An Act to consolidate the efforts relating to mentally disordered persons across the European Union.SECTION I. - EDUCATION
I. An unbiased education of mental health issues and the causes of mental health issues is to be taught in all European member states schools under the guidance of their respective national health authorities in partnership with the European Health Organization.
II. Education will either be provided by the school (If taught during primary education) or by the European Health Organization officers (if desired by the respective governments).
III. The education will cover mental health issues such as depression, anxiety, schizophrenia, alzheimer's and other mental health disorders as well as hereditary and environmental.
IV. The education will also focus on discouraging young people on self-diagnosis and instead refer themselves and other people who they feel suffer from such issues to a professional.
V. The education will also include the warning signs of mental health issues and when to report when someone shows the signs of suicide.SECTION II. - THE EUROPEAN MENTAL HEALTH PHONE SERVICE
I. Introduce a cross international confidential phone number linking the call to a nationally run mental health line integrated into the countries health department or national health serviceservicethat patients can call, the service will ask a few questions on their condition and will be able to refer the patient to therespective health authoritiesavailable services in their country , depending on their age. Confidentionality of the caller shall be maintained unless there is an immediate threat to life in which case they may alert police and ambulance services to the location of the caller.Creating a confidential list only shared under the consent of the person and disclosure by approval of the member states authorities.
II. The service will be staffed by specially trained mental health professionals from the country who must speak the majority official language of the country. Countries may require additional widely spoken official and recognised languages.the professionals and specialists under a 24h section in the European Health Organization headquarters in the Free City of Europolis.
III. The Service will ask the patient of their condition, and to describe the symptoms.
IV. If the patient describes symptoms of a mental health issue, the Service will then be able to refer the patient to the services named in clause I.
V. Staff on the Service will not be obligated to contact a minor's parents based on what the minor tells them, unless said minor is at risk to either themselves or someone else.
VI. The Service will also be able to directly connect the call the Emergency Services of the respective member state country if the staff feel that the patient is at risk to either themselves or someone else.SECTION III. - RESEARCH CLINICS ANS ISSUERS
I. The European Health Organization will allocate funds to introduce more mental research clinics for young people in member states urban areas where the nearest is beyond reasonable distance. Under Public-Private partnerships for themaintancemaintenance of the research clinics.
II. Ensure that the European Health Insurance Card and planners use their mental health budgets for their intended purpose. Covering mental health diseases listed under the European Health Organization chart.While the idea was well intentioned as raised at the time the European nature of the mental health line being run in Europolis has only caused problems. We have had people who have moved from other parts of Europe call the European helpline only to not be given proper advice as to what to do in the United Duchies rather than calling the line integrated into the DHS that is much better connected. This would remedy the situation by having lines set up by either national health services or health departments at a national level , people who will have a much better knowledge of what is available in the country for mental health than some people hired by the EHO in Europolis and also staff trained in the culture of the country and understanding mental health in the context of the local culture and trained in the big issues in the country they work in. This does not seek to undermine this act but strengthen it by making sure any mental health line is integrated properly into local emergency service and reporting systems.
