Motion to deploy the European Relief Force in Eastern Haane

PREAMBLE
After the European Commission and Flag Commissioner Harriet Copala report, we think it's the perfect time to deploy the European Relief Force in Eastern Haane to send more humanitarian aid to the Haaneans.
SECTION I - DEPLOYMENT
I. The European Relief Force will be deployed on Eastern Haane 72 hours after the Motion has been passed by the European Council.
II. The Mission of the European Relief Force will be deploying humanitarian aid in Eastern Haane and helping the civilians.
III. The European Relief Force will be leaded by the Flag Commissioner, Harriet Copala, and overseen by the current Internal Affairs Commissioner, Jean-Claude Juncker. When a new election takes place, the new Internal Affairs Commissioner will continue the oversee task if the ERF is still deployed on Eastern Haane.SECTION II - SECURITY AND SURVEILLANCE BY THE EUROPEAN COUNCIL
I. The Security of the European Relief Force will depend of the military deployed in Eastern Haane.
II. Until the European Relief Force retires from Eastern Haane, the European Commission shall post a report twice a week.
III. The European Relief Force shall not enter in conflict with civilians.SECTION III - RETIREMENT OF THE EUROPEAN RELIEF FORCE FROM EASTERN HAANE
I. The European Relief Force shall retire from Eastern Haane if:
a) Their security is not guaranteed.
b) The European Commission considers their mission is accomplished.
c) If the European Council, in an unanimity vote, asks the Commission to retire the European Relief Force.
Councillors, after the Commission report about the Intervention on Eastern Haane, I'm submitting this motion to authorise the Commission to deploy the European Relief Force.

The Empire of Inimicus is wholeheartedly in favour of this motion. It is indeed time to end the suffering of the Haanean People - Emperor Artabanos's relief fund is a clear example of the Empire's good intentions in this matter, and we will vote in favour of this proposal.

I still feel this might be a little early, since the coalition forces only just began their intervention into Eastern Haane. From the report, it still remains unclear what part of the country the coalition forces have intervened in, and what parts of the country are controlled by which faction. However, if the coalition thinks that it's safe for the ERF to be deployed, then I suppose it's safe. I am glad that the security of the European Relief Force will be guaranteed by the coalition forces. I shall support this motion with extremely cautious optimism.
Also, the date listed in the first clause is tomorrow, so that probably won't happen.

I have amendments to this thing, first of all we need a more frequent report so we can clearly examine if we have to retire the ERF or not. Secondly, saying in this motion that only you Commissioner Juncker may personally oversee this operation is not acceptable, we may not now if it would take us to the deploy the ERF for more than a year. Third, we need to debate on this motion first and we can't follow the proper procedures if we are sending the ERF tomorrow. So I propose the following amendments:

Coun. Granger, as I said in my amendment, the flag commissioner must be assigned by the IAC. We may not know if the Commissioner will change his mind or not whether who will he assign for the role. I am just doing this to prevent further problems if this intervention would require to be done more than a year after this.

Even if the Motion needs some amendments, which I'm submitting, I will support it and endorse the other councillors to do the same. Councillor van Allen, Amendment 2 it's great, which is something you should congrat yourself about, finally you got a good amendment. But in the first one and your speech I see some angriness towards the 2 consecutive defeats of your friend Edmund Jasper Winston in the Commission Elections and 2 consecutive victories of our current Internal Affairs Commissioner, Jean-Claude Juncker, who's pulling out a great work, much better than what Mr. Winston could have done in 6 months of term. And the jewel of the Crown is wanting to remove Harriet Copala as our Flag Commissioner, a woman that has proven she is able to do whatever she is ordered to, an independent and strong woman in war situations. I trust in Ms. Copala for this, and I'll submit an alternative amendment to yours instead:

I would like to thank Councillors with their whole support, or majoritary support to this motion. Answering the doubts from Cllr. Firoux, the Commission and the coalition have been communicating and according to them, it's a good moment to deploy the European Relief Force. We know the situation in Eastern Haane is subject to change, and that's why I'm proposing a little part of those forces to protect the European Relief Force soldiers. As I said a week ago, we need to ensure their security, and the Amendment II proposed by Councillor Tusk seems reasonable to me, as Amendment II from Councillor van Allen, who I would like to thank his amendment. Finally, I'd like to aologize for the minor mistake I made on saying the ERF could be deployed tomorrow. That's all from me at the moment, thank you for listening to me.

Mr. Tusk what I just wanted for my amendment I is to remove to much specifics so that we won't be in too much shambles in case we need a longer period of intervention to Eastern Haane. It is not aimed against anyone nor even Mr. Juncker or Ms. Copala. What I meant for this was that if we need to intervene until next year, a new IAC would be in place and we are not sure whether he/she will task Ms. Copala for the job. I trust Ms. Copala for such but what my amendments are for will be just to prevent further problems.

Harriet Copala is Europe's single biggest war criminal and, honestly, she should be in jail. Therefore, I support Van Halen's amendment, and I would encourage the Internal Affairs Commissioner to consider appointing someone who is less associated with indiscriminately massacring thousands of innocent people. That is, to say, literally anybody else in the entire region.
I know Juncker feels the need to repay Copala for her support in the Commission elections, and let's face it, he's right to be worried, given what she did to Paul Craticus, but Eastern Haane doesn't need another mass murderer. It doesn't need someone who thinks driving a tank through a refugee camp for a political rally is OK. It doesn't need someone who took part in a bloody coup. We don't want Copala. No Copala. I mean you'd think we couldn't make the situation in Eastern Haane even worse, but here we go.
Other than that, and obviously the time, I don't have any problem with this.

I don't support deploying the ERF until it's actually safe to. That said, I trust the judgment of the four assembled powers and their assessment in the first intervention report is that it is currently safe. I will therefore support this motion if amended to reflect a more realistic date of deployment.

Councillor Shakur, if I lose my neutrality I'm very sorry but I won't allow any disgusting and fake comments towards me or Harriet Copala. When the Commission was searching for someone to appoint, Harriet Copala was the best candidate we found. Her experience as rough and tough situations like the one we have in Eastern Haane was necessary, and she has proved to be able to manage this kind of situation.
But something that hurts to me it's that you have accused me with fake statements. I haven't appointed Ms. Copala to lead the Intervention, because that was not of my competence, but I'm appointing her for the ERF Flag Commissioner because I think that we shall give some estability to this really tough operation. And I disagree when you say that I should consider " appointing someone who is less associated with indiscriminately massacring thousands of innocent people. That is, to say, literally anybody else in the entire region", because I know some which ran for Commission and have some dark incidents on their historical records. And finally Councillor Shakur, riding a float tank, not driving. Let's please stop doing false statements, for the sake of the Haaneans and the Europeans. Thank you very much.

Heavy as they are, the costs of action must be weighed against the price of inaction. If Eastern Haane defies Europe and we fail to respond, we will face a far greater threat in the future. They are making war on his own people.
Because we're acting today, it is less likely that we will face these dangers in the future. The European Union has proven that although we are never eager to use force, when we must act in Europe's vital interests, we will do so.
A war criminal needs to be senteced by the court. Cllr. Shakur, manage that tone.

What's disgusting is the indiscriminate carpet bombing of East Moreland by the war criminal Harriet Copala, who just happens to have been appointed to this role by you, Commissioner Juncker, after she campaigned for you in the elections. And we all know about your violent streak, threatening to throw Edmund Winston off a balcony, but even I'll say that you never killed thousands of people, except indirectly through your failure to stop the war in Eastern Haane. Only Copala did that, at least directly.
The people of Eastern Haane don't care about the technicalities of whether you were in a real tank or just a hyper-realistic float, or whether you were riding or driving it - they care that someone who glorifies military violence in the middle of a refugee camp has appointed a mass murderer to be Flag Commissioner for the ERF's deployment to their country. These people have been through enough. They don't need Copala, and if you send Copala, they won't trust the ERF just like they didn't trust the Reitzmag army.
Like can't we get Peter Montfort or something? I think he's available. He's done every other job in the region and nobody - well, almost nobody died on his watch.
And Commissioner, if you're after a starting point for your anti-racism project, then Cllr Granger just told a black man to watch his tone.

Colleagues, let us stop this mess and save it for some other time. We need to be united in this tough challenge that we are facing. This mission is for the sake of the European peoples and we have to set aside our personal anger against each other so that we can achieve our goals for a better and more unified European Union. The people of Eastern Haane are crying for help and we are the ones they are waiting to help them. We, the European Union as a whole, are the hope of everyone. So, I request if we can set aside our arguments for such and focus on the actions we can do to help the Haanean people.

Councillor Shakur, I'm not the competent authority to ask you to cease that comments towards me but I would recommend you to stop on your rude attitudes and focus on the main matter. I'm not racist and telling you to be less rude is not racist, if you consider that a racist attitude then I'm pretty sorry but you have misunderstood what "Racism" really is, nor I think I don't stand my own Anti-Racism plan. I don't want to throw Atty. Winston of a balcony, I asked after a rally of him in Ibiza if he was joining the "Ibizan Balconing Squad", which is a touristic organization which only does balconing. I think there's a huge gap between the Balconing squad and throwing someone from a balcony, but you are making much ado about nothing and that's unrespectful to me, to this Council and to every Haanean who's suffering right now. I'd be ashamed if I was you right now, attacking a Commissioner whose labour is to protect the Europeans, make a better Europe and who is really able to develop his job with the required quality.
So please Councillor Shakur, do us a favour and let's focus on the Haaneans. We need to act like I did some months ago, but this time to finally end with the conflict. So please, choose the side of co-operation, the side we all shall be on. Thank you very much.
