As I feel that this legislation is self-explanatory, I will not be providing a summary. Please inform me if it is necessary.
This legislation, I feel, constricts the presently flexible system. A wide range of systems of representation are currently allowed because of the permissiveness of existing legislation; the proposed amendment, is overly specific and thus would "crack down" on this, so to speak.

The current legislation only allows for a Councillor and potentially deputy councillor . This would not change how councillors are elected and would add an option of Co-councillors for nations without having to stretch definitions as is currently the case. This would allow an additional option to nations in how they choose to represent themselves. If one was to go by the letter of the law currently only one councillor is technically a councillor at a time with option for an emergency one or back up if needed.

Surely it would be best to propose these ideas as part of Commissioner Biden's ongoing Constitutional Review? That said, Inimicus largely agrees with Cllr Tilkanas's concerns, that this Amendment would not offer the flexibility many nations appear to crave. Either one Councillor, one Deputy, or two Co-councillors is still highly restraining. Indeed, as Cllr Tilkanas suggested, the current system allows far more leeway than Cllr Mizrachi-Roscoe's proposal would.
For both reasons, the Empire finds itself in opposition to this Amendment.
