UD - Copala City Summit

Copala City's brave new world was coming to an end. Victoria Romanov had fled the city as the Reitzmic troops entered. She was, of course, a distant relative of the Romanovs who had already once had to flee a regime - and here she was again. The entire Copalan Government had left the city, but Victoria was the one who would represent them today. She knew she was the one best up to the task. The Copalan Government was a government of equals, though Maxwells was in charge, he trusted the delegation of power to all his ministers. Victoria Romanov was interior minister, and so was best suited to discuss the items on the agenda with the UD.
Victoria landed West Baltica, on the Caspian Coast and looked over. She remarked to an aide, "Our shining city on a hill is over those waves. We must do all we can to fight for it. It might mean taking an L here, but it will be worth it." The aide was bemused and didn't think that this unpaid internship was worth it.
Victoria was wearing a casual (for her) outfit, which she enjoyed wearing. She was proud to be representing the city she had come to call home.

John Peter Keywas in the car that picked her up from Porterdam Airport. This crisis had escalated quickly but they had discussed plans for this all along. He met with with Victoria Romanov and said "Welcome to our fine country and potentially your fine country in the future. I am so sorry for the Reitzmag betrayal of your people Hopefully we can fix that with our friend the West Baltican Premier."They then headed to the central government building where they'd prepared a feast and meeting space.

"Thank you," she said. They arrived at the meeting space, and Victoria opened her binder and said, "our main request is a base for our government in exile. Then, if my 7th Cousin's, Queen Anastasia's, negotiations don't work we will consider building a new home for our people here. Our people are enchained, but I would like to avoid them having to make the treacherous journey across the Caspian without a good reason, and a good home to return to."

John Peter Key and the Premier of West Baltica listened "We understand and can I say I very much hope Reitzmag are reasonable in negotiations though from experience its often not the case. We can certainly grant a home for your government in exile with offices , now the important part is what happens if negotiations fail. Our offer is simple you will get the same autonomy as a Duchy which in terms of social laws might even be better than powers you have right now , we'd also offer the same amount of land you have in Copala City so all can transfer over with help with construction and relocation costs. In terms of representation you'd get 5 MP's and 5 House of Duchies members and be included in the national count for list seats at next election and your inclusion as a duchy would not be temporary but permanent we can assure you could make the Duchies your permanent home. A bonus you'd get over other Duchies while the UNSR remains is you'd get to have one representitive of your government come to foreign meetings with our government , however this would simply be as an autonomous territory , there is no independence on offer and this would be clear in treaty terms. I hope this would be acceptable."
