An Orthodox Approach to Diplomacy

"I believe no party here except for perhaps our delegates from Icholasen who want New/East Moreland to be its own state. Everyone else here is committed to New Moreland remaining part of Reitzmag. That said autonomy means that they would remain under the jurisdiction of Reitzmag at least for the purposes of foreign affairs, defense, and of course recognition of the Monarch.
Due to the clear cultural distinction that is in New Moreland, I propose that the following matters be devolved to New Moreland unless Marshal Copala had different intent:
- Economic Development
- Tourism
- Culture
- Housing
- Rural and Urban Development
- Food, Agriculture, Forestry, Fisheries
- Public Administration, and local government
- Health and Welfare
- Education
- Energy
- Infrastructure, including transportation
All other matters would remain centrally in Reitzmag. The Autonomous Reich of New Moreland would contain its own assembly, and governor both elected by its citizenry. Any other thoughts on the matter?
Mr. Johnson if you're not able to completely negotiate for your state right now was there much use for you to be here? Do you need a few minutes to contact your monarch for such a relatively small thing such as a city name?"

PM Johnson: "I have already spoken to HM George I, he said that he would approve the name of New Harriett City. He also said that he would agree to make New Harriet City as the capital of New Moreland if it would become a new center of development when it is completed."

"New Copala City. You mean New Copala city?" Copala corrected.

PM Johnson: "He much agreed on New Harriett City, he thinks that the name would fit the development status in the proposed new city."

PM Johnson: "Please AM Copala, HM George I has decided to use your unique first name rather than your last name to prevent issues in the future. Maybe he would agree about your suggestion if he sees you deserving."

PM Johnson: "Hey, don't call our king like that! He's too young for you.Good News! He agreed for New Copala city to be the name, but he made conditions."

PM Johnson: "HM George I said that it is no longer necessary to devolve those to the autonomous reich since it had already been shared by the national government and the reichmic government. He also said that the name would be changed if the project fails, this would also lead to Inquista paying to URR."

"Are they shared or is it exclusive to the Reich....could we get a proper understanding between Reichs and the central government please? Your state is often described as unitary. We need a proper understanding to outline autonomy which is a requirement of the proposed plan."

PM Johnson: "Our government structure is unitary, however the powers of the national government is shared with each unit of the government other than the national body. It does have regions called reichs but those are still considered as local governments despite the size of each reich. It is shares the ideas of both Federal and Unitary, this is our own ideology called Distributive Supremacy."

"Well let me be clear then. The proposed devolved areas would be entirely exclusive to this autonomous Reich. National laws in those areas would not apply in New Moreland. Those devolved areas can not be removed then as well. It would be its own entity in your system. Separate from the system of distributed supremacy."

PM Johnson: "It would be much agreeable if their state of autonomy remain temporary until the government is pleased of its state."

Adm. Anderson: "I also would like to take this opportunity to ask for an annual joint military exercise. I believe that this would help strengthen our forces and shape our military to be united and skillful."

Both: "We do have an agreement now, what about the Nicolezians. They shall pay in compensation for damages from all battles that occured." -
"No." Becky Short Hailey said. "We agree to everything else though."

Foreign Minister Parly: In the interest of diplomacy, I think we ought to drop the idea that the Nicolezians will be paying for anything. This isn't Pravoslaviya where Dragan Trympov seems so keen to have someone else pay for everything.
Admiral Casabianca: Yes, I agree. The military side of this is agreed to...let's let the Nicolezians paying for stuff go.

PM Johnson:" If you don't want to replace our ship...we'll have a deal. You will replace our ship and you will get a franchise of CBC as I've heard that you wished to. If you will also replace our ship, you would gain recognition from the king as a legitimate sovereign country."
