      The President of the Commonwealth of Leagio hereby announces that by the authority granted to them by the Constitution of the Commonwealth and varies laws of the commonwealth that the following executive orders have been issued. These executive orders shall take effect by April 10th, 2025:

      Executive Order 2025-05:Establishing the FutureSkills Leagio Vocational Training Initiative

      • Recognizing the urgent need to prepare Leagioans for a rapidly evolving green and digital economy, this Executive Order establishes the FutureSkills Leagio Initiative, a national vocational training effort to expand access to job-ready skills, promote workforce mobility, and reduce unemployment.

      • The Ministry of Education, in coordination with the Ministry of Economy and Treasury shall: Design and launch a vocational training voucher program targeting green energy, digital technology, healthcare, and advanced manufacturing sectors; Partner with certified public institutions, provincial training authorities, and approved private providers; A pilot phase shall be launched in at least three provinces by August 2025; The Ministry of the Economy and Treasury shall reallocate up to 75 million EMUs from existing workforce development budgets to fund the pilot year; A bi-ministerial Task Force on Workforce Development shall be established to monitor, evaluate, and report on the program’s impact by March 2026.

      Executive Order 2025-06: Expanding the California-Leagio Academic Exchange Partnership

      • Pursuant to Article II of the Westwood Accord between the Commonwealth of Leagio and the Republic of California, this Executive Order directs the expansion of academic and research collaboration to strengthen international cooperation and human capital development. The Ministry of Foreign and European Affairs, in coordination with the Ministry of Education, shall: Establish an Expanded Academic Exchange Program with the University of California and California State University systems; Fund up to 500 new scholarships annually for Leagioan students to study in California, starting in the 2026 academic year; Reciprocal funding and opportunities shall be made available for Californian students and researchers seeking to study or work in Leagio.

      Executive Order 2025-07: Launching the Civic Empowerment through Education Program (CEEP)

      • The Ministry of Education shall:

      • Develop a national civics education framework for secondary schools, focusing on: Constitutional rights and responsibilities, Electoral processes, Government transparency, The rule of law and public ethics, Provide digital and printed curriculum materials by November 2025.

      • All provinces are encouraged to adopt or adapt the national framework into their education systems with local content integration.

      • The Ministry shall develop a Civic Teacher Preparation Program in collaboration with universities and education boards to train instructors in the new framework.

      The President of the Commonwealth of Leagio hereby announces that by the authority granted to them by the Constitution of the Commonwealth and varies laws of the commonwealth that the following executive orders have been issued. These executive orders shall take effect by February 1st, 2025:

      Executive Order 2025-01: STEM and Green Jobs Training Initiative

      • To strengthen Leagio’s workforce and support its transition to a sustainable economy, the Ministry of Education and Ministry of the Environment shall develop vocational training programs focused on renewable energy, digital technology, and sustainable engineering. Grants will be provided to institutions that integrate these fields into their curricula.

      Executive Order 2025-02: Expansion of Farming Subsidies

      • To enhance food security and economic growth in rural provinces, the Office of Eastern Economic Development shall increase subsidies for sustainable farming techniques, water conservation projects, and eco-friendly agricultural equipment. Special priority will be given to small-scale farmers and cooperatives in the eastern states.

      Executive Order 2025-03: Public Transportation Modernization Program

      • In alignment with the Green Transition Act of 2021, the Ministry of Public Works and Transportation shall accelerate the transition to low-emission buses, electric rail, and other green transit systems. Funding will be prioritized for cities committing to phasing out fossil-fuel-based transport by 2028.

      Executive Order 2025-04: Digital Economy Expansion Initiative

      • To promote innovation and improve digital infrastructure, the Ministry of Digital Technology shall establish a National Digital Hub Program to assist businesses in adopting cybersecurity measures, AI integration, and e-commerce platforms. Rural broadband expansion projects will receive additional state-backed funding to bridge the digital divide.

Middle school also begins to prepare students for the transition to secondary education, emphasizing study skills and personal responsibility.

      Secondary Education

      Secondary education in Leagio spans four years, from ages 15 to 18, and covers grades 10 through 12. High schools are designed to cater to a wide range of academic interests and career goals, offering a combination of mandatory and elective courses. The curriculum ensures students have a solid foundation in traditional subjects while allowing for specialization in areas such as STEM, the humanities, or the arts.

      The Leagioan End of Year Exam (LEYE) is also a critical component of secondary education. Administered annually, the LEYE assesses students’ mastery of core subjects and helps guide them toward appropriate post-secondary pathways. Performance on the LEYE can influence opportunities for enrollment in Merit Enrichment Courses (MEC) and other advanced programs. The exam serves as a benchmark for both academic progress and readiness for higher education or vocational training.

      A distinctive feature of Leagioan high schools is their strong focus on post-secondary planning and development. This includes programs and initiatives to help students identify and pursue their career aspirations. Career counseling is a cornerstone of the high school experience, with counselors working closely with students to develop personalized post-secondary plans. Options include preparing for higher education, trade schools, military service, or direct entry into the workforce.       Post-Secondary Preparation Programs

      In alignment with national education goals, Leagioan high schools provide multiple pathways to support students in achieving their post-secondary ambitions. Merit Enrichment Courses (MEC) and dual enrollment opportunities allow students to earn college credits while still in high school.

      The MEC program is a hallmark of the Leagioan commitment to academic excellence. These courses are designed for high-achieving students who wish to challenge themselves with advanced content. MEC classes cover a wide range of subjects, from advanced mathematics and sciences to in-depth studies in literature and social sciences. They emphasize critical thinking, independent research, and rigorous assessment.       New Foreign Agreement between Leagio and California Established


      The Commonwealth of Leagio and the Commonwealth of California have formally announced the signing of the Westwood Accord, a landmark agreement set to redefine diplomatic, educational, and economic relations between the two nations. The agreement comes in response to a summit visit that President Mouri-Kudo had with Prime Minister Kamala Harris, where the two leaders discussed various topics of international politics and personal interests; including with Prime Minister Harris attending the second inauguration of Mouri-Kudo back in January 1st. This historic pact, reached after extensive negotiations, signals a new chapter of cooperation and mutual growth.

      The Westwood Accord includes several groundbreaking provisions:

      • Establishment of Diplomatic Relations: Both nations will establish full diplomatic relations, including the opening of embassies in their respective capitals within six months. Ambassadors will be appointed to deepen mutual understanding and foster international cooperation.

      • Education and Research Partnership: The agreement facilitates reduced tuition fees for students participating in exchange programs between Leagio’s University of the Commonwealth and Commonwealth University System campuses and California’s University of California and California State University systems. A bilateral research partnership will also promote joint projects in technology, environmental science, public health, and defense.

      • Economic Collaboration: A semiconductor manufacturing initiative will be established in the State of Arlick within Leagio, supported by a major investment program managed by Arlick’s state government. Additionally, California will gain reduced-price access to non-commercial aircraft from Leagio’s Embraer S.A., and Leagioan diamond companies will be welcomed into the Californian market under fair trade principles.

      • Digital Partnership: A comprehensive digital partnership will advance collaboration in areas such as cybersecurity, e-governance, and digital infrastructure. Annual forums will ensure continued progress in these critical sectors.

      President Mouri-Kudo of Leagio shared a similar sentiment. “The Westwood Accord represents the strength of diplomacy and partnership. Through this agreement, we are not only creating opportunities for our economies and institutions but also laying the foundation for a relationship built on trust and shared progress.”

      Samuel Tudela, the newly elected Minister-Governor of Arlick, who successfully built a PAP-SDP-FCD coalition in the state, also expressed his strong support for the Accord. “This agreement is a game-changer for Arlick. The semiconductor initiative will bring jobs, innovation, and international recognition to our state. I am committed to ensuring that this partnership thrives and benefits not just Arlick, but the entire Commonwealth of Leagio.” His new government was elected during the elections back in December, where the Social-Progressives in Arlick like its National Organization managed to gain many seats in the Arlick State Congress parliament of 260 seats, where they agreed to go into coalition with Federation of Centrist Democrats in Arlick that also gained seats. The Arlick coalition government made the agreement to expand the wealth and industry of the State of Arlick in Leagio

      The Accord is scheduled to be ratified by Leagio’s National Congress following the establishment of the newly formed Robertson Government that will take place on January 14th. Discussions are expected to emphasize bipartisan support for the agreement’s broad benefits, from job creation in the semiconductor industry to enhanced educational and cultural exchange programs.

      She paused, her tone turning light and conversational. “Though I must admit, a week might not be enough. Perhaps in the future, I’ll have to make multiple trips to truly take in the spirit of California.”

      Mouri-Kudo glanced around, appreciating the vibrant atmosphere of Los Angeles. “I’ve always believed that visiting iconic places helps us understand the heart of a nation. I’m looking forward to experiencing a little of California’s essence while I’m here.”

      Her smile widened as she added, “Perhaps you can share your favorite spots over our discussions?”

      "You are very welcome to attend my inauguration on January 1st. I will make that my Ministry of Foreign Affairs communicates with yours on the time and location for it. Afterwards, I can show you around Tullion and take you to some the great places to see and eat, my treat. There's a particular tea shop in Tullion not far from the National Congress building that not only serves the best tea in Leagio but also serve some great meals and ice cream. I like to go there once a week to relax after a stressful week as a world leader. You might like it even. And I will even bring my 6 year old son Conan, who I know you will like to see. He's a sweet little angel." Mouri-Kudo replied with a smile at the thought of having a foreign leader witness the inauguration of a president. Something that will be a first for Leagioian history and that made Mouri-Kudo's heart warm up as she smiled with joy as she wanted to hug Kamala.

Surrounded by members of the National Congress, dignitaries, and thousands of citizens who gathered to witness the event, President Mouri-Kudo reaffirmed her commitment to the principles of democracy, freedom, and progress.

      The inauguration ceremony began with a formal address by the Speaker of the House of Councilors (her husband Shinichi Mouri-Kudo), who highlighted the achievements of the first term, including economic reforms, advancements in education, and strengthened international relations. President Mouri-Kudo then took the oath of office, as prescribed by the Constitution, swearing to uphold and protect the rights and freedoms of all Leagioans.

      Mouri-Kudo's second term begins with significant challenges, including implementing the recently passed national budget format that was established last year to divide the budget by ministry and managing evolving geopolitical dynamics. But out of our finished goods, our industrial base is robust. Companies like Embraer S.A. in aerospace and defense, and Titan Systems Inc., specializing in computer hardware and software, represent our technological strengths. We are also major producers of finished goods, from luxury automobiles like Chamonix NG Cars to consumer goods from JBS S.A. and personal products from Natura & Co.”

      Her smile turned reflective. “That said, we’re always looking for areas to improve. Expanding our digital services and strengthening our infrastructure for global trade are ongoing priorities. A partnership with California, especially given its leadership in technology and education, could help us leap forward in these areas. Ensuring greater access to education is something I champion strongly back home. It aligns with the principles of equity and opportunity that are so vital in today’s world. In return, I would be willing to discuss with the new coalition government that I will be working with next year as a result of the recent elections to have all Commonwealth University System Campus such as the University of the Commonwealth campuses in Tullion, Huttson, and Jullien even to reduce tuition rates as part of this partnership between our nation's ”

      Mouri-Kudo smiled, the camaraderie between the two leaders growing evident. “And I appreciate your willingness to suggest and advocate, even within the constraints of your system. Leadership is about persuasion, not coercion. Your efforts to highlight Leagio as a worthwhile partner will certainly resonate, and I am grateful for your support in that regard.”
