Amendments to Code of Conduct of the Council of the European Union 2019

This amendment would prohibit Councillors from receiving money or gifts from corporations or unions that could be interpreted as being high-value in nature, and also appears to prohibit Councillors accepting donations over 25 dollars a year in total, although this is not entirely clear.
My position is simple: in theory this is a good idea, but it is vaguely written and could have numerous unpleasant effects. It is also unusually strong, and I would prefer that it be member-states which set the bar for, for example, what exactly is high-value. I am likely to consider implementing a slightly watered-down version of this amendments' restrictions on large corporate donations under certain circumstances under the existing bribery clause, as this in my opinion often is a sort of hidden bribery, and am open to discussing this with Cllr. Roscoe.

I would indeed be open to discussing this issue with the Right Honourable Councillor for Istkalen and Council Speaker. You are indeed correct it would be 25 Euro annual limit from individuals to stop billionaires from just buying democracy to use for themselves. I believe what is high value should be determined by state incomes to a degree also , though it must be made sure this right to set it isn't abused and can be challenged. We don't want a joke high value set at thousands for example undermining any regulations.

X. No Councillor shall accept any donations totalling over 25 Euros in a year by any one individual.The amount shall be calculated on an annual basisto any election campaign they may have to fund tototalling over 25 Euros a year. -
