      Preamble

      A motion to impeach Premier Commissioner Walter Cocx on the charge of gross negligence.


      Pertinent Evidence for the Gross Negligence of Commissioner Cocx

      1. On the 19th of March, 2021, Premier Commissioner Walter Cocx proposed a sanction motion against the Union of Nicoleizian Socialist Republics, in contradiction with the European Commission (Sanctioning Powers) Act. Said sanction motion would directly endanger the lives of citizens of member-states of the European Union; it would later be revised as to prevent this.

      2. On the 25th of March, 2021, Premier Commissioner Walter Cocx presented said illegal sanction motion to the Council without the express approval of any other Commissioner, in contradiction with the European Commission (Sanctioning Powers) Act, which demands that the Commission approve sanction motions unanimously.

      3. On the 6th of April, 2021, Premier Commissioner Walter Cocx presented the illegal sanction motion to the Council again, without any form of debate or re-approval. While in theory legal, the negotiations and approval took place before the motion was legal, thus placing the sanctions into legal jeopardy. Previous objections from the presentation of the sanction motion continue to stand.

      4. On the 21st of April, 2021, Premier Commissioner Cocx would again propose a Sanction Motion, now against the already-defunct Federation of Istkalen, to the Commission. No Commissioner would ever comment on the legislation or give their approval of it; it was then presented to the European Council, in violation of the European Commission (Sanctioning Powers) Act, which demands that the Commission approves sanction motions unanimously.


      Regardless of one's opinions on the UNSR or Istkalen, Premier Commissioner Cocx has clearly acted in negligence, possibly intentional. He has refused to carry out his duties in a legal way; he has instead acted recklessly and without respect for laws that he himself wrote. He has violated it a number of times as to push forwards his own agenda, going as far as to attempt to endanger the lives of citizens of member-states of this Union in what would likely have amounted to a genocidal act, although he was forced to stop in these machinations by Commissioner Birdane, who would regardless never give her explicit approval of any motion Commissioner Cocx ever proposed. Of importance are his previous comments regarding the UNSR, in which he proposed launching an armed invasion of the state - which would likely result in a nuclear exchange that could very well result in the deaths of a large sector of the European population, in addition to infrastructure. While these do not fall into the context of this motion for impeachment, they give insight into his character and aims.

      Such a person cannot and should not be allowed to occupy the office of Premier Commissioner, for they challenge the principle of law and the right to life for all - principles that this Union has attempted to uphold for the entirety of its existence.

      Reason for Petition: The Premier Commissioner, under the European Commission Sanctioning Powers Act 2020, submitted a sanction motion against Istkalen without the recorded approval of any other Commissioner, thus violating said act, which requires a unanimous Commission in order to submit a Sanction Motion to the Council. This occurred twice before, with the submission of two sanction motions against the UNSR, neither of which gained the explicit approval of any other Commissioner, save for the first, in which Commissioner Birdane stated that she would support a motion against the UNSR that would allow for the survival of the people of the UNSR, while never giving her agreement to any of the drafts proposed by Commissioner Cocx.

      Remedy: The immediate withdrawal of any present Sanction Motion acts made without the approval of the whole of the Commission

      The Citizen's Voice: Statement from the Presidium of the Trade Confederation of Istkalen; ceremonies of the Day of Betrayal

      The Presidium of the Trade Confederation of Istkalen gave the following statement regarding the re-organization of the economy, which was erroneously reported to be a socialization on communist lines:

      "On the 25th of April, the Trade Confederation of Istkalen ordered an end to the general strike declared on the 21st of April, recognizing the unconditional surrender of Istkalen and the dissolution of its government through the Instrument of Surrender.

      The responsibility of the economy, paralyzed by war and protest, thus fell onto it. No longer did the state producers' unions, the state chambers, which for so long coordinated the economy, exist; all had, in an instant, fallen into piece.

      It was thus its solemn duty to bring to life the productive forces of Istkalen again. Through its own institutions, the dying remnants of the past - of the time before social-fascist domination, of the time in which the nation was truly alive and free, without the poison of one of the most terrifying nationalisms, of the cultish religiosity of the Social Democratic Party, the evil 'church' which very nearly destroyed all.

      The economy was thus organized on the lines of our tradition, but with the modern and progressive spirit of our new Istkalen, which has endured the worst of abuses. As was written in the - traitorous - journal "Revolution," whose editors have thankfully been fined for their words, " labor will be organized through the unions and the chambers, which have been restored to their natural state - of agriculture, of commerce, of the crafts and trades, of general labor, of the professions, of the arts, and of state - the chambers of the modernization, of the previous ascendancy of the Istkalener people."

      It is true that the new economy will be one of participation and duty, in the model of our history; in the words of "Revolution," "through the unions, they shall participate in all matters, political, economic, and cultural...all will be made and implemented directly through the participation of the people." Although not political, at this moment; the J-TAI exists. Regardless of our support for it, we must respect and cooperate with it, until we may govern ourselves again, someday in the future.

      Most of what "Revolution" stated is true, from their words on the new management of the economy: "each union, again, shall have the duty of carrying out a specific activity; these will be delegated to the local unit. The worker may take the activity they are most pleased with, and may carry it out as they see fit, given that said way is truly safe. Their labor will be valued; they will be people. Their work will be for them to decide - it will, in fact, be their duty to decide and deliberate on their work - and it will be for them to execute, not as a machine but as a full person," to that of the welfare state to be created temporarily as to ensure the safety of the Istkalener people: "housing will be collectivized; the distribution of food, through warehouses and canteens, shall be as well; the same shall go for information and activities cultural, through the unions of participation." But we have no intention of abolishing what they plan to abolish; we are not Communists. We do not ascribe to the ridiculous notions of 'class struggle,' which is non-existent in Istkalen, as classes simply do not exist here; we do not believe in their modernism. History cannot be held to any grand theory, nor anything else; to believe so is cultish.

      It is our responsibility to take on the work of managing the economy again in a framework both democratic and social, although not socialist, in the framework of duty and the republicanism of our Istkalen. These measures are not ideological; they are solely pragmatic in nature, meant to drive away the last remnants of the regime and create a "clean break," so to speak - a return to something both familiar and new, but at the same time something that is not revolutionary in nature - something which is simply a natural evolution, or an evolution that should have taken place long ago; meant to ensure the health and happiness of the people of Istkalen, and the continued progress of the nation.

      If the J-TAI objects to our actions, undertaken under the Royal Decree No. 11587 of 1939, we will listen to them. Our main goal is not for further aggression; again, it is to restore Istkalen to a state of peace and true democracy as soon as is possible. We seek cooperation."

      In other news, the regular ceremonies of the Day of Betrayal have begun. Commemorating the narrow escape from death of the first republicans of Istkalen at the hands of the traitorous Mao Zedong, in these disturbed times, the day seems especially poignant. Members of the 'paralyzed' eight state chambers, as well as the Government, joined by members of the Trade Confederation and People's Committees, walked through the streets of Līresz, through the former buildings of state, from the Imperial Palace and the Great Hall of the Everlasting Istkalen, the long-lasting houses of government, to the former housing of the first republican government of Istkalen.

      The procession continues; they are presently walking to the Hall of the Court of Examination, where the initial investigation into the plot began following the death of the Elder of the Court. A short address will be made from the building, after which they will proceed to the Hall of the National Censorate, where the Grand Council of Censors stripped those involved of their powers, and finally to the Hall of the High National Court of Justice, where trials against the conspirators took place.

      As always, the day is in theory a national holiday, as will be the remainder of the week, until Labor Day on 1 May.

    • Act for the Condemnation of Capitalism

      I. Definitions
      i) Capitalism - defined as a socio-economic system defined by private ownership of the means of production, and the operation of said means on the basis of profit.

      II. Reasoning

      i. Capitalism, while having moved our Europe beyond the feudal state and allowing for great social development, has caused the development of labor alienation. The worker is unhappy and unfree; enslaved, in a way, by the capitalist class which has achieved near-total hegemony over our European society.

      ii. To address a specific symptoms of the alienation of labor, the worker no longer has control over their own labor. They are held at the whim of the capitalist class, machines of production. They are reduced to simple machines.

      iii. Capitalism has resulted in a great inequality of wealth, as to sustain itself. It forcibly subjugates certain individuals, which it considers inferior, to abject poverty, as to force them to sustain the system as a never-ending source of inexpensive labor, which may be received easily, as those in such a state are in effect compelled to work, regardless how odious or punishing said work is. In this sphere, the people have lost autonomy and almost humanness. These individuals live a tortured, horrific existence, even as the resources and production exists as to allow all a livable life.

      iv. Capitalism has led to a great centralization of power. No longer does power over one's own affairs belong to oneself, socially, economically, culturally, and politically; the capitalist class, to a great extent, holds hegemony over all of these spheres by means of its wealth. Individuals, even outside of their work, which near-enslaves them when it should uplift under the capitalist system, are thus robbed of much of their self-determination and autonomy. They are told what to think by the capitalist class; through the trappings of the consumerism it has invented as to sustain itself, even as it leads to the total degradation of the world around it, it reduces culture and society to a cheap, disgusting race for more, and centers both around itself. In the political sphere, it offers a false choice. It holds a total grip over all aspects of the political system; regardless of what one "votes" for in the so-called "liberal-democracy" that dominates our poor Europe, one will always vote for continued hegemony, and thus continued enslavement.

      v. Capitalism leads to the robbing of the worker. The worker performs much labor for the lazy capitalist, who "repays" them with a pittance while taking away their happiness and their health. This pittance is unequal to the work performed, almost drastically so; it is placed, directly or indirectly, into the wealth of the capitalist. The worker is thus robbed of what rightfully belongs to them, while the capitalist enriches themselves without performing a significant amount of labor.

      vi. Capitalism has led to several other injustices, including those of genocide, colonialism, and other such horrors, as to sustain itself as its traditional base grows exhausted, which have claimed the lives of millions and consigned many to total poverty. Many more injustices have occurred as a result of it, which cannot be listed here, but which must be remembered.

      III. Action

      I. The European Union officially condemns capitalism as an economic system.


      Capitalism has become an evil economic system, robbing and subjugating all. It must end, that is final. I was elected as the Councillor to succeed Ms. Anja Mauer in the case of her resignation, recall, death, and so on and so forth; I thus begin what I am sure will be a long and illustrious career. My government does not support these measures, perhaps not at all, even, but I certainly do, and, I am very sure, the whole of the tortured population of this Union.
