Section I. Government
1.The Free City of Anastasia shall be established in West Baltica
2.The status of the Free City of Anastasia shall have equivalent status of Duchy with autonomous powers
3.The government shall take the form of a Unitary Authority with powers and responsibility over public services, education utility, transport ,policing , emergency services ,social laws, and local economic laws subject to human rights or EU law
4.The city shall have freedom over local taxation but be subject to national corporation tax, income tax and vat
5.The government of the Free City of Anastasia shall have the right to have one representative in the United Duchies cabinet
6.The Free City of Anastasia shall be granted at least 5 House of Common and House of Duchies seats.
7.The leader of the Free City of Anastasia shall have the right to appoint 5 members to the Imperial Senate directly
8.The Free City of Anastasia shall use a proportional representation system or mmp system in elections
9.The Free City of Anastasia shall be granted 200 sq km of land with an option to buy more if density exceeds 20,000 per sq km
10.A local DHS authority shall be established
11.As long Section 1 Clauses 1 and 8 are met the Anastasian government can set up in any system they wish locally
12.The United Duchies shall set up meetings and sign trade treaties for the whole Duchies including Anastasia except on areas of Anastasian immigration law
13.The Anastasian Government shall get a share of income, corporation tax and vat revenue as well as other national inter-duchy taxes
14.In case of collapse of government,disputed elections, inability to form a government or disorder the United Duchies may take charge of the city until a new election can be held.Section II. Immigration and free movement
1.The Free City of Anastasia shall be granted the right and supported to build homes for 1,250,000 people within 2years and after that shall be allowed to grant Anastasian citizenship to up to 250,000 people per year for up to 10 years from date of signing.This quota will then be abolished or renegotiated
2.Anastasian citizenship can be exchanged for Duchies citizenship if the person meets the required income and points within the national immigration cap
3.Anastasians shall be able to move freely within the Duchies with their I.D issued by the United Duchies government
4.Anastasians shall comply with all requirements for biometric and facial I.D
5.Anastasians shall have the right to work anywhere in the United Duchies
6.Anastasians will get automatic citizenship if they marry a Duchian citizen
7.Anastasian companies and individuals shall have the right to freely move goods and capital around the United Duchies
8.Learning or knowing English shall be a requirement for Anastasian citizenshipSection III. Development and economy
1.The Free City of Anastasia shall be granted 100 Billion Euros in start up funds
2.The Free City of Anastasia shall be able to borrow 100 Billion euros from the United Duchies central government at a discounted rate
3.The Free City of Anastasia shall be granted 12 billion Euros a year for 5 years out of the aid budget of United Duchies to develop the city through infrastructure spending
3.The Free City of Anastasia shall be connected to the high speed network of the United Duchies by a central station
4.Trade treaties for Anastasia shall be negotiated by the United Duchies government with input from the Anastasian Government
5.All tariffs shall be set the same as United Duchies tariffs
6.The Free City of Anastasia shall be free to set its own local economic laws though national laws may be made by the United Duchies government
7.Anastasian companies shall pay Duchies corporation tax and vat
8.The Duchies government reserves the right to introduce national taxes over all Duchies including The Free City of Anastasia
9.The currency of the Free City of Anastasia shall be the Dux LibraSection IV.Security and Defence
1.United Duchies shall be responsible for defense of the Free City of Anastasia with Anastasians able to enlist in the Duchian armed forces
2.United Duchies security services shall be responsible for security of the Free City of Anastasia
3.The Free City of Anastasia shall be responsible for local law enforcement though they may call on help of national police forces
4.United Duchies has ultimate control over the border policy of the Free City of Anastasia and may deny visas if there is a potential threat to security and order in the Free City of Anastasia from an individual or organisation.
