      ARTICLE II. THE EUROPEAN COUNCIL
      Section I. The European Council

      I. The European Council is the sole and supreme legislative body of the European Union.

      II. Each member state has the right to one Councillor and a Deputy Councillor or two Co-Councillours elected on the same ticket . Each Councillor is equal and has the same rights. Each Councillor has one vote and can only represent one member state. Each Councillor must be a citizen or legal resident of the member state they represent. No Councillor may serve concurrently as a Commissioner or Justice.Only one Councillor at a time may attend any one session and only one Councillor may vote in any one vote.

      I believe this would benefit the Union greatly. It would help with Councillors work life balances allowing them to do do trips to constituents on behalf of their ticket without missing key votes and also mean there would be cover for any absences such as mine more easily and that in any transition such as a Councillor becoming a commissioner it would give time before needing to appoint another Councillor. It would also give nations a choice as to whether to elect a Primary and Deputy Councilloor or Co-councillors election expanding their range of options in how to represent themselves.

          As I feel that this legislation is self-explanatory, I will not be providing a summary. Please inform me if it is necessary.

          This legislation, I feel, constricts the presently flexible system. A wide range of systems of representation are currently allowed because of the permissiveness of existing legislation; the proposed amendment, is overly specific and thus would "crack down" on this, so to speak.

            The current legislation only allows for a Councillor and potentially deputy councillor . This would not change how councillors are elected and would add an option of Co-councillors for nations without having to stretch definitions as is currently the case. This would allow an additional option to nations in how they choose to represent themselves. If one was to go by the letter of the law currently only one councillor is technically a councillor at a time with option for an emergency one or back up if needed.

              Surely it would be best to propose these ideas as part of Commissioner Biden's ongoing Constitutional Review? That said, Inimicus largely agrees with Cllr Tilkanas's concerns, that this Amendment would not offer the flexibility many nations appear to crave. Either one Councillor, one Deputy, or two Co-councillors is still highly restraining. Indeed, as Cllr Tilkanas suggested, the current system allows far more leeway than Cllr Mizrachi-Roscoe's proposal would.

              For both reasons, the Empire finds itself in opposition to this Amendment.
