Juncker had taken notes of everbody's comments and when Kenith finished talking, he stood up once again to deliver a new speech. Beofre that, he had eaten a mint and drank some water, so he had a fresh throat by the time the new speech had to be delivered.
"Thank you for all your comments. Before moving on, I'll add some comments to yours so I will be able to justify or thank you for them. I'll start with you, Simon. I know Reitzmag is one of the most technologically advanced countries in Europe, I think everyone in this room knows about the other countries. But I don't think Eurorail is unuseful to your country. Reitzmag might be turning to MonoRail, I have no problem with that if Reitzmag doesn't want to join, but it would be really sad to leave behind a very important and appreciatted county like yours. I disagree it is a waste of funds, as the European Union is getting the money back in some time and those companies will have to pay the European Union for the subsides. This is not going to be a free ticket for the private sector. A waste of funds, and I think you agree with me, would be building a whole new rail, with new tracks and new trains.
Now, on the comments on the Green Deal or the or Waters, I have to say Mennrimiak is making great progress as many others seated here today. I'm very pleased to see that Pier E is carbon free and aims to be self-sustainable. That is something we should commend. And about your proposal to host the Climate Summit on Mennrimiak, the European Commission and myself will study it and give you an answer as soon as possible. Ms. Namatatiki has mentined their ban on cruises, which is obviously a slap on Tourism's face, but I have to say that if we all want to save our planet, we need to force business to evolve with us. I will always consider the European Waters and Oceans Agency, but I need to see how many would be up to approve its existance. The proposals made by Mr. Key will be studied on the proposed Climate Summit and I hope you all here bring a list of proposals into it.
On Alkharya's amazing data, I can't do anything but congratulate you Ms. Elçi and your citizens for the huge effort you are making. Those numbers are amazing and thanks to efforts like yours, we will be able to stop climate change together. About the Waters, what you mentioned is also a think to take into a close looking. We obviously need to mark a minimum coastline's size, to avoid cases like those you mentioned. I am pretty confident that nobody here would annex others' waters and head into a ridicolous conflict, but I hope to push forward a minimum act or regulation to set a minimum area. On Spain, I have to congratulate the Government for their achievements in the islands Mr. Aguilar has mentioned and on the waters topic, I'm not pretending to push forward regulations with an authoritarian attitude, I want to agree the terms and policies before writing any single word that could be taken to the Council. If I write something, it would be just some proposals or guidelines.
I want to thank Mikaela for her support and also for telling us about her custom discount code. I have written it so I can buy something to my wife for Christmas. And finally, I think that you shouldn't thank me but I should thank you, Mr. Lifejumper, for your effort to get more green energy sources in Leagio, as also for the given data on the waters and the proposals made by the members of the National Congress. I never look bad at water expansions as far as it doesn't involve other countries' waters."
Juncker drank some water and then went on again:
"Now, we are heading onto the Security topic and also the European Union's status. The first topic is very concerning, looking at how our current security works. I have been talking with the security guys during the last months and all said exactly the same: 'We need more equipment, we need more resources and we need more personnel.' This is concerning, and it becomes even more concerning when you think that someone could enter this room right now and kill us all. That's why I wanted to ask you about your impressions on the European Union's security and if you think more funds should be given to the security guys.
I also want to add something else concerning the Security topic. Despite right now we haven't seen a massive terrorist attack in a while, and the risk of one of those happenings is low and I pray for it staying low and not happening anymore, we need to get advantage of this conditions and introduce new measures. That's why I want to propose the creation of EUROPOL. This is not a common police force for every European Union member state, nor it will substitute your current police forces; it is a police force formed by officers from every country to enhance co-operation and to protect the Europeans even more. Imagine someone living in Ruthund is searched in Leagio, and the suspect is dangerous to the Europeans or has done lots of crimes. The Ruthenish Police Force could arrest him and send him to Leagio, where he would pay for his behaviour.
And now, the European Union's status. Before I comment anything, I wanted to announce my intention to attend to the European Council and give a report of the European Union's status on the 2nd week of 2021, before I leave Commission. But I have to say the status is concerning. The happenings in Eastern Haane, the Union of Nicoleizian Soviet Republics or even the bad relationships between member states are concerning, and I think we should work together to give a common response only to those problems that involves us all. I want to offer myself again for anything you need.

I believe that at times, the European Union tends to interfere quite a lot on internal affairs. I was a supporter of the repeal of Elected and Accountable Council Act 2020- which almost passed, actually, so I'm certain I'm not the only one who thinks this way. I've also heard that Councillor Aylin Gökçen was actually writing a bill about banning circumcision for minors all around the EU, which I really don't understand and I strongly disapprove of, even though I personally disagree with circumcision as well.
It is a clear example of what the European Council and the European Union shouldn't be- A chamber for enforcing any and all laws for one's conformity. Why in the world is Gökçen trying to pass a law like this for all of the European children, regardless of cultures, religion or different thinking? I don't know. However, it represents a bigger problem. The elephant in the room. Many councillors are now acting like there is no diversity in Europe anymore. That this union does not have hundreds of cultures, more than 20 languages, and thousands and thousands of different ways of thinking, which, now, some are messed up and we shouldn't tolerate the intolerant, but many aren't and the councillors are simply not thinking of all of Europe when writing bills. Not even Aylin Gökçen! Are you kidding me?
President Elçi decided to take a break from talking by taking a deep breath and drinking a glass of water. She continued afterwards:
Look, I still love the European Union. Don't take me as this Euroskeptic person that I am clearly not. I am one of the key people on the process of Alkharyan membership to the Union. But many people don't know how to use this union. Some councillors, not giving names, use this Union as if other countries are their provinces and nothing more. That was the sole reason why Alkharya didn't join the EU for so long, politicians constantly ranted and argued about Alkharya's freedom as a country had it joined the European Union. They argued that the rest of Europe simply doesn't get Alkharya, that they hate us, and other isolationist buffooneries. But sometimes I actually feel they have a point. And these are the people that called me "radical" and "crazy" when I started my political journey.
I believe that the European Union should be, like the name itself, about the unity of member states. That we can support each other and do bigger things, even if we are drastically different. It should not be a shouting chamber where everyone tells each other what they should do. And another thing, just because it may be a good law for your country, doesn't mean it's a good law for the rest of Europe.
That's out of the way. Now, I support the basic idea of EUROPOL, though I would like to have a more detailed look at how it works and functions. Same with the funding of security. It should have a more detailed look than "we need more equipment in general". Funding them can be dangerous if done recklessly. Police brutality is a possibility, you know what I mean. I'd like to have more information on this matter before strongly expressing any opinions.

Aguilar listened carefully to Jean-Claude Juncker and when Elçi had finished her speech, Aguilar stood up and started his:
"The Security topic is indeed concerning, but I second the request made by the Alkharyan President, Ms. Elçi, to get more information on the matter. Once we get that information, I think we will be able to say what our opinion is, but I'm sure that the feedback will be possitive as I also think the European Union, and this was something which was mentioned on the last European Leaders Summit, will give it the go ahead sign. On the EUROPOL proposal, it's absolutely necessary and that would enhance cooperation, but not make us a supercountry with no borders, no control over us. These steps which the European Union is giving towards more cooperation and integration but keeping our most basic rights and priviledges, and we must congratulate, not only the Internal Affairs Commissioner but the whole Commission for that huge work made towards following this path."
"The European Union status is indeed concerning, and I thank you Mr. Juncker for offering youself to give a report in the European Council. The Euroskeptic side of Europe, specially in some countries, concerns me, and I hope these summits which are hosted twice a year, help us to tackle those who want to destroy our union."

"Security is like soooo important you guys. Inquista is totally on board of the idea of having a EUROPOL. I hope they have cute uniforms. I love a man in uniform, I have to be honest. O-M-G you guys, I think I have a design in mind for the uniform. Can I be in charge of deciding that?
This topic on euro...euroscep... euroscepanism? Euroscepcitism! This topic on euroscepticism is so interesting! Eddie, Speaker Firoux, was talking to me about it the other day. He was just telling me about these people complaining about the things he's either written or co-written in the European Council, you know, like - equal marriage rights, expanded rights for the disabled, the right to clean and safe drinking water, an expanded and enforceable Declaration of Human Rights in the European Constitution, internet neutrality, clean ocean protections, ban on capital punishment and torture, anti-corruption and anti-bribery regulations, elected representatives and a democratic European Council, a European Health Organization, just to name a few of his pieces of work on the top of my head - and I was just like, why even bother? Obviously, not everything in the Council is perfect, and I think it's important that people make fair compromises together, and sometimes legislation goes too far. But at the same time, apparently the euroscepticles haven't written or passed a single things since 2016, and I was like, 'Oh gosh'! I was wondering if these people even have any ideas of their own when it comes to addressing the many issues we're all facing together.
Anyway, he had this idea that I very much liked, which that the leaders of the like-minded pro-European countries can come together, kinda like this, and we can actually get stuff done without going to the Council. When it comes to connecting our infrastructure, like by rail, or by addressing the climate emergency, we don't have time to wait! We need to get things done. I think if we get the leaders who are open to European integration and cooperating together, and work via consensus, and by and making good compromises with each other, we can do just that! That'd be an excellent way to do the climate-related things that were mentioned, along with probably EUROPOL, and the other things discussed today. We can come together in meetings, discuss the challenges facing our countries, identify which areas of policy we need to address, and then we can collaboratively write and then instate a resolution or law among us. The best thing is, this group would be completely voluntarily and will be separate from the Council! Other EU member states don't have to be part of it, and they can do their own things. We can call it the Common European Community or something like that."

Juncker stood up for the last time on the Summit and shook hands with every leader that was in the room. Once he reached the podium, he drank some water and started to talk:
"I think there's not much to say on the matter we have just discussed, but to thank you all who talked for your proposals. About the extra information, the Commission will work towards getting it as soon as possible and releasing it before taking it to the Council, so Councillors can discuss with you about it and also think and then prepare for a Council discussion. And I want to remark these words said by you, Mikaela: 'When it comes to connecting our infrastructure, like by rail, or by addressing the climate emergency, we don't have time to wait! We need to get things done.' And I agree we can't wait anymore.
Now, we will be moving to closing statements. I won't be standing up again and coming here to the podium, so I'll do mine now, if that's ok"
Juncker drank some water and resumed his speech:
"Dear the European Leaders who came here today:
This is the first time after my re-election, and also the last one on my Internal Affairs Commission career, that I summon you all here. It is always an honour to see how mostly all of you attend when called by me to Europolis, without a single complaint, without a single 'but I...'; and that's something I need to thank you for. During these months, I've known lots of you and even if this is a political summit, I think we have shared great moments. It will be sad to see the next one from my house's confortable sofa, but I also need a rest, and terms limit allow me to have some of it. On December 9th, I'll turn 66, and even if they take me to the hospital for any reason, while I'm serving Europe, I'll continue working from the Hospital if my health allows me to do so.
I want to thank you all for your constant support, for your ideas and suggestions, as also for your disagreements with me. These summits are not made to say: Yes Jean-Claude, you are the best; which is not true by the way; we agree on everything, you have amazing projects, we love them. That's not the main goal. The main goal of this is getting your opinions towards the policies the European Commission could be putting in place during the next months, and I once again have to say we accomplished it.
It's been a pleasure to work along you during these months, and it will be until I left the office on January 2021. My office's door is always open to anybody wishing to meet me, my phone line is also avilable 24 hours, 7 days a week. And even if I'm a very old man and I should get some sleep, I won't rest until my last day on Earth, which I hope takes long to arrive. It has also been an honour to serve you as Commissioner, and it will be during these months to arrive. Thank you, once again, for coming and attending this European scale summit, which is pretty boring sometimes, but we need them to be more united, stronger and empathic with each other. Nothing else left to say, thank you very much."
Jean-Claude then went back to his seat and drank some water.

Aguilar shook hands with Juncker before the Commissioner made his closing statement. After that, the Spanish President stood up and started to speak for the last time on the European Leaders Summit:
"Well, I haven't got much to say. I want to thank you, Jean-Claude, for the huge and impressive effort you are making every day to make us come closer. This summit has been useful, and I think no one doubts about that, and if the next Commissioner, whoever it is, doesn't make it, we will lose these moments when everybody can discuss the Commission ideas with no restriction, but with the aim of helping and giving new ideas. I will miss you on this Commission, but I hope we can see you back very soon.
To the other leaders, I want to thank them for coming too and I hope you see you all again soon. I think that we should think on how lucky we are for having great relationships between eachother, at least in my case and I thank you all for that. Thank you.

John Peter Key said his final statement: " I want to thank Europe for what its done for my nation the Duchies. The increased cooperation is something we very much appreciate and it was a historic moment joining as historic as the day the Duchies joined up with each other. We believe in a Europe of co-operation, of working together on vital issues and that protects everyone regardless of sex, gender, sexuality , religion, disability or race. A Europe that ensures rights for all and we will fight for that. We will fight for our planet at a Euro level and domestically whether it be carbon or sea management or land management. We will fight for common security and support a Europol. We are comitted to the European dream. To our European and SAN friends we say Thank you and we look forward to new elections for commissioners and will consider running in such elections.

Artabanos, who had emptied the entire contents of His hip flask, had gone to the bar for a refill, and had emptied His refill too, finally felt free of the nagging pain in His chest and decided to make His closing statement:
"Colleagues.... I eh, what... eh, oh, yeah. Thank you, Commissioner, for organising this meeting, I've found attending it very worthwhile, despite the lack of proper scot--- I mean, despite the fact no colleagues here share My urgency to bringing the Neo-Venetian coup regime to a quick and timely end, or that no colleagues have #Pledged75 to relieve the suffering of the people of Eastern Haane. I'm sure you all have your citizens' best interests at heart.
"I would like to echo the words of ehm, of... of the hot lady--- I mean, of Archbishop Klingenberg, and support her proposal for outward-facing EU member states to come together and work on multilateral agreements, without forcing nations who do not wish to be involved - which, I will note, is entirely within their rights and the Imperial Government cannot guarantee that it will participate in every project this new core group of member states gets involved with - to abandon part of their sovereignty. I like this idea.
"Right, well, I think, eh, I think that's it from me. I'll see you all in the wine bar."

Tülay Elçi shook Juncker's hand. She didn't have much to say, but still wanted to say something:
I would like to thank Jean-Claude Juncker for giving us the opportunity to speak here and make us feel some sense of unity for being here. I hope this unity can be stronger from 2021 onwards. These summits are incredibly useful and I hope whoever comes after Juncker continues them. Thank you all.
