      Fellow Councillors, the regime in occupied Icholasen have form a toxic structure and is organically linked in their policy to other regimes and countries aimed at repression of the dignity and integrity of the human being.

      History shows that nations that respect the rights of all their citizens are more just, more prosperous and more secure. At this time of extreme challenges, we must not abandon the responsibility to protect or leave it in a state of suspended animation, finely articulated in words but breached time and again in practice. As United Nicolezian Socialist Republics has done.

      Socialism is the opium of this Union, let's put an end to those who started.

      Lofty principles mean little if they cannot be applied when they matter most. And this is the time.

        Dear councilors, as my colleague Granger clearly states, now is the time.

        I am particularly sorry that the union is only now taking action. Regimes like those in the UNSR have, and I repeat the words of my government in Nofoaga, no place in Europe.

        I therefore very much hope that we will actually take action. At least I know which side I will be on in history.

          I am objecting to this motion on the grounds that the UNSR is not a member state of the EU, as this chamber has said - in my view wrongly, but that's how people voted and that's fine - and this Act is only for sanctioning member states. You can't do this, it's not allowed!

              I too share the concerns of the Councilor from Pravoslaviya, the UNSR is not subject to EU law since it is not a member state. As such, it does not seem to make much sense placing sanctions on a non-member state that has no obligations to follow the laws of the EU.

              Even if we were to humor this action as a perfectly legitimate action, I still stand opposed to this. Once again, members of the European government are attacking the sovereign rights of its member-states. Ruthund will be told who not to associate with by nosey Southerners that know nothing of the region and only do this to cynically grab power all the while promoting their own self-interests.

              It is also honestly a mystery to me that too many of my colleagues will look at this bill uncritically and vote for this motion on the grounds that they do not like the UNSR. They will say, without thinking, that the UNSR is responsible for destabilizing the region without providing evidence that the UNSR has engaged in actions that recently proved this. In fact Councilors, this constant saber rattling against the UNSR and the EU's insistence on isolating them is really what's causing the region to be destabilized if anything. There is a sort of irony to the actions of the Commission and this chamber that they only want to promote peace and prosperity, all the while taking away any incentive for the UNSR to moderate its behavior.

              Commissioner, we already comply with the first section of this motion-- we do not sell weapons to anyone nor do we sell any materials that are made into weapons. The most objectionable part of this motion is the diplomatic sanctions. Members States must have the right to make the determination of their own accord weather the UNSR is legitimate or not. This shouldn't be a decision made a bunch of bureaucrats in Europolis. I am fine with member states taking these measures, but this is a decision for a member state alone to make-- not the EU. As such I propose the removal of sections II and III:

              Amendment I
              Section II. Diplomatic Sanctions

              Except in the case of refugee applications, no visas to citizens of the UNSR shall be extended by any member state.
              Any remaining diplomatic representation of the UNSR in the European Union or any member state is hereby suspended.

              Section III. Individual Sanctions

              These sanctions apply to the following individuals: Michul Jirluchuz, Bernie Sanders, Jisuph Kaushuronu, Francoise Follin, Georgia Francis, any and all other ministers, presidents of individual Socialist Republics, any and all members of the UNSR politburo.
              All assets held by the aforementioned individuals in member state shall be seized as soon as practicable.

              If found in the territory of any member state, the aforementioned individuals are to be arrested and tried in the European Court of Justice on charges of crimes against humanity, war crimes, and crimes against peace.

              Unless these two sections are removed, I will do everything in my power to ensure this bill does not pass, however I may be able.

                This motion is, as many others have said, illegitimate and unfounded. The UNSR is not a member state; thus, it does not fall under the jurisdiction of the act through which this motion has been proposed.

                At the same time, if I remember correctly, this motion was proposed, nominally, in some sort of retaliation for the attacks in the Duchies, which have been attributed to the UNSR and to quasi-fascist paramilitaries based in the Union of Syndicates. While I sympathize and mourn for the victims of the attacks, I doubt that they would like to be used as political pawns in this dirty game. Absolutely no evidence, beyond the accusations themselves, has been given for UNSR involvement in the attacks - not a single shred. To base off such a piece of legislation off of something as unfounded as that is beyond ludicrous.

                More worryingly, we would also be driving the people of Icholasen towards misery. Not a single attempt has been made for diplomacy; we jump directly to violence. I must also remind this chamber, that as of now, the Nicoleizian people have a political choice, as flawed as it may be; a choice that has proven itself to be distinct and with consequences, and a choice which they are able to make entirely freely. This motion would give license to more radical elements within Icholasen, radical elements which may very well destroy democracy - for it is, to an extent, a democracy, albeit one that is severely flawed.

                We also see near-bogus accusations of various individuals in the government of the UNSR. I have, to name an example, doubt that individuals within the government such as Élisabeth Avril, the anarchist President of Rujonau, have done anything to deserve being tried for crimes against humanity.

                Finally, I would like to repeat the Ruthenish objection regarding the right of member-nations to recognize nations. Istkalen has the sovereign right to recognize those states it wishes to recognize; no one can take this away. We do not recognize the UNSR, nor the so-called "Free Icholasen," for that matter; but we say this entirely in principle. We will not tolerate any attempt to take this right away.

                Considering the evidence, we see this only as a generalized ideological attack against alternatives to the liberal order.

                As such, I propose the following amendments:

                  Well, first of all I would like to remember Councillor Mauer something about amendments: the changes on the same section can be done in a single amendment and there's no need to go word per word and amendment per amendment to remove every word. I hope we get to see some sort of rectification or the Speaker gets to compact everything, because I'm not gonna vote amendment per amendment, this seems like a bad joke I would not tolerate.

                  Anyway, I won't support this Sanction Motion, because the Union of Nicoleizian Soviet Republics isn't a member of the European Union. I think my colleagues have said enough about this, but I don't believe the UNSR should be allowed nor recognised by the EU. I will always stand with my colleagues from Icholasen, which have been unfairly treated by Reitzmag in the past days, but that's another matter.

                      "I would just like to swiftly utter my complete condemnation of Cllr Mauer's conduct in this Chamber today, and I hope, Mr Speaker, that you take action against her. Whether one agrees with this motion or not, these are very serious matters, which are not to be laughed off by the proposal of seventy amendments changing single words.                           "I agree with my colleague councillor Benfield that these are serious matters. We have a Premier Commissioner that presents a motion before us, which goes against the European Commission (Sanctioning Powers) Act 2021, as was pointed out by my colleague Trympov and others after him, which the Premier Commissioner has himself written. That is certainly very serious and nobody that respects this Union can laugh at that.

                          But precisely for that reason I must disagree with councillor Benfield's conclusion and say that councillor's Mauer amendments are very fitting for this situation. They are just as absurd as this motion."

                            As the Deputy Speaker I'm warning Cllr. Mauer about her attitude. This chamber was made to discuss things, not to mock at us while being completely stupid to think those amendments are going to be heard or voted one per one. That said, please Cllr. Mauer stop this insane madness if you don't want me to kick you from the chamber, if the Speaker doesn't appear.

                              Mr. Deputy Speaker, is there a rule against adding amendments that some may find redundant? I am genuinely curious. Because if there isn't a rule against this sort of conduct, I do feel it is the right of Councilor Mauer to propose any amendment she likes-- regardless how destructive the Council might find it to discourse. If there isn't a rule against this sort of behavior, then I suggest a change in the rules of conduct.

                                I am not in the habit of addressing myself directly to a person but now I feel compelled to do so. You can and may have your point of view. That right is given to all of us here.

                                But the way you are operating now is downright disgraceful. You make a caricature of yourself. That is also your right of course. But make a caricature of this room. I will not take that.

                                Colleague Mauer, you say that you are concerned about the residents of the UNRS. I believe your way of working proves the opposite.
