Councillors, today the European Council has made one of its hugest mistakes since it was founded. The passage of the Freedom of Navigation Act 2023 opens up a new conflict in our Union, directed against certain nations, including the Kingdom of Spain, that lie under the Mediterranean Sea coasts.

For the first time ever, this Council has allowed Councillors to target European legislation at some nations, and more importantly, it has allowed these Councillors to get away with murder and impose what they cannot achieve diplomatically through European law. The European Union was never intended to serve these purposes - in fact, it was founded for the opposite thing: to make neutral legislation, to protect the European people rights and, more importantly, to serve the European people. Those principles I have mentioned have been broken with this act.

Moreover, the Speaker of the European Council also deserves a special mention as I would like to complain about her rush to close the vote on this proposal, but not on others: during the past months, Speaker Tilkannas closed a lot of proposals' votes past the deadline, for example the last 5 proposals that have been subject to a debate in this Chamber. Today, the Speaker of the European Council had no issues to close it on due time. I wonder if the Speaker of the European Council has something to say about this, or if she has finally decided to become punctual.

Councillors, luckily we have the ability to reverse this negative effects. I hope that Europe is not lost yet.

      Donald Tusk
      Councillor for Spain

      The Kingdom of Spain
His Majesty the King, Felipe VI
      President Alberto Núñez-Feijóo
Councillor and Council Speaker Donald Tusk

Youcan't truly believe you can unilaterally affect our trading policy, making free trade agreements no longer free with the imposition of tariffs? You must really want conflict.

All I will say is this: it is extraordinarily revealing that Cllr. Tusk appears to believe that the simple, basic act of ensuring the freedom of commerce is a targeted attack against his nation.

Debate will continue until 23:59 GMT on 11 May 2023.

Council Speaker and Councillor for the Republic of Istkalen

Only Spain sees this as a biased act against it despite it being entirely neutral as an act. All this act does is secure a consistent standard of what territorial waters are in nautical miles , ensure freedom of transit for ships to transit and ensure all nations territorial waters 12 nm from coast are protected. Standards most countries already have in law in their own negotiations. Heres the truth most nations follow these standards and most nations if there is a strait claim half of it if its less than the 24 nm. Is the act absolutely perfect and what all nations want no, in fact not including EEZ's is a compromise for many nations. The facts Spain needs to listen to is that a majority of those voting by over 2-1 of those voting wanted this act, wanted these standards and wanted stability and consistency in laws and a standard for territorial waters. Europe has passed what it wants , it can't go complaining this is just anti-Spain when the act applies to all nations equally with equal standards and even has forced the change in the Caspian treaties definitions of territorial waters. We will defend the principle of fairness , every nation having a fair territorial water claim and freedom of navigation . We will not let actors bully Europe and other nations just because they have slightly more military as has been threatened in this chamber by some.

Lusitania and Vettonia, as a country which has not been involved in the redaction and debates of this act, will have to study deeply this affair before emiting a decision
