James Mizrachi Roscoe entered the chamber. He was sad to see Biden go , he hadn't achieved much publically but he knew the hard work in the background and the groundwork he laid and for that he was greatful.

Yuridiana entered the chambers in her full formal dress, while the press covering the situation inside take photos of the arriving attendees like her. She then proceeded to sit down to her designated place. Meanwhile, Simon made a surprise appearance in the tuxedo that Mikaela Kligenberg gifted him. He then led a delegation of 4 to the Visitors' Gallery to watch what the Premier had to say.

Luis Castro entered the room, with the curiosity of someone who is waiting to see how events unfold.

The Spanish Councillor, Donald Tusk arrived to the European Council building, which he entered immediately after, with a bunch of papers. He felt ready to listen to Premier Biden's farewell speech, as well as to answer back if he had the chance to... without getting into trouble.

After all the delegates and attendees have entered the chamber, the cameras pan to the door now closed as they await for Joe to arrive. Not soon after, a motorcade of cars pull over at the entrance of the Council Building and the outgoing Premier comes out of the car and begins to follow the red carpet while shaking hands with the various people he meets on the way. Inside the chamber, the Sergeant-at-arms of the EU Council prepares to announce his arrival as Joe gets ready to enter the chamber from the other side of the door.
SAA: "Madam Speaker, the Premier Commissioner of the European Union!"
The doors open and Joe starts to walk down towards the podium as the attendees gave him a warm round of applause. He shakes the hands of those he encounters on the way to the podium before then going to the area designated for him during regular sessions. As he walks, an ensemble plays a lively tune while cameras covering the special event follow him.
Everyone then stands silently as the colour party enters the chamber with the EU flag and the flags of the EU member-states. A small ensemble of strings and brass then play the Anthem of Europe after a short announcement. Then, a prayer is recited by invited religious people from various faiths. After which, the flags are put to their designated area and the colour party exits with the ensemble and the prayer leaders. Joe then proceeds to the podium to begin his speech.
Speaker Iras Tilkanas, and the honourable members of the European Council, Chief Justice Robert French, and the honourable justices of the European Court of Justice, my colleagues in the European Commission, Internal Affairs Commissioner Ilmaras Kalessed and Foreign Affairs Commissioner Pekka Haavisto, Former Commissioners of the European Commission, Heads of the various European Union agencies, Shareholders of the European Central Bank, Leaders of the European Member-states and their delegations, Delegates of the various international organizations, my fellow Europeans, Ladies and Gentlemen. A pleasant afternoon to all of you.
It is my duty and honour to address you all today as the Premier Commissioner of the Union. We have come to the end of another chapter in the EU's history, and the beginning of a new one. In a few days, my term ends and my successor will take over the Europe I will leave to him. But before that time comes, I have come to speak to the people for one last time to report what we have achieved so far during our past administration.
As we have promised, we have reached various milestones throughout our past 4 months in reforming the EU with developments in the Constitutional Committee being progressive. We in the committee have already tackled the areas of great concern that need to be changed in our constitution, which includes changes in the structure of the EU's pillar institutions and policies that govern their workings. I hope that my successor would execute whatever has been agreed by those who worked under the group I created, and that true reform will be achieved once and for all. We also attempted to create acts that would establish policies to be followed in times of war which will protect those who shall be and minimize the casualties, however we have failed to pass any of these laws although I hope that the future people that would stand on this podium would attempt to do so again. We also kickstarted the review of various parts of the Acquis Communautaire, with the repeal of the Elected and Accountable Council Act now under debate in this honourable chamber.
Under our past administration, we approved the subsidy request of the Government of Czech Slavia in the European Development Agency that funded the construction of a Mining Vocational Secondary School. This project now benefits the people of Czech Slavia in terms of education and job opportunities and continues to contribute to the development of the Czech Economy. Unfortunately, we are passing the subsidy request of the United Duchies for a cycling system to the next administration to give way for a more streamlined budget ready for distribution once again.
And with all these in mind, I guarantee to you, the state of the union is well and sound.
Although we have promised a few more things than what we have accomplished, I do apologize for not having been able to complete all these projects. I sincerely hope for your understanding that time is what we compete against for what we do in the EU's administration. In addition, the problems with the budget and various other factors also contributed to some of our projects not being accomplished. And for the projects that are still ongoing, I wish to pass this onto the next administration and that they will continue such for the benefit of the European peoples.
My fellow Europeans, I thank you all for the support that you have given and for the trust you have granted to me in serving as your Premier Commissioner. But at this point, it is time I let the next generation continue forward with what we have started with for their very benefit. With that, I'm officially announcing my retirement from politics to focus on my private life. I thank all my staff, as well as those who have helped out in reaching our goals throughout our term and past political life. Most especially, I thank my family and the creator for having supported me throughout my career and with every problem I have faced. Now, I am proud to say that I am coming home.
I hope that this shall not be the end of our mission, and that I pledge to still open my doors to those who seek help from me even as I become a private citizen. And that I will remain a faithful servant of the European peoples whenever necessary.

The audience give a big warm round of applause as Joe ends his speech. He then takes a small bow and makes his way down shaking the hands of all the EU Councilors and the other attendees. He then goes back out to greet the crowds outside and proceeds on a short walk back to the Commission Building.
