1. Effectively immediately, any and all military trade agreements between EU member states and Icholasen the United Nicolezian Socialist Repubics are hereby suspended and banned until such time as and only negotiations and agreements with the legitimate government as *of Icholasen is restored permitted.
2. The ENAA license for limited nuclear warheads is hereby revoked from the United Nicolezian Socialist Republics and shall continue to be owned by the legitimate government of Icholasen. until such time as the legitimate government of Icholasen holds proper authority and stability over its nation. There will be a one month period to turn over the nuclear weapons and shut down of all nuclear weapons production.
3. All luxury goods traded between the United Nicolezian Socialist Republics Icholasen and European Union member states are hereby embargoed and only trade with the restored United Dominions of Icholasen is allowed once restored until further notice.

I like the intention of this amendment, so I'm going to re-write for you so that it's actually passable, effective, and actually politically correct.

For starters, your original amendment has an extremely, extremely dangerous clause, which for some reason insinuates that some sort of rogue state has a limited license for nuclear weapons. This is not the case, and the recognition of such, even in saying it is to be revoked, is a total corruption of the truth and gives far too much recognition of something that does not exist.

Which brings me to my second point. There is no such thing as this so-called UNSR. I know it is not your fault, Councillor Van Allen, that it was included in the original motion. However, we should not recognise something that doesn't exist or give it any further clout. Thus, I've removed it completely through my amendments. Furthermore, we probably ought to actually use the proper terminology for the leader of Icholasen.

Thus, my two amendments:

While I support this in a general way, there are many things that disturb me about it.

For one, what exactly is an 'illegitimate' government? If it is anything other than the government currently recognized as being legitimate, there comes an issue. If the Nicoleizian people overthrow the UNSR and replace it with a new government separate from the UDI, would that be considered illegitimate? I assume that there will be an amendment, but even then that will take some time.

Secondly, what would happen if either Korojaunu Whiteford or Queen Anastasia die? Again we would have to amend this condemnation, during which Icholasen would be left without representation, unless if it wishes to become a necrocracy, which is unlikely.

Thirdly, suspending all agreements with the UNSR would be extremely dangerous. I do not care whether we believe it exists or does not exists; our denial will not change the fact that it is an active political entity. They are engaged in an active treaty involving European Union member states, and have shown that they are willing to retaliate, possibly with great loss of life, if it is not fulfilled. We cannot live in a dream world where this threat is imaginary; we must face reality.

Finally, a total embargo on the UNSR would be unwise. But back to the point, I do not believe the island is autarchic agriculturally. We would be divesting those there of at least some of the goods needed to survive. In the worst case, we would be responsible for their deaths.

With that, I propose the following amendments:

Effectively immediately, any and all military trade agreements, if such an action is not likely to result in loss of life, between EU member states and Icholasen the United Nicolezian Socialist Repubics any illegitmate governments of Icholasen are hereby suspended and banned. until such time as and Only negotiations and agreements with the legitimate government as of Icholasen is restored permitted.

2. "On principle some of ideas of the amendment offer good changes, for better enforcement.

However, I can not support amending the clause in regards to the status of nuclear weapons. No unstable state, incapable of safeguarding its nuclear weapons should contain any sort of license to produce them when it is still a government in exile. This truly feels like a work around attempt by the Kingdom of Reitzmag to obtain nuclear weapons via its enclave of exiled Icholasen.

The amendments offered by Speaker Firoux make this proposal in general far more agreeable due to that section about nuclear weapons, I can not however support the Speaker's attempt to completely embargo the illegitimate government. This will hurt the common people far more than the military junta. If the Speaker wishes to push for a full embargo it should be proposed as a different proposal apart from this 'housekeeping' amendment as I would prefer to call it.

I request that if we are to debate more amendments, that the Speaker extend the debate period. I would prefer that any final language avoid ambiguity that may allow nations to circumvent clauses by simply saying that the current military junta are democratically elected and supported. "

I hear what you have to say Councillor Bourgaize, but I disagree with you on quite a few points.

Quite simply, yes, any government other than the current government of the United Dominions of Icholasen is illegitimate. They were democratically elected by the Nicoleizian people. Just because in some scenario in which the current illegitimate government might be overthrown, doesn’t mean we're going to recognize the next illegitimate government that follows. I think this is a dangerous idea to put in an amendment.

You simply cannot have a recognized treaty with an unrecognized entity. This just doesn't make any logical sense. To do so just further legitimizes and recognizes the thing that is not supposed to be recognized. The particular treaty which you have referenced has already caused a substantial headache, and is quite clearly a mistake, particularly because of how illogical it is. As Inquista's Councillor, I did not support Inquista's involvement in the Reitzmic Civil War, and I repeatedly called for Inquista's withdrawal. During the ensuing peace talks, I questioned and pushed back on the idea of involving any illegitimate government in the talks. I am quite aware of the fact that any illegitimate government is an active political entity, however, that doesn't mean we should perform mental gymnastics to justify these treaties, forgoing the ethics of the matter, and give into any bullying antics of a security threat.

For the record, I am very, very worried about the potential loss of life. That is the precise reason why I spoke out against Inquista's very own involvement in the Reitmzic Civil War. It is also worth noting that Inquista and Reitzmag are the only two states which have engaged in combat with the UNSR since the most recent revolution. In fact, Inquista also experienced a casualty as a result. Rest in peace, Trixie Mattel. So I fully understand the importance of preserving life, which is exactly why the European Council needs to take collective action as a Union. The illegitimate government will have an impossible time retaliating against the entirety of European Union annulling all treaties with them, because they simply can't point all their rockets at all of us, including the other nuclear states. This is an instance where multilateralism is much more effective than unilateralism. The reason why, for instance, a rocket might be launched into the sea or into space when Reitzmag reneges on a treaty is because Reitzmag is acting alone and is vulnerable alone. If we stand together, we can avoid a conflict. If we don’t take multilateral action, then there’s actually a greater chance for a loss of life.

As for the full embargo, again, I am keenly aware of the consequences of such. However, it is a calculated risk. Under the illegitimate government, many Nicoleizians will perish and die, and so it is a matter of putting pressure to put to an end to this tragedy as quickly as possible. Moreover, this is a specific plan which has been discussed with the rightful government of Icholasen. This proposal was first brought up in a meeting between the Acting Korojaunu and the Inquistan Archbishop, and then it was again proposed at the most recent meeting between the leaders of the EU in Europolis, which was again openly supported by the Acting Korojaunu. Frankly, it is my position to support the full restoration of the Nicoleizian government, and so I will support whatever they support. I trust the Nicoleizian government to know what is best for Nicoleizians, so I will default to the opinion of the Nicoleizian Councillor on the matter, as we all ought to do.

Councillor Falk, as you know, I'm perhaps the most liberal Speaker in the European Council's history when it comes to both debate extensions and when it comes to going over time, so you can trust that I will extend the debate when the time comes. However, for now, I'm letting the debate runs its course, since we still have 2 full days, and then I will judge how much of an extension will inevitably be required.

Dear colleagues, I am grateful that following the decision by the Nofoagan government to withdraw recognition of this illegal government, there is also movement within the council. Nevertheless, I regret that an amendment like this has to be tabled. Agreements with the UNSR government should be unthinkable for all of us.

Collègue Bourgaize, when you say that they are engaged in an active treaty involving European Union member states, and have shown that they are willing to retaliate, that is not a justification for supporting a dictatorial regime. You do this through supporting agreements and putting their actions into perspective and even their presence.

It should be beyond dispute for the Union and all Member States that regimes like this have no place in Europe. This also applies to States that want to join. When a country, like Nofoaga for example, had political struggles and a strong commitment to restoring public and political calm, opening itself up to observers from the Union and other Member States, sanctions are immediately imposed by some States, which have not yet been abandoned . But when an oppressive government rules with an iron fist and violates the principles of the EU and democracy, some are applauding in this room. An outright disgrace.

Councillors, first of all I have to say I support this amendment, because the United Nicoleizians Soviet Republics, or most known as UNSR, was, are and will be a thread for the European Union. Every minute we have the UNSR as an stablished regime in the European Union, Nicoleizians suffer and we all have to keep an eye on them to avoid entering on conflicts or being destroyed by them. But, it's so hypocrite that a Reitzmic Councillor proposed this amendment. And I'll tell you way.

I'm making a travel back in time to March 23rd of this year, when we, the European Council, voted for Condemning the Coup in Icholasen. That day, Mr. van Allen abstained upon voting that motion. 3 days later, his Government signed a treaty with the UNSR, in which some military assets like a ship were included, and the Reitzmic king, his Majesty George I, recognised the UNSR, violating the Condemnation we passed on the Council just 3 days ago. And today, here we are now. We needed the UNSR to thread Reitzmag to see your country, Cllr. van Allen, finally waking up and realising about the thread of the UNSR to every single EU nation. 4 months and 8 days later.

Mr. Firoux did the amendment better, as it avoided Reitzmag to get part of nuclear armament from Icholasen as Cllr. Falk say. We all know there are hidden interests here, and I think Cllr. Falk has perfectly revealed them. I always say that someone who's not clear enough with a matter can turn to an exact position if there are hidden interests around. I think that happened to you, Cllr. van Allen.

Moving on now to Eastern Haane. At the moment, the acting Korojaunu is Ms. Samantha Terrace. And also, you can't recongnise a country by a Coup d'Etat. At the moment, mostly all agreements are suspended with the UNSR, mostly no one trades with them. And if they do, it's because they have signed an illegal treaty with them to replace a military ship. I think we really need to solve this situation Cllr. Bourgaize, but we will need the cooperation of everyone of us to get the Nicoleizian back to their normal lives, and not to hid in the mountains like if they were fugitives. Nicoleizians deserve a better government than this one, chosen by them in a referendum once we get rid of the UNSR. With a Communist regime, there will never be free elections.

I must agree with Councilor Tusk on his statement but i will take it another step further, Councilor Bourgaize. A legitimate government for the Nicoleizians would not attempt to smuggle nuclear material from Leagio in order to fuel its illegal nuclear arsenal. If it was a legitimate government, then it would have come to the negotiating table to resolve the issues that the EU community has with it. It would understand that the EU has a problem with how it runs and how it treats its own people, where it would look to improve itself. Furthermore, this is back to the recent Romain cargoship incident, the UNSR has not been allowed by the appropriate bodies within the EU to have a nuclear arsenal.

Now, on to the amendments that have been proposed for this legislation, i find myself in favor of the amendments presented by the Council Speaker. Now, i understand that some would consider a full embargo harsh to the situation. But the issue is that for the Commonwealth in particular, the fact that the UNSR has its own merchant ships not own flying under a different flag but has them try to illegally obtain nuclear material. We cannot trade with a government that has shown already that it already has no care on the rules of that are of another sovereign nation but chooses to ignore them and build weapons of mass destruction in order to achieve its own aggressive goals. In addition, i must again agree on the fact of communist regimes, there are no free elections. The only elections that exist are communist elections with any other idealogy not have a voice in them. A conservative party or a liberal party has no rights in a communist regime to be elected for only communist factions are allowed a vote.

Eastern Haane is a communist regime, in that we are actively attempting to abolish all remnants of capitalism in our country and have made socialism irrevocable. Yet we are staunch supporters of political freedom, so much so that there is an ongoing rebellion against a government that curtailed freedoms in what is possibly an attempt to calm the current political maelstrom. We have held free elections and referendums; in fact, some of our principles of government, including the binding of representatives to the mandate of their constituencies, make us even more democratic in certain ways than your governments. Please stop making these blanket claims. They discredit a great many people who are actively working to ensure that democracy remains stable in Europe.
