It was later in the evening when the Delta Air arrived in Istkalen . Foreign Minister Elizabeth McCord looked to her clock one last time before stepping out of the plane. The delegation of Istkalen was already waiting for the Montenbourgian Foreign Minister with a motorcade.
The tensions where high as the motion of ERF deployment in the area was repealed, she understood the importance of maintaing a good image of stability.

Minister of Foreign Affairs Ilinek Varastel greeted Minister McCord.
"Good day, Your Excellency. I hope, of course, that your flight was fine. Now, to get to the point - and I'm sorry if it is a bit too quick, but we have to rush - the country is panicked. Everyone is hysterical - they believe that the Coalition is coming to harm them, even to kill them. What said Coalition is doing, of course, isn't helping, but we'll get to that later. Now, what exactly do you want to know about what's happening here?"

"Minister Varastel, I would like to know your position on the J-TAI? and how after the abuses you presented at the council mantain a neutral position on the subject. Don't you think a provisional government needs to be in charged to assume the rights and duties of government for preserving law and order within the boundaries of Istkalen but under international supervision, not solely on Reitzmag. We can sign a Memorandum of Understanding indicating an intended common line of action where Istkalen understands that it is in your best interests to have a transitional authority governed by a strong and friendly organization like the European Union, for the preservation of peace and the establishment of democratic institutions.
"Montenbourg shall start a campaign to raise $15 million to help finance rebuilding efforts on Istkalen and provide mutual assistance in connection with the investigation, prosecution and prevention of offenses, and in proceedings related to criminal matters whereas our justices sytem can prosecute this cases of abuse. "

"The J-TAI is ineffective; its legal status is cloudy at best. As or the Memorandum of Understanding, unfortunately, we do believe that such a thing would be beneficial, or at least more beneficial than the present J-TAI, but we strongly also believe that we would be immediately arrested by the J-TAI if this were to happen for violating the terms of the Instrument of Surrender. What we are doing currently we can justify with it, to an extent; this, in the opinion of the J-TAI, will go beyond.
They are planning to plunder resources and profit off of them - that is definite, they have said as much - what else they are capable of we don't know. Better not to risk than to risk.
We are also worried that the European Union would simply not accept such a thing. If we manage to renegotiate the present Instrument of Surrender in some way as to allow for a greater scope for this, we of course could sign this Memorandum; but we feel it is better we keep some level of autonomy for now.
Finally, regarding the reconstruction; this would be better done, we believe, in a tripartite conference between Montenbourg, the Republic, and J-TAI. We do not want to risk pushing the Instrument of Surrender beyond what we believe is safe; but again, after that is done, we would be fine with this.

After of the No-Fly Zone situation.
Alarms sounded.
Security personnel of Montenbourg took the Foreign Minister to a hangar safe-zone in Istkalen, where she took of the Delta One back to Montague.
