Secretary of Defence & State Security Makoto Kishii Bowed and shook the hand of Defence Minister Benjamin Wallace "Ah Good to see you Mr Wallace I hope your journey here wasn't too strenuous."
He then a few moments later saw his other counterpart Defence Minister Bipin Rake of United Duchies walking down the terminal as he politely waived to signal to him he then bowed and shook his hand "Minister Rake excellent, so glad you can join us. Now then gentlemen follow me we have much to discuss. "
He then guided them out into the back exit of the terminal away from the general public, outside the back entrance was a squad of 15 bodyguards, all in black reflective sunglasses and black suits with earpieces. and 4 bullet proof cars 4 cars. "Forgive the lack of fanfare and pageantry gentlemen, but it is necessary for the nature of this meeting, the agenda is rather sensitive in nature as well as the documentation I have on me in the binders in my suitcase here. So discretion is needed."
They got into the car and were driven to the Osaka World Trade Centre "Defence Minister got out of the car and helped his counterparts get out as well. "Follow me." He gently guided. They then proceeded to the 20th floor.
They were then guided to the office in which they would be hosting this meeting. As they were only 3 people it wasn't a huge board room but a nice executive office with all amenities in which they needed to last them for the whole meeting as well as having a legion of staff and administrative personal outside.
There was a black leather sofa in which he sat down which was opposite from the desk. This office acted as a second office for government officials when they had official business but were not in Tokyo to assume their usual administrative duties. If a little austere however one could always say it was always in immaculate condition. "Now gentlemen before we start, is there anything either of you request in terms of food or drink?"

Bipin Rake enjoyed that hospitality was available right away. He said " Good to be here , a Pot of Tea would be fantastic. I know you have fantastic Sencha here." He was well aware of this popular tea.

Defence & State Security Secretary Makoto Kishii replied "Of course." He then went over to the desk and got onto the phone with the catering staff across the floor. "Yes, Ms Aoyama can we have some sencha tea with 3 cups sent in please?"
A few minutes later an attendant came in with 3 fine china cups and a teapot. Secretary Kishii poured a cup of Sencha tea for his UD counterpart. The sencha tea had a refreshing almost medicinal aroma which could clear nostrols if given the right amount of concentration. "I hope you enjoy it Mr Rake, Sencha is known for its medicinal qualities, its what people take when they are sick with a cold and flu, combined with shisu leaf or mint it can clear up blocked sinuses and saw throats, but its also rather refreshing."
The tea was so vibrant that it one can say that in the right lighting it looked like it almost glowed a brilliant shade of chartreuse. "Now gentlemen the reason why we have called you here. I want to talk about my governments pursuit of an anti nuclear missile and warhead defence system."

Bipin Rake replied "indeed, we are worried in the Duchies about recent proliferation but we do not want to be part of the problem. Frankly we want weapons we can use to defend ourselves without having to mass murder and make Earth a hellish wasteland. But we cannot leave ourselves defenseless either. I have worked with our Reitzmag counterparts , we believe the best way is a set up to defend all three of our nations with coordinated sensors connected to all three nations. Then I believe we should also potentially sell to other friendly countries who need help with defense against nuclear weapons in the future. I don't really fear the states using them most states know about MAD and how the international community would make them pariahs but terrorists they are a different beast , it only takes a nation to lose control and have anarchy and Europe is in a world of trouble, I just wish counterparts in nuclear nations could see this and how silly having systems so destructive is when terrorists could take it."

Ben walked into the room with pride, his country has one of the most powerful air defence systems called the SAM-19 Vulcan. Reitzmic technology was so sophisticated that the country is essentially a fortress that can fend off the threats of nuclear weapons.
BW: "It's good to be here again Mr. Kishii, and you too Mr. Rake. And thank you for the nice tea. As you both know, Reitzmag hosts some of the best military technology assets which have also been available to both of you even before this alliance came to existence. And we are very interested in installing these systems in very sensitive areas in other countries just like we have done in our base near Tokyo here in Yosai."
"Currently, Reitzmag's combined Air Defence System deployed across the country enables us to have around 80% success rate in fending off incoming threats such s missiles and enemy aircraft. And we hope that this strategy could be refined and also be followed by our allies such as you both as an example for your air defence systems."
"In addition, Reitzmag is also one of very few nations with Anti-Ballistic Missile and Anti-Satellite capabilities. Yosai too is, but we're interested in enhancing both your capabilities in terms of these defence systems by applying our strategies in your nation's armed forces."
"Finally, I do agree with the introduction of a unified data network that would allow the sharing of combat data while engaging the enemy. I believe that one of the best ways to achieve this is by expanding the Britannia Combat System used jointly by all branches of the Armed Forces of Reitzmag. Such an expansion would give a big boost in combat operations coordination, as well as allow us to support and reinforce any area as soon as the information on the situation has been received."
"Considering these interests expressed, I want to propose the hosting of a large-scale war games annually that would cover all types of warfare except nuclear warfare. We have a proposal ready in case that both of you are also interested in such an idea."

Defence and State Security Secretary Kishii "So with that then we can say we are all in agreement, however the issue is of implementation. But also Yosai's aim is to get rid of the fear of nuclear apocolypse all together. At least on the scale of our nations. I believe that your nation Mr Wallace as you said would be the best guide on how to implement this. I also agree with your idea Mr Rake in selling this technology to friendly nations, but what would be the criteria to determine that? These are all issues we need to iron out before we announce any plans to our plans to the public if we wish to announce them at all."

BW: "Indeed we are of course offering our military doctrine as the basis of the alliance's joint military doctrine. This way, we can maximize our defences and deter nations from ever attempting to invade us without us needing to have Nuclear Weapons. Military analysts briefed me and advised me of some things that we must take note."
"First off, Yosai is the country least likely to collapse in a Nuclear Apocalypse due to its size. They advised me that Yosai should make use of its large land area, including the desert for ensuring the country keeps on running even in a nuclear situation. Maybe construct secret underground bunkers and military bases in the desert, the use of geography for your own gain is something that I believe you both should learn further."
"Secondly, they advised me that the United Duchies is the most vulnerable to a nuclear attack. And the primary target for this, is the Baltic Canal. These analysts advised me that this scenario is very likely as the enemy would want to block our access to the Atlantic. Many nations think we're threats due to our presence in the Atlantic, primarily because they think we're a hindrance to their aggressive schemes. And that's why I advise that we open a military base in UD to provide defences and immediate retaliatory capability."
"Our country doesn't worry so much about nuclear weapons, that is while Angleter still maintains our defensive alliance. In addition, we have made sure to use our geography to our advantage essentially turning the entire country and its neighboring areas into an impenetrable fortress."
"Considering all this, I also propose that we conduct annual military exercises held on all of our territories. In addition, I also would like to know if your nations would be interested in our 5th Generation Fighter Aircraft. I think that your procurement of our stealthy fighter aircraft would help in further enhancing your air defences. Currently we're looking for some customers for the upcoming Archer II F.16 stealth aircraft based on the designs of the Archer FA.2 that your country, Mr. Rake, sold to us back then."

Bipin Rake listened many of the same points raised by his advisors in military were raised. He said "Indeed we know the value of the canal and our strategic location which makes us strong yet also vulnerable in some ways. We'd a agree to opening up two joint bases one on one end of the canal that until Innimicus or Telum countries break faith by going through their canal will be just for Reitzmag and us and one on the Porterdam Side of the canal that way we can defend both areas more effectively. Possibly a town near Hamborg would work too. Meanwhile I suggest we have a three way base in Yosai and one of t he bases in Reitzmag is made two way between Duchies and Reitzmag. I think this is the best way to achieve the levels of security we need. Joint military excercises could be conducted from the near Hamborg base possibly to test our capabilities while remaining out of the way of shipping."

Defence and State Security Secretary Makoto Kishii replied "So joint bases and the sale of 5th generation aircraft? The Federal Republic of Yosai would like that, we would also like some bases abroad as well. However the main objective is the implementation of the anti nuclear missile defence system. We need to facilitate that as well. That is paramount to us as we have 2 nuclear powers on our doorstep."

Bipin Rake listened he said " Yes I'm proposing allowing all bases in the alliance to be able to be shared unless there is some national security reason and that our naval bases near Porterdam, Hamborg and Baltia be shared Hamborg and Porterdam by all three and Baltia with Reitzmag as we cannot allow your ships through by treaty.
On fighter jets we'd happily sell you the Typhoon fighter which is very capable and affordable to maintain and buy. Its quite a balwark of our fleet and can be adapted to your systems or just fixed with Duchies systems.How does that sound"
