[Emergency Discussion] Communist Rebellion in the URR

The Government of The Democratic Republic of Czech Slavia announces that will provide humanitarian help to the citizens of affected by the fighting. Medical personnel from The Democratic Republic of Czech Slavia will deployed in E. Moreland. People that would face any form of repercussions for their political beliefs from the Government of the United Reichs of Reitzmag can apply for political assylum in Czech Slavia.

The Archbishop of Inquista has affirmed his unwavering and resolute support for government of Reitzmag.
I urge all European states to practice caution and restraint. In order to avoid a worsening crisis, the Council and all European Union member states need to approach the situation with careful and prudent judgement. Often times crises are made worse when states suddenly pile or jump into situations without any contemplation, which then only further fuels the flames of conflict.
I ask that Cllr. von Allen please keep the Council updated on all developments and transgressions in his country as this crisis unfolds. Please keep us updated in the most clear, transparent and comprehensible terms. I know that when it came to the whole aircraft debacle, the vagueness and apparently misconstrued information which was circulated by Reizic media led to considerable misunderstanding within the Council. For example, it was said that the aircraft were made for individual councillors, but then it was later claimed that the aircraft were meant for humanitarian purposes. I would like to avoid such misunderstanding here, because we're not just talking about 40 aircraft this time, we're talking about an actual civil war. So, again, please keep us updated, and also be sure to relay all information as clearly as possible.
From what I can gather, this seems to be latest:
- Communist rebels have captured the entirety of the Reich of East Moreland and have since advanced into the Reichs of Phantiodon, South Moreland, and Harmock.
- HM George has announced that this conflict is considered a civil war and full martial law has been declared across the country.
- The Minister of State Borders has announced a travel ban between the URR and all other nations with a major communist parties. The Minister also said the URR would go into temporary isolation, but would still be open to receiving military aid from 'accredited countries' such as Icholasen and Inquista.
So with this all said, I would like to know how medical personnel from Czech Slavia will be deployed into East Moreland considering A) the travel ban between the URR and all other nations with a major communist parties B) the assumption that Czech Slavia is likely not an accredited country? Since East Moreland is no longer under government control, I understand they can't enforce the the travel ban anyway, but I find it curious that Czech Slavia will apparently be sending aid there nonetheless.

The Government of The Democratic Republic of Czech Slavia announces that after the declaration of temporary isolation by the United Reich of Reitzmag the plan to deploy medical personnel to East Moreland and providaing humanitarian aid was, with respects to state sovereignty, cancelled. Czech Slavia still offers political assylum to people that may face any form of repercussions for their political beliefs from the Government of the United Reichs of Reitzmag.The Government of The Democratic Republic of Czech Slavia also informs the council that it won't be preventing its citizens from establishing voluntary medical corps, and traveling to Reitzmag on their own.

The Kingdom of Spain does support the Reitzmatic Government and hopes that both parts can find a pacific solution to the conflict that has risen on the United Reichs of Reitzmag. Spanish people can still travel to Reitzmag on their own, but the Ministry of Foreign Affairs, European Union and Cooperation has advised not to travel there if it's not extremely necessary. As said in the statement, Spain is not sending any kind of military aid and won't enter the war. We consider that entering the war would have negative effects on the Spanish Economy and on the Spanish people thoughts about the European Union and our allies.

Pending a more formal declaration from the government, I was asked by Archkonsul Johansson to relay the following beliefs and intentions of the Archrepublic.
The Archrepublic of Vayinaod formally protests violence under taken by any party in aggression. The Archrepublic believes in the legitimacy in the current government of Reitzmag. The Archrepublic also believes and intends to support any peaceful and diplomatic means to end this incident.
The Archrepublic has ordered that any flights going in and out of Vayinaod must provide a flight path that specifically avoids the United Reichs of Reitzmag until further notice. The Archrepublic wishes to express support for a no fly zone to be established over the eastern portions of Reitzmag but makes no intention of enforcing this on its own.
The Archrepublic stresses the need to respect neutral parties throughout the union. Any party that violates the neutrality of Vayinaodic persons, property, and companies will be met by an unwavering force.
The Archrepublic at the moment wishes to provide medical and humanitarian aide in a neutral capacity to all persons in Reitzmag, and will formally input a request to Reitzmag tomorrow. However, any intention to disrupt this aid or stop its distribution to the armed rebels of Reitzmag will be protested by the Archrepublic. There are humans on both sides, people, fellow men and women. They deserve medical and humanitarian aid as much as any soldier from the URR.
The Archrepublic wishes for the European Union as an organization itself only be involved by sending a neutral party in an attempt to achieve a diplomatic solution, as well as potentially establishing a an ERF mission.

It is very well requested that the Archrepublic of Vayinaod only send medical aid to the rebels on their own risk. The URR will only support repatriation of refugees from E. Moreland. All forms of military aid and repatriation of communist rebel is against the regulations during a Level 5 Emergency.
The government also declared that the entire URR will be a no fly zone for all commercial flights and that only accredited military aid are allowed. The Reitzmic Sea will also be a no sail zone except for those with accreditation from the government of the Grand Royal Armed Forces.Friedrich van Allen

I strongly echo Cllr. Falk's sentiments and call for a bloodless, diplomatic resolution to the conflict. Peace cannot be achieved through war. Peace can only be achieved through dialogue.
I shall not even attempt to hide the fact that I am deeply disappointed to see my own country of Inquista already entangling itself in this war. As I warned earlier, this is only likely to exacerbate the ongoing conflict. However, I cannot say that I am surprised by the latest actions of the Archbishop and his government. As usual, I have been left out in the dark and have not been consulted on the matter.
I urge the government of Reitzmag to pursue a peaceful path and to utilize all diplomatic channels that are available in order to ensure a swift end to all fighting.

I would like to update this council that the government of the URR will allow medical aid to the rebels only via air drop of supplies that shall undergo thorough inspection of the Grand Royal Armed Forces. Any attempt to provide military and direct aid to the rebels is against the sovereignty of the URR. All attempted resupply missions on the ground occupied by the rebels shall immediately be destroyed by any of these forces accredited:

The Irish Government has requested through me, its councillor, a report on the developments in Reitzmag and how severe the problem of the rebels has become since the last update.
It is imperative that the solution be solved in as little violence as possible. We offer our capital city of Dublin as a neutral site for negotiations and we offer our Foreign Minister and myself to mediate in Europolis should the parties agree to come to Europolis.

It had been my fear that more communist uprisings would start in other countries that may be influenced by the happenings in the URR. It had already been mentioned in my opening statement at the beginning of this discussion. The URR has found itself negotiating peacefully with the rebels thru its leader Dmitri Georgy Turgenev where an armistice was signed yesterday to halt the conflicts during the negotiation. It is highly expected that the rebels would surrender themselves to the government and that they help in investigating unusual activity which involved them such as attempted resupply missions.
After coordinating with the Reitzmic Government, I have been notified that the Inquistan Armed Forces shall be ready in case of conflict during the negotiations as this would violate the armistice agreement. I dearly condemn the spark of communism in Icholasen and that this is against a democratic European Union.
We do not want dictators here in Europe!

I have been asked to read out the following statement by Prime Minister Metodi Pravoslav and Deputy Prime Minister Dragan Trympov:
The Kingdom of Pravoslaviya is pleased to hear that the conflict in Reitzmag has come to a positive conclusion. Communism is an abominable, godless, nationless ideology that dominated our country for 45 years of darkness, and we are overjoyed that the people of Reitzmag shall not fall under the sway of that particular evil.
For 10,000 years, the people of Pravoslaviya have stood with all that is good, against every evil from Communism to the attempts of European NGOs to force the demographic replacement of our people with so-called 'refugees' from Dromund Kaas. The government of Reitzmag, and all right-thinking and law-abiding people across Europe, can rest assured that the Pomak gangs and terrorists who have aided and abetted the Communists in Reitzmag will be dealt with swiftly according to military justice. Authorities in our country are already questioning, and have in some cases charged, leading members of the following parties: Communist Party of Torlakia, Social Democratic Party, Pomak and Minority Electoral Action. We regret that, in many instances, the suspects became agitated and violent under questioning to the point where physical force had to be used against them. Those suspects will be treated indefinitely in our world-class prison hospitals until such time that they are deemed fit to stand trial.
Let the world be under no illusion that Pravoslaviya will succumb to any external evil. We have acted with necessary and decisive force to stem the supply of support to Reitzmag's communist insurrectionists, and to prevent the spread of communist terror to our country and beyond. Our borders are sacrosanct and we will always take any measures necessary to protect them.
