Condemnation of the Coup in Eastern Haane

As a principle, I always trust that a member state's Councillor knows what is best for their own country. If this is what Councillor Bourgaize wishes, then I shall support this.
I absolutely have no love for Josephine Areai, who seems to have overseen a tremendous bloodbath, and her dictatorial regime runs counter to all of our Union's values. However, we have yet to see much of this newly-emerged Republic of Eastern Haane. I shall support their recognition with caution, only because I don't think it could be any worse than Areai's regime - which isn't much of an endorsement, but there we go.
Also, as an aside, I'm glad to see you are alive and in good health, Councillor Bourgaize.

I agree with Councillor Firoux on his statement, as we know that Josephine Areai has been the deterrent of all this conflict and supporting her is, with lots of respect, insane.
We have seen a bloodbath on Eastern Haane, but the situation there is still confusing and sometimes it's diffcult to know who is siding with who, what is happening over there and how many more innocent deaths are there. We don't have enough data to judge everything propoerly, but I think an amendment is needed to get this condemnation going and not letting it forgotten. Europe won't forget about this, and I'm sure that, in the future, the responsibles will pay for their actions.
SECTION I
- The European Union condemns the coup of Josephine Areai in Eastern Haane, as well as the actions taken by rogue groups to terrorize the citizens of the country.
- The European Union shall recognize only the Republic of Eastern Haane for the purposes of representation in the European Council.
- Member-states of the European Union are
permittedallowed to recognizethe Soviet Republic of Eastern Haane, as well asthe State of Haane-Keste, as well as the Republic of Eastern Haane, as legitimate states.
SECTION 2 - SANCTIONS IMPOSED
MilitaryAny and all agreements between member-states of the European Union and the government of Josephine Areai, as well as any terrorist groups in Eastern Haane, are hereby suspended. Negotiation with said government and groups, save for the purposes of the reestablishment of democracy, rescue of foreign people and stability, is banned.- All
luxurygoods and services traded between areas held by the government of Josephine Areai or by terrorist groups in Eastern Haane are hereby embargoed.

"Thank you, Councillor Bourgaize, for presenting the Council with this proposal. I would also echo Speaker Firoux' words: it is indeed good to see you safe and well in Europolis. The Imperial Government's actions in response to the outbreak of immense violence in Eastern Haane was, I think, loud and clear. We certainly support a decisive and clear condemnation of this coup from a European perspective and restrictions on what nations can do with the authorities in the area.
"That being said, the Empire is not a huge fan of the EU directing the recognition of certain states in Eastern Haane. If, as per S1(2), the EU only recognises the Republic of Eastern Haane, which is still fairly new and about which we know virtually nothing, then allowing S1(3) is lunacy. The Empire will certainly not support a resolution that opens the door to the recognition of another autocratic communist state in Europe. This is why I propose the following amendment:
Section 1
- The European Union condemns the coup of Josephine Areai in Eastern Haane, as well as the actions taken by rogue groups to terrorize the citizens of the country.

The Imperial Government has designated the Soviet Republic of Eastern Haane has a terrorist organisation, and so this article jars with that declaration. Perhaps an amendment would help to clarify this, although I'm not entirely sure as yet how this should look."

I have a number of things to clarify. S1(2) does not forbid the recognition of states other the Republic of Eastern Haane; it only stipulates that only the Republic will be represented in the Council. The reason why S1(3) exists is because the two governments listed both have democratic legitimacy. The Soviet Republic, for example, was founded from a previously existing 'Congress of Workers' Councils,' which was democratically elected and served as an advisory body and later a partially legislative one to the former government. It is communist in nature simply because the majority of people in Eastern Haane are communists of one type or another. Based upon previous historical precedents, neither of these governments wish for absolute power; both wish to return to their previous positions where they governed alongside a democratic government. I see no reason to deny member-states the right to recognize these states; both are justified in their aims.
As for the terrorist groups, I must offer a clarification. I was in fact referring to the mob-like organizations which have taken over a large part of the country, engaging in constant struggle with each other and inflicting unimaginable horrors upon those governed by them. However, I don't quite know how to phrase this in a way that would not allow for loopholes.

"Dear colleagues, I couldn't have heard you correctly, because from what I heard it appears that Mr. Firoux, Mr. Tusk and Ms. Tilki actually support the coupists. Mrs. Areai was elected by the Confederal Diet, none of you protested this back when this happened, you recognized those results. Mrs. Areai is without a doubt a legitimate State Elder. The recent changes in the system of Eastern Haane were done with the authorization of the Confederal Diet, there was no so-called "Areai coup" everything that has happened in the People's Confederation of Eastern Haane was legitimate.
On the other hand those who rose up against this government we have all so far recognized are a coupists. But unlike in Inquista or Icholasen their attempt at couping the government has failed. Why has it failed? I think that it is obvious that the government of Mrs. Areai simply has the support of its populace, ready to defend their freedoms, unlike the regimes in Inquista and Icholasen that proved to lack the support of the populace.
I most sincerely hope that I have only misheard my colleagues and that this act will be refused by them. I will, of course, vote against such an act, as I believe the people of Eastern Haane to be equal with the other people of Europe and fully capable of solving their own problems themselves:"

Councillor Kohout, what happened with Josephine Areai was indeed a coup. There was no provision in the Haanean constitution for such an authorization. The popularly-supported rebellion in Eastern Haane is an attempt to re-install a legitimate, socialist, and democratic government, as existed in the past. A number of government institutions, including the Soviet Republic, formerly the Congress of Workers' Councils, have affirmed this. The Areai regime, however, does not have the support of its populace; it has only the support of a military as well as a number of paramilitary organizations armed enough to hold the population in fear. If you have taken a look at its illegal constitution, you will also find that it borders on being fascist.
Why anyone would support a regime such as this is beyond me.

Cllr. Kohout, as my colleague Cllr. Bourgaize said the coup was done by Josephine Areai and not by the innocent people that are being killed because of that coup, so we are not supporting the coupists but the people in this case. Moreover, you are standing on the same side than a maniac which is killing people just because they are opposing to her cup. That's something I can't simply stand, but I guess that all opinions shall be heard even if they are not reasonable, and we need to show some respect to them. Still, I have to say supporting genocide maniac like Josephine Areai is a shame, but I respect your point of view.

I must agree with the thoughts of Councilor Bourgaize. The Government of Josephine Areai is indeed a coup that is not supported by the people of Eastern Haane. Instead, this government is supported by rogue and inhumane elements that seek to bring a reign of terror upon the good people of Eastern Hanne through the methods of genocide and tyranny. My government can confirm that there have been incidents of genocide occuring within Eastern Haane as many Leagioans, who were of the Socialist Union Party on touring the many sights of Eastern Haane, have given descriptive on the many blood baths that are happening literally on the roads of the now divided country. They denounced Areai as a person that is not a true socialist of the people for the actions that she has committed. I respect your opinions Councilor Kohout but i will state my own as well. Josephine Areai is no saint and not a legimate leader of the people of Eastern Haane. It is hard to say that someone like Areai is some truly support when even socialist, not to offend them, are evening expressing opposition against her.

"I must conclude that the worse of the two possibilities is true. My ears are still working perfectly.
Firsly I would like to address what Councillor Tusk has said. Cllr. Tusk said "you are standing on the same side than a maniac which is killing people just because they are opposing to her coup", I would like to remind you that the rebels oppose the government with arms in weapons. Should the government soldiers and loyal citizens just get slaughtered by the rebels without resisting them? We all know that that would be insane and unrealistic. I would also like to say that you labeling the State Elder Areai as genocidal maniac has no support in actual evidence. The words of Councillor Plessis are alarming for two reasons. First reason what he mentions is truly horrible. Second reason, it is again not based on any evidence, if my colleague has this evidence, I think we would all like it being presented.
And finally to Mr. Bourgaize. What you think about the constitution is irrelevant to us. What I think of that constitution is irrelevant to us, it is a Haanean thing to solve and I am no Haanean and Mr. Bourgaize must certainly be even less Haanean then me. What you call "popularly-supported rebellion" is in fact foreign-supported putsch, which you are trying to legitimize here. And what is there to re-install? The daily terror attacks, the bloodsheds? Mrs. Areai stood up for Haaneans and tried to stop this violence, you want the old guard who allowed these attacks to return to power. Mrs. Areai maight not be a saint, but she placed her people first, over foreign elites, you do the opposite.
Let me assure you, that no matter what Czech Slavia will not allow people in Eastern Haane to starve and die of bad health conditions, which would be created under the amendments of Mr. Tusk. We will never abandon the people of Eastern Haane! If you try to starve them, the lake we share with Eastern Haane shall become the great Lake of Life, for we will always supply the civilians. We will have our hands clean, even if the elites of the EU will be pointing at us and push us to trials. Pointing at us with their fingers dirtied by blood of the people of Eastern Haane.

I must admit Councilor Kohout that you must be confused on what evidence. Evidence is as follows the available body of facts or information indicating whether a belief or proposition is true or valid. I will say that I do have evidence indeed. Evidence that includes eyewitness testimony and photographs from actual Leagioans that were in Eastern Haane for Vacation and were mainly of the Socialist Union Party in Leagio. You cannot get any better evidence than this. Some of these Leagioans not only have heard about these incidents of genocide from Eastern Haanen's that were living it but actually witnessed it with their own eyes I seriously think that you should look at a dictionary Councilor if you do not know on what is and what counts as evidence. The President of the Commonwealth informed me that he is willing to share that evidence if the Council requires it.

She screamed for a total of three minutes, dancing around the room and sniffing various councillors' hair before sitting back down. "This is an outrage! I am the representative of the Haanean people, the only representative. Throw this cockroach out; throw him out, for he has been cast out by the Haanean ecology, who he has betrayed. It is screaming curses as it dies as a result of his murderous actions, do you not hear it? DO YOU NOT HEAR IT! SCREAMING, SCREAMING, SCREAMING! LISTEN, YOU NEOLIBERAL IDIOTS! Francis Plessis quickly pressed the panic button on his desk to call for security. Out of all of his years of public service, this woman was completely out of wack and insane. Probably the most insane woman that he had ever meet. The Security Guards rushed in and quickly tackled Bauer to the ground like a doll and knocked the knife off her hands, where they began to put cuffs on her as she was kicking and screaming.

"DEATH TO NEOLIBERALISM!" screamed Bauer as she was carried out of the room. She flailed, kicking the guards, kicking everything in her way. "HEAR THE SCREAMS OF YOUR NATIONS AS THEY DIE BEFORE YOU! HEAR THEM! YOU SHALL BE CONDEMNED TO HELLFIRE FOREVER. IN THE NAME OF HER HOLINESS JOSEPHINE AREAI DO I SAY THIS!" She managed to bite one of the security guards, causing him to yelp in sudden pain; he let go of her, after which she attempted to slither back to the councillors, screaming "DEATH TO YOU ALL! YOU ARE THE USURPERS OF THE HOLY AND ORDAINED SOCIETAL ORGAN FOR THESE PURPOSES, OUT OF COMMUNION WITH THE GREAT BREATHING ECOLOGY OF EUROPE! IT PULSES AND IT SCREAMS! PULSING, PULSING, SCREAMING, SCREAMING! LISTEN! PLEDEG ALLEGIANCE TO JOSEPHINE AREAI, THE GREAT REPRESENTATIVE OF THE GREAT ECOLOGY, THROUGH WHICH ALL THINGS ARE REPRESENTED AND KNOWN. SHE IS ALL, ALL IS HER. GOODBYE. DIE! DIE! DIE!" The security guards managed to get ahold of her, and dragged her out of the room. Her screaming could still be heard.

Tusk looked at everybody with a "what did just happen" face. He was next to Francis Plessis and Speaker Firoux, such an honour. He approached to Francis and muttered:
"Now I do understand when European Government said What the hell is going on in Eastern Haane my friend."
He thought: "At all, this is a very common style from the Mennrimian Councillor, who actually cares about this copy? Oh wait, it was much better than that. Sigh."

Michel had been filling out a crossword puzzle while the meshuggener had her way with the Council. He was familiar with this kind of crazed behaviour, having spent many hours negotiating with the Nicoleizians after the fall of the Dairy Curtain. As Bauer pulled a kitchen knife on the Council, his mind jumped back to a time when a certain Nicoleizian trade minister stabbed him with a fork, leaving a quite noticeable scar on Charles' hand. He never did tell the press why he had the embassy switch to plastic cutlery. He put down the Der Trondheimmer Crossword and spoke:
"Well, if that was any indication of the nature of Josephine Areai's regime, this Council must act decisively to preserve what little semblance of democracy is left in Eastern Haane. We may not be able to end countless instances of bloodshed, violence, and instability in one resolution, but we cannot be frozen in inaction as one of our memberstates quite literally tears itself apart.
I'd also like to take a moment to applaud the security services for their prompt action in protecting the members of this body, though I do have one suggestion: maybe not let obviously deranged persons into the chamber with metallic cutlery next time?"

Unfortunately, I believe that that woman was the interim councillor for the Areai government. Given that the EU still recognizes her as State Elder, technically she is more legitimate than I am. Nothing could have been done to prevent her from entering the chamber; she had more right to do so than me.

Speaker Firoux spent the entire wild encounter adjusting his hair after Bauer ever so rudely came to sniff it. The Speaker meticulously fiddled with his black curls and carefully placed them in the most aesthetically-pleasing presentation. Speaker Firoux then studied his hair using his phone's camera, and then grabbed a Marrakechian oil spritzer from his suitcase and sprayed it into his hair.
How rude of that woman to cause such an disturbance, particularly on a day when I was having such a good hair day. I must commend Councillor Plessis for his cat-like reactions in pressing that panic button. I also have to commend Council Security for keeping us safe. Our security has come very far since the days of Mr. Eric Pickles being kidnapped from this chamber. May God rest his soul. I would like to remind everyone that our self defence seminar will be happening next week Tuesday at 6PM. After this incident, I expect to see you all there. I'm bringing snacks.
Phew, anyway. Councillor Bourgaize, per the Elected and Accountable Council Act, you are the legitimate and only Councillor of your country. I don't believe that woman was elected to her position by the Haanean people, and I doubt her appointment met any of criteria stipulated in the aforementioned act. Thus, until that happens, you are your country's Councillor.
