      The Spanish Government, as said by the Acting President Soraya Sáenz de Santamaría, is really worried about the happening in Eastern Haane and we are offering our help to the European Union if an intervention is happening, which we are supporting. I'm really worried about nations acting alone and not cooperating, and I think Commissioner Juncker has got a point on there: We need to cooperate if we want to get democracy and freedom back to Eastern Haane.

      I hope we can all get to an agreement to take part as soon as possible in the conflict and give an end to it.

        Councillor van Allen, do you realize that what your country has done is a sign of occupation? Rarely does an invading nation raise its own flag unless in that circumstance. In addition, what do you mean by a "proper government?" A capitalist one? The people of Eastern Haane, as far as I can see, do not support capitalism at all. Any action that will be taken, in my opinion, must simply restore society, which has seemingly collapsed entirely, with all of its institutions totally destroyed. Cooperation with the recently formed Provisional National Convention for Eastern Haane, currently based in my home country, would likely be necessary as to do this in a way that will not further enrage the Haaneans.

        Councillor Plessis, this is most certainly military fetishism. There is no other reason to occupy a city that by all accounts has been emptied of people, in my opinion. The Reitzmic government has a history of attempting to demonstrate its power, and this is only the latest incident. I am very worried, as such, about what they may do or force upon the Haanean people as to increase their influence, which they appear to be so concerned about.

        I agree completely with the motion of Councillor Tilki.

          The Montenbourgian Government, stands with our Internal Comissioner, as said our Prime Minister Xavier Bettel.

          But we need to move simultaneously toward a political solution to the anarchy that paves the way for a new government with new leadership, and to encourage more Haanes to form a new government. To support them, we should immediately deploy the The European Relief Force; Our Majesty has already authorized. And we should retool and ramp up our efforts to support and equip viable Haanes opposition units.

            I agree Councillor Granger, but we need to get the certainty that the European Relief Force might not be put in risk. I would like to remember all the Councillors that their main mission is peacekeeping, not fighting. We have the European member states' armies for fighting. So, that's why the Armies would need to be deployed first, and once they tell us the country is more or less safe to deploy the ERF, we will deploy it. I'm pretty sure we will find a solution to this, but we all need to cooperate.

              I must agree with my colleagues Michel, Firoux and Tilki. The situation in Eastern Haane has deteriorated beyond what any of us could imagine The humanitarian catastrophe the EU is facing is so immense that intervention is required, we need to protect the citizens of Eastern Haane and of all other European states. I am pleased to see Mr. Juncker here, as he is now probably the one most knowledgeable of the situation in the country, after the barbarous act of killing Martin Bourgaize, so I hope he will share more of his insight with us, and I agree with him that in this hard situation we must rally and cooperate together. And the Democratic Republic of Czech Slavia is preapared to cooperate with other member states.

              To the activities of the armed forces of Reitzmag I think it would be best if they would stop their offensive and wait for the united action of the European Union.

                I agree with you Commissioner Juncker, but as our Prime Minister said earlier at Lexington House we have to preserve our neutrality position. So our nation will not deploy our armies unless is authorized as part of the ERF.

                On the part of Councillor Van Allen from @Kingdom-of-Reitzmag, we do not agree with the move but we dont see illegal activity either, for the moment. We need to move more armies to the area as you Commisiioner Juncker had said.

                  Councilor Freund, I would like to apologize. I was not referring in terms of the Reitmic troops, as i agree personally that i do not like how Prime Minister Bridges moved forward with this and stand with Councilor Tilki as well on that matter. But i was referring to the comments that he made about the intentions of the President of the Commonwealth.

                  But in a additional matter, I am glad to announce that through the Cabinet meeting that I was recently apart of that the President of Leagio will gladly have the forces that he is having make final preparations on sending to wait and not advance once they reach Eastern Haane. Their only objective at that point would be just to work on the construction of a refugee camp for there will be no doubt be a huge influx of people looking for safety, food, water, and anything to survive from the choas that is occuring. Once the proposal that Councilor Tilki has provided is passed, then i have no doubts that the President of the Commonwealth will turn it over to the authority of the coming Coalition out of this proposal.

                      Fellow Councillors I must say that action is imperative in this moment. We need to work on a coalition of non-neutral nations to start deploying their armies in the area. Is in this moments were institutions such as our Security Council need to be tacking action.

                        Fellow Councilors, keeping to my promise of transparency with you. I hereby announce that by following through with guidelines provided by the Four Assembled Powers on the No-Fly Zone established that the Commonwealth has landed troops in the Reitzmag sector of Eastern Haane and have begun the process of constructing a refugee camp for anyone of Eastern Haane that comes by willingly. The construction of the camp is expected to be completed by tomorrow with defenses only to protect the refugees and the people stationed there. The Leagioan troops there have been given orders not to advance or intentionally getting involved in open combat. Furthermore, they have been given orders not to aid the Reitzmag troops that are still in Eastern Haane or any of the factions fighting in Eastern Haane.

                        The camp will continue to run until the motion for intervention is passed through this Council and the coming Coalition arrives, where the camp will then be turned over to the coalition itself. Furthermore, the President of the Commonwealth of the Leagio with written permission from the Archbishop of Inqusita is sending two old cruiseships that belong to a Leagioan cruise line are being sent to the ports of Inqusita to pick the refugees of Eastern Haane that have already applied for the Commonwealth's Immigration Refugee program. These two ships have been loaded with extra lifeboats and liferafts in case they are going to carry more than they were originally designed to.

                        I will be sure to inform the Council if anything new develops.

                            Councillors, as promissed, I'm reading here today the report made by the European Commission after the Intervention Motion on Eastern Haane was passed by this Council. As said in this report, the ERF is ready to be deployed and we think it's a good moment to deploy it.


                            After the European Council passed the Motion which proposed the Eastern Haane intervention, the European Commission has been working closely with contenders in order to bring back peace into Eastern Haane. With that said, the European Commission has made a report on the Intervention.

                            The Intervention started on October 11th, leaded under the Flag Commissioner Harriet Copala, from Inquista. During these 7 days, the No-Fly Zone established by the Four Assembled Powers has remained active and there have been no incidents reported. At the moment, the Intervention hasn't reported any combat or major incidents, and countries are deploying humanitarian aid in the area.

                            With that said, the European Commission and the Flag Commissioner considers that the intervention is working and we believe it's a good time for deploying the European Relief Force for humanitarian purposes. We believe that Eastern Haane is safe for the ERF.

                                It's almost been a month since our last update, even though by law, the EU-backed coalition ought to be reporting on their activities to us every 4 days. Could the coalition please provide us with an update on their activities?

                                I'm not only concerned about the radio silence, but I'm also a bit concerned that Vayinaod has withdrawn from the coalition suddenly 8 days ago. I mean, it would have been both nice - and I think, the expectation - that coalition members would stick in it to the end, especially since they received official Council-backing and we've also deployed our European Relief Force into the area. Thankfully, it doesn't seem like Vayinaod was involved in anything but the no-fly zone, so maybe they weren't crucial to any activities on the ground... although we'd have clear picture on their involvement if, you know, we got an update.

                                We're sitting in the dark right now, and the lives of ERF members are on the line, and we've heard absolutely nothing. This is unacceptable.

                                  This is very unforgivable, The European Commission has remained silent and has not given any updates to us on what is happening on Eastern Haane. We saw how those Haaneans reacted to my country's troops, what if that also happens to them? Eastern Haane is a danger zone and we can't just let our brave European men out there without there families knowing what is happening to them!

                                    Jean-Claude Juncker entered with a crutch on the Council and took a seat. When he was able to speak, he started his report

                                    Good afternoon Councillors, and thank you for inviting me here today. For those interested, I still need this crutch which is something I hate, because it's kind of hard to walk without it right now. But I hope to leave it forever in less than a week. Also, my apologies for not reporting the events, but as you may understand, and I hope you do, health goes first and I have had a very tight agenda.

                                    The report was finished 3 weeks ago. During these 3 weeks, we have seen lots of progress in Eastern Haane. No incidents have been reported, and the European Relief Force is carrying on their mission with no difficulties. Roads and other major and essential infrastructure is being rebuilt, and despite it will take a long time, the ERF is doing a very commendable work. If you ask me wheter if Eastern Haane is safe or not, I still say that it's not safe to put a foot over there.

                                    The Coalition formed by the 4 Assembled Powers, and this is news to me, is retiring. I would like to ask the countries which still haven't announced what is happening with their troops to take a clear possition so we can know if the ERF can still be protected. As of now, this is the most important information. If you want to know more exact data about this, please tell me.

                                    Again, sorry for the unacceptable delay, it's exclusively my fault and if I have to carry on with consequences, I will.

                                        I would like to introduce the representative of the current government in Eastern Haane, the Minister of Foreign Afairs, Kūsim Vūjkur. While, of course, he is not a citizen of the European Union, it would certainly be important to have a Haanean voice in this chamber, for the first time since the murder of Councillor Martin Bourgaize.

                                            Firstly, I take offense and demand an apology from Councilor Firoux for the insinuation that Vayinaod's announcement over its departure was "sudden". The press conference between the Four Assembled Powers was only over the No-Fly Zone specifically, of which there was no demand to continue any longer. In fact the No-Fly Zone is still there as clearly stated it is a phased withdrawal. The Four Powers take the responsibility they took upon themselves seriously and the conclusion of the NFZ will only occur after various conditions are met.

                                            The reality is no new nations have announced unilateral raids into the area, and the rest are taking part in publicly declare humanitarian missions that have thus far produced no inspection violations. The Commission as a whole is required to report on the situation, but there is a level of command that rests with Harriet Copala. Which begs the question as to why so many Inquistans hold dual hats if you ask me but regardless.

                                            Vayinaod as stated in the press briefings and in the article you cited Cllr. shall remain part of the coalition until the completion of its phased exit from EH. There was no request, no demand in the council, NOR an outright expectation any nation who joins remains till the end. Vayinaod has communicated clearly and effectively when required, but when the situation as a whole stayed fairly 'boring' to a certain degree. Not even for even news headlines across Europe's multiple outlets.

                                            So if we are to berate Commissioner Juncker or his job, then Harriet Copala as the leading officer of the 'coalition' should appear as well.
