European Agency Inspection

In order to determine the capacity of existing directors to serve in their roles, I will carry out an inspection. All directors, with the exception of the directors of the EAA and ESA, who have carried out visible work from which an appraisal will be made, will be required to submit a report to me regarding their background and intentions for the agency they head.
The form for such a report is attached.

GIve a short summary of your general background:I ha e experience running the Duchies Space Organization which was like the ESA a coordination of many different partners in projects.
Why do you think you are the right person to head your agency? I have a proven track record in running the DSO. I have been doing assessments of the ESA seeing where improvements in the future and what funding will be needed for future goals and where it is best to focus.
What do you intend to do in the position of head of your agency? I intend to spearhead new innitiatives using the strengths of all member agencies. I intend to look at launching a project for a joint European GPS style system to give an alternative system and look at a starlink like more affordable system but publically run by the ESA to provide internet to blackspots and affordable shipping and airplane internet while avoiding problems of the kesslar syndrome that the starlink system has. I believe the best way to do this is to use satellites that can put out both internet and gps signals on one system to be more efficient and increase redundancy of both systems proposed. -
I have made a consideration based on the responses - or rather, response - given, the criticality of certain positions, and the time in which current appointments have spent in them. Below is a list of appointments and vacant positions, organized dependent on my decision whether to retain or remove them.
RETAINED WITHOUT WARNING
Dr. Angelo Laurentius, who heads the EBCWA. The role of the EBCWA is important, and therefore disruption should be kept to a minimum.
Kamilla Naess, who heads the EAA, whose work has been exemplary.RETAINED WITH WARNING
Lutz Hertzfeld, who leads the European Space Agency. The proposed projects are too radical and wide in scope for the Agency, and should be rethought. The focus of the ESA should primarily be research conducted through already existing channels, not major infrastructural projects.
Dr. María Neira, who leads the European Health Organization. I do not condemn her work, but would like to hear from her what her intentions are for the position. There is no hurry in this regard.REMOVED
César González, head of the Europeean Seed Trust. While having occupied the position for two years, very little activity has been seen from the Seed Trust except for a statement, also delivered two years ago. However, he will remain in his position until nominations are complete and a new head is nominated.VACANT

Lutz Hertzfeld: I would respectively add what research can be done without major projects. To do research we need to launch probes , sattelites and other systems .I will happily focus on research orientation but would need permission for the agency to launch probes, satellites and rovers to do so.

Mr. Hertzfeld, infrastructure for this already exists. My office would prefer collaboration with national space agencies to accomplish the aims of the ESA. If new infrastructure must be created, then it must, and it has my blessing - but the ESA must still pursue this through national space agencies rather than attempting to start a costly program of its own.

That is what I intend to do just manage the project utilising national space agency resources and strengths but managing that collaboration between agencies.

Then, again, it has my full blessing, so long as the project doesn't go outside of the bounds of the ESA budget.
