I want to thank the current Premier for listening to sense and the people and spending vast majority of them money member states pay in. This is the way it should be the EU using its full power of its budget. I can only say I will as the representitive of the United Duchies voted for this act which is in the interests of the United Duchies and the European people we are ultimately the servants of .

The proposed funding for the European Space Administration is completely unacceptable. The ESA received approximately 296 million in funding last year, and there is zero rationale to now hand them 1.5 billion given its current state. I also want to make a point that in a recent repeal motion, 45% of those present voted for it to be abolished altogether. The organization ought to be given no funding whatsoever, although in the spirit of compromise, I will propose that the organization continue with their previous funding level. It should not be receiving one of the largest proportional increases.

          Amendment I
          European Space Administration: 1,496,400,000.00€ 296 400 000€

I would like to point out the reason it cannot do anything is because voices like you oppose it doing anything practical and its being held back by voices like yours. It cannot do anything because it has no funds , the director submitted report which has been ignored suggesting projects that boost communication and research sattelite systems and work on a space research station. Things that require money, instead of getting the support it deserves the ESA gets criticised for doing "nothing" because it can't because politicians like you to make a point cut its funding meaning your prophecy is fulfilled. At the same time any projects that mirror underfunded agencies created seperately get criticised for "undermining" the EU. Do you want a properly funded EU that can achieve for the common good and to be actually useful or do you want to be on the side that votes for underfunding and making the EU useless for its members? I know which I want which is an EU that is properly resourced , organised and accountable that is giving the tools for its directors and comissioners to actually achieve co-operative projects and help make things possible that member states cannot achieve alone or would find more difficult to achieve alone.

In spirit of the ESA Report that's been ignored by the current administration on budget needs and clearly ignored by all in power I propose the following ammendment:European Space Administration: 1,496,400,000.00€ 10,000,000,000€

This would allow it actually do something useful for all in launching with space agencies around Europe a satellite network of an initial 30 satellites for GPS, Communications and Climate monitoring functions to benefit all Europeans achieving a project difficult to achieve on a nations scale alone. After all the common good and coming together to achieve more together than one could alone is the European ideal right? You wouldn't want to contribute in keeping the EU irrelevant by underfunding agencies that can do good would you?

Cllr. Mizrachi-Roscoe, the purpose of the ESA, in my opinion, should not be to clutter the sky with redundant satellites. The infrastructure for what you have mentioned is already in place; there is no need for new systems, merely for more integration. I am in favor of the increase proposed by the esteemed Premier Commissioner, which allows the organization to undertake new, beneficial research as well as to coordinate existing space programs, while being conservative enough to avoid truly wasteful spending.

I am extending debate to 23:59 GMT on 10 December 2022.

Yes we have GPS but we have no redundancy or competition also there is currently no comprehensive climate monitoring satellite system and public owned alternative to the Starlink system for satellite internet . These functions would surely benefit the whole of the EU's population and are only possibly with a significant boost in funding to the 10's of billions a year and would benefit living standards and economic prosperity of all.

Cllr. Mizrachi-Roscoe, I have already made my views on the ESA very clear, and it has nothing to do with the mischaracterization you've attempted to pull off. I have no idea who you're even quoting with those quotation marks.

From what it sounds like, you support giving billions of subsidies to private companies, such SpaceX, who have not provided any return on investment to the European people besides lining their own pockets. I am not surprised to see a capitalist support the bourgeoisie effort to defraud the working people of Europe, who must continue to suffer under the stranglehold of the European elite, while the European Council senselessly spends the money from their labour with no real attempt to provide justice and liberation.

I shall always put the working people first, and so should the European budget. That's all I will say on the matter.

I do not believe in money going primarily to private companies in the space industry. However if you underfund ESA and let private for profit enterprises be the only providers of internet or ones owning big GPS or internet satelites you will by default be supporting them. I am for a properly funded ESA that leverages its budget to compete with private industry in this sector to provide competition and to offer options in the public interest. If you don't give ESA the budget it needs for its internet satelite proposals and for GPS and climate monitoring satellite constellations the reality is that we will increase dependence on private owned and funded industry for this purpose. I want the money to go to expert publicly funded space agencies and directly to ESA so they can hire experts to work in joint European space interests and make the EU invaluable to nations in the Union.

I fully back the proposal made by Karinn and her arguments. Perhaps if there is a large opposition to such decrease, as the words of Iras and Councillor Mizrachi-Roscoe suggest, the Premier Commissioner could propose a compromise?
