**Proposal / Request Description:**Allowing puppets to enter under a system where there votes are randomly generated by mods in order to keep results fair and ensure one person cannot have two votes. This would allow more entries and would also make results slightly more random providing an interesting conclusion.Owners of puppets would be told what place their puppet nation came in order of points in their main nation and build their points around that to keep the system fair.

OCC Reasons: We believe EuroVoice Song Contest results shall reflect the people's thoughts and opinions on songs and shouldn't be a mix of their opinions and a random machine deciding for us who wins the contest. It would be unfair as well as it would lead to the contest's essence destruction.

Proposal / Request Description: To set up a full Eurovoice Comittee to run every contest so duties are delegated out and spread out more recognising the big undertaking of hosting a constest. This should consist of 3 members that are elected every 12 months and the Winner of the previous Eurovoice to recognise their win

Proposal / Request Description: To set up a deadline for Eurovoice whereby a contest must be held within 9 months of winning and progess being demonstrated such as announce of host city, stadiums etc and entry forms put up within 6 months of a contest win. Also possibly the setup of a deadline of within 2 Months after end of the voting deadline to display results in some form be it a spreadsheet, on site tables or graphics or any mixture of those.If these cannot be met the 2nd or 3rd place nation gets the chance to host the contest.

Proposal / Request Description: To save duplication of productions on same topics and enable more focused funding on documentaries and cultural content we propose the creation of a content library of both full programmes with dubbing and subtitles in other languages as required and footage including raw footage called the European Public Owned Broadcaster Content Library. Broadcasters will put documentaries and cultural programmes among other programmes in a content library and must share at least 50% of their productions in the libraries . If submitting series they must submit all series. Any public broadcaster must pay towards the running costs of the programme with 0.5-1% of revenue being given to the programme with any income of the programme after storage and adminstration costs being given to a fund to help broadcasters make programmes or co-production programmes for the library. The programme should help utilise public funds more effectively . The programme should be opt in with only members paying in to access the library.A potential source of income could be streaming service called Euroflix that is paid for with all the programmes in the library on it that pays the profits 50% to the content creation fund and 50% back to the broadcasters after marketing and hosting servers and maintenance of the site paid in proportion to the % of funds contributed by the broadcasters.This streaming servi ce should be available throughout Europe and Europolis. Any programmes created with content from the library should be required to be put back into the library and on the streaming platform.

The European Union Broadcasting Corporation, after analyzing and debating the proposal made by the United Duchies' broadcaster, RTC, has decided to REJECT the proposal.

The EUBC finds illogical that content made by public broadcasters around the European Union has to be paid in order to enjoy it. Some broadcasters offer their content for free, with no country restriction, and them joining this system would create a severe harm to TV audience all around the region, that would find itself on the need to pay for content they could enjoy for free before.

In response to concerns about the paying a fee for content on the streaming service if that is the only concern we propose the streaming service be free although this would reduce the potential for content production reducing revenue. We believe the saving by sharing on creation would still benefit broadcasters so we propose the following change.

Programmes possibly could be made available through out Europe on a free streaming media platform available to all EUBC nations citizens. All programmes made using content from the library would be made available on the free streaming platform if this was to go ahead.The platform could be funded by a percent of the national broadcasters budget going to the platform to support the hosting and moderating costs perhaps 0.5% to 1% (or whatever is judged necessary) cost to the platform with 50% going into a european wide and EUBC run programme production fund with anything left after that or running costs being sent back to broadcasters in proportion to their contributions.Any programmes created with content from the library should be required to be put back into the library and on the streaming platform if that was to be implemented.There could alternatively just be a content and programme library only with no european wide streaming service to be funded depending only on national or public broadcasters streaming services to distribute the content.

The RTD would like to ask for consideration of the revised proposals as it has already been 3 months since proposing the revised proposal and we th stated reason it was rejected on grounds of the optional streaming service that was not core to the proposal. We wish to be involved in a public broadcaster and content library but would prefer to do this through existing structures like the EUBC who we believe is in a good position to manage such a system. However if the answer is no we also need to know so we can go ahead with creating a system independent of the EUBC for content sharing among public broadcasters.

Proposal / Request Title: Proposal on two date ranges for Eurovoice
Proposal / Request Description: Proposal for a fixed date range standard Eurovoice with no theme and a themed Eurovoice that can be held at any time of year the winner of each would get to host the next Eurovoice of its type. I.e the standard Eurovoice winner would get to host next standard Eurovoice while the themed Eurovoice winner would get to set the theme and host the next themed Eurovoice within parameters agreed by the EUBC for the next themed Eurovoice. This proposal would ensure two Eurovoices per year with mutliple ways of participation.We propose that the themed Eurovoice should stick to the parameters of a secular theme for any Eurovoice so as to avoid divisive themes. Though this should be up to the EUBC.

Proposal 1 - European Public Owned Broadcaster Content Library

The European Union Broadcasting Corporation, after analyzing and debating the proposal made by the United Duchies' broadcaster, RTC, has decided to REJECT the proposal.

The EUBC finds this proposal illogical. Firstly, duplication of productions is not an issue that the European Union Broadcasting Corporation shall address, as it believes its shareholders are entitled to come up with as many productions as they wish, no matter how similar their content is compared to productions made elsewhere.

Secondly, the European Union broadcasters benefit from the distribution of their content to other nations, either by the profit got from the sales of their content to other television channels, or by the number of views and likes certain clips get on the Internet. A European public-owned Broadcaster Content Library is also unnecessary, as the EUBC webpage contains links to the webpages of every shareholder. From their own webpage, Europeans can easily access the content of the shareholder.

Thirdly, the revenue is seen as a major loss compared to the profit achieved individually. A 1% of revenue for the programme and its productors may not be enough for many broadcasters, that could get more revenue by not taking part in this programme, which automatically would turn it into a waste of funds.

The explanation made by the RTD is also confusing and does not allow the EUBC to fully understand the proposal either. We do not encourage the Duchian broadcaster to register this proposal again, as it has been rejected twice. However, if registered again, we hope to find a better explanation of it, and it will be answered in due time.

Proposal 2 - Proposal on Two Date Ranges for Eurovoice

The European Union Broadcasting Corporation, after analyzing and debating the proposal made by the United Duchies' broadcaster, RTC, has decided to REJECT the proposal.

The theme of the EuroVoice edition is solely up to the host, in coordination with the EUBC, that shall only be informed.

Proposal / Request Description:

Creation of a content library for public broadcasters called the European Public Broadcaster Content Library between public broadcasters
All broadcasters who pay 0.1% of their global revenue per year into the Content Library fund shall gain access to said content library as long as they continue to contribute
Broadcasters shall put at least 50% of programmes into the content library and break them down into clips for the content library to give access to whole or parts of programmes.
Any broadcaster may use clips or whole programmes from the library stopping to need to create an entirely new programme on the subject matter and waste time of presenters or production teams travelling to create a programme on a subject already covered.
5.Any programmes made using any clips from the content library must be put back into the content library to build up the content library to be more useful over time with clips of the programme also put in the library.

The programme will save money by not requiring teams to travel to other countries to get 1 or 2 clips or have to negotiate licensing of clips individually wasting administration time to get rights to a clip. This will help all public broadcasters by sharing clips an programmes between each other with there being a possibility of just dubbing or translating a programme from the content library or clips to make new content for their network without a full production crew stretching limited content creation budgets and allowing for production of more original productions with less budget.We encourage the EUBC to reach out if they don't understand the proposal in this form.
