Amendment to the European Heritage Site Act 2010
Amendment proposed by Cllr. Edward Firoux (Inquista)
SECTION II. INCLUSION INTO THE EUROPEAN HERITAGE SITE PROGRAM AND LIST
- The Heritage Site Program shall be overseen by the Commissioner of Internal Affairs, who shall either approve or reject proposals to include new sites, or remove existing sites, from the European Heritage Site List.
2. Every proposal for inclusion in the list will require approval by the responsible body.
2. The European Heritage Site List will be updated at least every six months, or sooner, at the discretion of the Commissioner of Internal Affairs.
3. Only one site from each nationcouldcan enteronthelistEuropean Heritage Site List per six months.
SECTION III. PROTECTION AND PRESERVATION
- Every and each site included
inon the Heritage Site List will receive special protection status and willbe maintained withreceive partial funding for maintenance costs from the European Union.and national funds. The 85% of the funds would come from the state that has been awarded to enter the list with their candidature and the other 15% of the funds would be given by the European Union.The European Union will fund 15% of all maintenance costs of all sites on the European Heritage Site List.

When Friedrich saw the proposal, he was very frustrated at how the Internal Affairs Commissioner is becoming more powerful. So, he then spoke to criticize these moves from his colleagues, especially the EPA members.
"Mr. Speaker, I support this motion. But, I have only 2 issues."
"First of all, I'd like to say that very member-state has its own history and culture, and all of these should be considered a contribution to the EU's history and culture altogether. Second, I am very much against the fact that the powers Internal Affairs Commissioner have been continuously increased since the election of Mr. Jean-Claude Juncker. And of course, from a recent proposal. You asked me, would you propose this bill if Atty. Winston won the candidature. Now, I want to give this question back to you. Especially those here that are members of the EPA. Would you propose this bill if someone else like Mr. Dragan Trympov or Atty. Edmund Winston won the seat? I'd like to expect an answer from this as I want to clarify your tru goals for empowering the IAC. Thank you and god bless."

When the European Heritage Site program was first created in 2010, it was under the purview of the Commissioner of Internal Affairs. The scope of the program is also relevant to the portfolio of the IA Commissioner, rather than the other commissioners. Thank you for the question, Councillor.

"When my amendment got passed, I knew that it needed something else. Hopefully, Cllr. Firoux has found it and seems perfect. So I guarantee my full support to this amendment which is trying to give the European Union a better act.
But now, Councillor van Allen gets here and continues the feud or, I would call it a crusade against the Internal Affairs Commissioner, Jean-Claude Juncker. There's no Council Session that he doesn't name the Internal Affairs Commissioner. I'm very surprised that again you get angry for something the Europeans chose, and that was supporting Mr. Juncker to be their next Internal Affairs Commissioner. Your constant attacks to the EPA proofs that you are still very reticent to a Spanish leading a high-office, because as we are not friends of a crazy country that does crazy things like kidnapping Foreign Affairs Ministers, then we are an horrible society. Mr. van Allen, the Internal Affairs Commissioner is a great man, you should askfor a meeting with him to drink some coffee or a cup of tea and get to know. And when that's finished, come back to the council and tell us how did that go."
