir, Mr. President."

Minutes later a communiqué was sent back to the JEMAD of the Kingdom of Spain.

EXECUTIVE ORDERS HAVE BEEN SENT TO TRANSPORT AIRCRAFT TO CARRY OUT REFUGEE MISSION

TWO TRANSPORT AIRCRAFT SHOULD BE ARRIVING IN SPANISH AIRSPACE FOR INSPECTION AND ENTERING EITHER ALMERÍA (LEAM) AND CIUDAD REAL (LERL) AIRPORTS RESPECTIVELY BY TIME OF ENFORCEMENT OF NFZ IN EASTERN HAANE; CHARTS MAYBE NEEDED SHOULD ADDITIONAL AIRCRAFT BE USED IN OPERATION

SHOULD BE CARRYING  235 TROOPS FROM THE SECOND MOTORIZED DIVISION, SMALL VEHICLES, AND SUPPLIES FOR CONSTRUCTION OF A REFUGEE CAMP; THE TROOPS ARE ARMED BUT WITH ONLY BASIC WEAPONRY (INCLUDING A VERY LIMITED NUMBER OF SHOULDER MOUNTED RPGS) TO DEFEND REFUGEE CAMP 

AFTER DROPPING TROOPS AND SUPPLIES TO BEGIN CONSTRUCTION OF THE CAMP, THE AIRCRAFT WILL LEAVE EASTERN HAANE AND REENTER SPANISH AIRSPACE FOR ANOTHER PORT OF ENTRY OF INSPECTION, IF NECESSARY; THEN THEY WILL FLY BACK TO KINGDOM OF REITZMAG TO PICK UP REST OF THE 450 TROOPS LEFT BEHIND WITH SAME MANIFEST AS MENTIONED EARLIER AND REPEAST THE SAME PROCEDURES NEED TO ENTER EASTERN HAANE AS SPECFICIED BY THE RULES GIVEN BY THE FOUR ASSEMBLED POWERS.

ONCE LANDING IN REITZMIC SIDE OF  EASTERN HAANE IS COMPLETE, THEN AIRCRAFT WILL MOVE TO SPAINISH AIRSPACE AGAIN FOR NECESSARY INSPECTION AND THEN FLY BACK TO LEAGIO BRING IN NECESSARY ANY OTHER SUPPLIES NEED TO MAINTAIN REFUGEE CAMP.

ADDITIONAL DETAILS WILL BE PROVIDED AS OPERATION PROGRESSES TO ENSURE THAT THE GUIDELINES OF NO-FLY ZONE IS COMPLIED BY THE COMMONWEALTH OF LEAGIO.

Villaroya received the message in Rota, he was alone and read it for himself. "Great, they are going with the regulations. No-Fly Zone and Leagio 1, Reitzmag Fools 0." Said the Jefe de Estado Mayor de la Defensa Villaroya. He decided to sent an answer before going back to the port and train the army.

After making his second addresses, the President of the Commonwealth entered his office again exhausted. He knew that some people in the National Congress would not be supportive of him not doing a full-on intervention in Eastern Haane but he knew that he would be fine as he still had enough support from his own party. He reached other to his desk and proceeded to write on a piece of paper on his desk as he knew that there was more to be done.

After writing on the paper for a few minutes, he ranged a bell on his desk. An aid came through the door and walked up to the President's desk.

"Yes, Mr President?" The Aide asked.

"Send this to the Minister of Foreign Affairs and have sent this as a communique to Archbishop in Inquista especially through the necessary channels?" The President said handing the Aide the pice of paper.

A few minutes later the following communique was sent to the Inquistan Department of State from the Leagioan Embassy in the capital of Inquista.

AS I HAVE NO DOUBT THAT YOU HAVE HEARD, THE COMMONWEALTH OF LEAGIO WILL BE RUNNING A REFUGEE IMMIGRATION PROGRAM SIMILAR TO YOURS AS WELL AS BUILDING A REFUGEE CAMP IN EASTERN HAANE THROUGH THE APPROPIRATE REGULATIONS ESTABLISHED THROUGHT THE NO-FLY ZONE IN EASTERN HAANE. WE HAVE BEEN GETTING THOUSANDS OF APPLICATIONS THAT SHOULD THAT PEOPLE FROM EASTERN HAANE WANT TO FLEE THE PAIN AND SUFFERING HAPPENING. THE PROBLEM IS WITH THE NUMBERS THAT WE ARE GETTING, IT WILL BE DIFFICULT TO GET THEM THROUGH SAFELY WITHOUT TAKING BY SMALL GROUPS AT A TIME BY PLANE.
 
I WAS HOPING THAT I COULD HAVE PERMISSION FROM YOUR GOVERNMENT TO RUN A FERRY SERVICE IN YOUR NATION USING SMALL TO MEDIUM SIZED CRUISESHIPS TO TRANSPORT THE EASTERN HAANEN REFUGEE'S THAT ARE WILLINGLY COMING TO  LEAGIO. AT LEAST UNTIL A INTERVENTION TASKFORCE FROM THE EU COUNCIL IS SENT TO RESTORE ORDER IN THE DESTABLIZE NATION OF EASTERN HAANE.
