Proposal for EDA Reform
I will propose the following proposal for EDA reform. The proposal will split the fund into two funds the General Grant and Loan Fund for applications under 2,000,000,000 Euros accessible to third sector and government agencies which will be administrated by a board appointed by the the EU for various areas of development with boards specialised in Transport, Energy and Utilities , Retail and Industrial Development and Technology with a General Board for everything else. These should consist of 3 members from each country that will then give advice to the boards based on national knowledge they have. this fund shall report to the EU to ensure accountability. Any bids over 2 Billion Euros shall come out of a separate fund called the Supergrant Fund this will operate with the Commissioner approval system and European Council votes as back up as is the current system with the key difference that if a commissioner fails to vote on proposals withing 7 days of the deadlines multiple times they will be removed from office. The General Grant Fund shall have a minimum of 65% allocated to it and shall have application offices in all countries to make making applications easier. The Super Grant Fund shall get the remaining fund allocations. This is a good compromise between keeping the the commissioner system exclusively and going fully to national boards for EDA development which was voted against in the council

I know you as a nation like the EU and want it to work much like most Europeans but sadly the EU hasn't done a whole lot of working for you over the past year. The EU in its current state is a dismal failure. Want to pass legislation to protect consumer rights and environment or other pressing issues for the European people , it won't happen because of obstruction or inaction. Want to actually get a development project done with EU funds it won't happen. Why? Because its all centralised in Europolis in three people , three people to approve all applications including the smallest development fund application of a few million Euros. Hopefully you can see thats not how you run a multibillion Euro organisation, imagine if your government had only the President and a few of their cabinet approving all benefit applications and all transactions of the Elthize government on their own and didn't have the office support workers approving anything, you'd never get anything done. Yet that is how the EDA a organisation of 47.1 Billion Euros and supposedly most important professional development organisation in Europe is run, by three comissioners and thats it. The result gridlock of funds not a single Euro has been spent of EDA money, money took off you the hardworking taxpayer to be sitting around in an account in Europolis doing nothing, thats worse than useless thats actually harmful because if your government had that money they could spend it on services and the public good but they cannot and if they want to counter it and deliver development funds that should be out there they have to raise taxes or borrow money effectively raising taxes on your kids to just get back to where they were.

The solution I propose is simple each nation should have a National Development Board under the EDA half apointed or selected by the memberstate in a way they see fit and half appointed and selected by the EU commission or EU in a way they see fit. They get given an allocation of money based on factors of development need and population and they approve applications within a framework provided by the EU of sustainable development. Being local they would use local context and knowledge no one in Europolis could possibly have for example is your local area public transport based, more care based or more micro-mobility based. Is your area denser or more rural. Your NDB would know this stuff because its formed of experts from the area and they can set up sub-comittees to deal with different types of applications based on expertise further localising the process and delivering decisions based on actual knowledge not some pre-conceived idea of one man in the centre. Now you might say but what about accountability and corruption well simply put each NDB would be audited reguarly to make sure money is effectively being spent, if its not or fraud is found reforms must be done or money will be cut off, but I ask you this what are the checks at the minute, suppose a group of three corrupt comissioners get in that all support a certain industry or corporation whats to stop them just approving funds only for that organisation right now, there is no oversight as of now. That is a fatal flaw , its doesn't even need corruption it just needs one to only have their national vision of development without understanding the local context and whole types of development can suddenly be without EU funds because of the ideological views of 3 people.That is now how you run a successful development agency and the numbers prove it 47.1 Billion Euros were handed to the EDA in December they have done nothing with it and its now June. Other agencies like the ESA aren't in a much better position, they are given funds but because everything must be approved at the centre or they are given very strict limited ways to spend it they cannot even launch a single sattelite for a Space organisation. All they can do is some vague notion of developing standards for the Space sector, thats not unity or doing good thats just money being wasted on an organisation that cannot do anything. I know of so many people in the EU agencies that want to do stuff, want to benefit the European people but can't because of a centralised EU bureaucracy machine trying to micromanage everything with a small number of people. The result is no projects get done and no good gets done just money sucked out of your pocket to sit around in accounts all year. This is not tolerable agencies need autonomy with oversight to be able to actually deliver, lets unleash the actual experts to allow them to do their jobs and deliver for the European people. People accuse me of being anti-EU because I criticise the running of the EU but I criticise it because it doesn't work, because its holding back unleashing the power of the EU. Because by actively calling any reforms of the EU to actually make it work is the real anti-EU move. I also question the value of the EDA when you have to go to Europolis even for the smallest grants, what organisation with just a few million in funds bidding for EDA money has the time or money to send their staff to Europolis multiple times, imagine how much easier it would be if all that was required was 400 Euro business trip to Forecoaster or St Lucas instead of a trip to Europolis. You could even have the member of staff home by night. We do not live in a wonderland where the EU works perfectly and needs no change lets not let this delusion of pretending we do take hold, you are all smarter than that.

I move on to communication. How many of you feel listened to by the EU comission? How many feel like the commission is actually communicating with you? I have rarely seen a communication from the commission , in fact when you contact them it can take weeks or months for a basic response. They can't even process a vote in the required time on applications, votes take months rather than the days they should the commission is essentially missing in action , sure it can come out with the odd statement and pop up with the odd statement on the situation in Istkalen but it needs to do more. You need a commission that's active responding to every message as soon as possible from the European citizens and nations, that's communicating whats going on , that you can see working . That is the job of a commissioner after all. I again ask if your president behaved in the way the commission as a whole has not just for this term but many terms would you accept it? I get the idea if your government behaved that way you would kick them out of office ASAP so why should the EU get away with it? Use your voice to vote for a commissioner that will actually do the job of the commissioner and no its not an excuse to say I have no time, if you have no time for the job don't run and let someone else who can run and do the job instead.

And I move on to the courts I think its time we end this election nightmare where we struggle to reach the numbers required regularly. We should have a pool of judges 5 from each nation sent in sitting on the pool for years not just a few months at a time. Each time a case comes in the relevent national judges that can't judge on it get removed from the selection process and five random nations get selected. Nations will have to actively select judges though and if there is inactivity those judges get replaced by more active judges. I also believe having to bring a case to the ECOJ is an issue, what if a member state scares its population into not bringing cases to ECOJ even though they break fundamental human rights under EU law, the ECOJ can do nothing. The court needs powers to prosecute , it needs powers to assess the situations in countries and laws coming in and if need be sue the country by launching proesecutorial action or we need an institution seperately that does this and brings cases to the ECOJ against nations perhaps run by selected, elected or appointed European Prosecutor , perhaps called the European Union Prosecutorial Organisation or EUPO. This would give teeth to legislation and the EU making countries actually follow EU law. This would protect the people of Europe. The situation in Istkalen only shows the shortcomings of the EU a clear breach of EU laws but nothing can be done because no one from Istkalen will sue because they are scared , and rightfully so, and this doesn't just happen in Istkalen there a several other EU states that have this issue. Look at Inimicus , look at North Diessan among others. We need this sort of reform to make the EU work. At the moment the EU can't spend money, can't administer projects and can't even enforce the few laws to protect Europeans that pass, it is a Do Nothing EU and that needs to change we need an EU that can actively serve its citizens that can actively protect its citizens and provide a platform for regional co-operation on big picture issues that can only be solved through European cooperation such as on the environment. I am proposing a Do Alot EU rather than a Do Nothing EU.

Under me I would put an amendment in the constitution where if an EU official does not respond within a week of a message being recieved they recieve a strike, if they miss a deadline such as on voting on EDA proposals they recieve a strike and on the first strike you get a warning on the second strike you get a warning and on the third strike you lose your job and another selection or election process is run to replace that person. This would be extended over key holiday periods such as Christmas or Easter which would be recess periods in the calendar or if there is a recess but otherwise you would be expected to respond and just do the job you were selected or elected for. We need this reform urgently otherwise we will get more and more EU comissions that don't work or who are lazy just running because it looks good on their C.V for their book signing tours or media careers. That should not be tolerated and won't be under me , I cannot promise to do this overnight but vote me and I can start delivery on delivering a responsive , effective EU that's easy to interact with. If you want this vision of the EU vote me and I can kickstart the reform to make it happen.

The Czech President for Life has finally stepped out of her plane. Exhausted, as she didn't get much sleep the previous night, due to reading. At least the sun felt pleasant in Spain on February, much more pleasant than in Czech Slavia. She was followed out by the Minister of Culture Karel Šín, who under the guise of deepening the cultural ties between Spain and Czech Slavia wished to visit the director of "Jersey" and show him, that "tiger blood" have gotten Šín to the government while the director kept directing sitcoms. Both politicians fixed their sun glasses and stepped into cars that have been prepared for them, to go to meet the Spanish President.

When the cars brought them to Palacio de la Moncloa they stepped out and Reiserová approached Aguilar with her hand extended, "Jesús, so nice to meet you!" as she shook his hand she leaned closer "What sort of issues are you getting yourself into again? You know, not a day passes that I don't have to read about your disputes surrounding the Straits. I thought you solved that issue?". She lent back and moved her head to face Šín, before bringing it back to face Aguilar, "I believe you haven't met with our Minister of Culture, have you?" she smiled at her Spanish counterpart.

Aguilar picked up the videocall while flying towards Sertia once again this year, as the situation was indeed of importance. He was, nevertheless, impressed to see people on the room hanging onto the edges of the ancient table, and his face could not hide what he thought, but he decided not to ask and rather proceed with the conversation:

"Mr. Cranst, it is also lovely to see you once again. My plane is actually flying over the Atlantic Ocean and will soon be landing in Sertia, and I will be heading to the meeting point we have designated. About Individual #1, the Spanish Armed Forces deployed in the island have been granted permission by the Spanish Government, and King Felipe VI has been informed. It is all up to you now, Fornithias".

The train slowly pulled its way out of the station, going faster and faster, headed southwest. "Well, Mr. Aguilar", Mr. Cranst said, "We'll be arriving at my home in about three hours. I think we have some things to discuss. In the meantime can I offer you some palm water?"

Condemnation of Mishar Republic
I condemn the Mishar Republic and its cowardly Duchian bootlicking government in withdrawing its condemnation of the Duchies terrorist and rogue regime and its war crimes in Svarna Surya. Europe has kow towed to Duchies tune like a Duchian puppet rather than implement the crushing sanctions on United Duchies and Reitzmags governments it should have to ensure the collapse of those governments and fighting to arrest and charge the war criminals in charge of those governments who are the biggest menace to peace in Europe. Europe should remember this act of terror by these nations forever and no apology or blood payment will fix this , only criminal charges.

I praise Inimicus and North Diessan as the only countries taking the bold actions to punish the criminal regimes in Duchies and Reitzmag and protect peace in Europe.I am taking refuge in Inimicus as an asylum seeker as I believe the Reitzmag government and Duchies government will assassinate me or bring trumped up treason charges against me if I go to the United Duchies given the rogue terrorist regimes they are.I will campaign for justice for Svarnans and to ensure the Duchies and Reitzmic governments face real justice. Thank you all who did vote and support me against this rogue and terrorist regimes in the heart of Europe , our fight for justice will continue.The only way for this menace to be dealt with is cripple the economies fully or take out the governments by military force and commit to regime change against these rogue regimes.

The Spanish President gave a look to his agenda, where he had noted the topics he wanted to discuss with his Hellenic counterpart. Trade, gas and travel had been discussed. But he had forgotten some topics that he wanted Mr. Panagiotopoulos to know about. A few months ago, Inquista and Spain, alongside Gania, had started the Union for the Mediterranean, but the thing did not go as expected because Gania had not been present at all on the summit: they were actually there, but said nothing. Now that Gania had left the European Union and that one of Spain's neighbours had joined, it was a great chance to revive the Union's project.

"I do not know if you have heard about the Union of the Mediterranean, Mr. Panagiotopoulos. The main goal of this 'alliance', if it can be considered as such, is protecting and pointing out the value the Mediterranean way of life has not just for the countries which are heavily dependant on it, but also for the whole of the European Union. We actually had a summit, but the thing did not go as planned because one of the members remained silent during the entire summit, which led both the Inquistan and Spanish delegations to confussion. Would Hellas be interested in joining?"

"Poor guy, and yet he had the voice,.. well you know, if he practiced it a little, but I had no idea performing would make him so upset,.. still, where would we be if everybody left when they become little uncomfortable? I mean, can you imagine what would happen if you just,.. gave up and run away from your responsibilities? All of us have the duty to do our part and constantly improve ourselves. No, nevermind." she then turned to Artabanos, "You can't have one thing working, how could they have let another person into my office without my explicit consent?" she said before fixing another glass of whiskey for her guests. Before sitting down and listing in her papers.

"So you'd want us to lower our regulation standards? Well, you know, that is a complicated manner. But, I will do the following, and please consider it a show of our goodwill, you know, we aren't expecting anything in return, even if Inimican businesses won't increase their presence on our market what I'll say will apply. We will lower corporate taxes by 2,5% to help you cover the burden of obtaining permits. And we would be interested in hearing the opinions of foreign investors after they had time to evaluate the effects of the lower taxes, perhaps then we could agree on amending our regulations, to accomodate for you. But it would be up to you to get in contact with businesses from other states, you know the Reitzmic, the Inquistans, the British, the Duchians, the Spanish, the Duxburians.... well everybody. Could you do that for us? That is what we would like to receive in return." she took her eyes from the papers and placed them on a calendar on her table, moving her finger through the days. "Let's say we could arrange for this meeting between the government and foreign-based companies, including of course the Foundation in the first half of April?"

"There is one more thing." Reiserová said while relaxing in her chair, and connecting her hands together, "*My government is of the opinion that the market in the United Duchies is highly unstable, and with a, you know, proper aggressive approach it could collapse and become dependant on foreign imports. So if the Foundation would be up for it, you could start opening stores in smaller municipalities, buying off local competition and supply our products at cheaper prices to the Duchian populace.... particularly our agricultural goods, denying Duchian farmers places where to sell off their products and liquidating them," she took a long sip, before continuing in a lower tone, as if embarrassed by what she is proposing, "then the Foundation could buy off their farmlands and turn them to something else, as your heart would desire. Of course our farming collectives would help you in covering the initial costs of this operation." she smiled nervously, the plan wasn't hers, but she made sure that the Minister of Agriculture Dohnal, whose motto was that the three areas requiring state support the most was agriculture, fisheries and traditional family, wouldn't spend too much time with the Emperor.

"And you know, perhaps we could also contact our other friends, like Silas from Inquista... by the way what impression do you have of him? It was 01:30 in Joint Command HQ with John Peter Key, foreign minister Arron Scott and Defence Minister Bipin Rake who was also Svarnan the first generation of his family born in United Duchies in meetings with the heads of the Air Force and Navy and also Army and the defense ministers of Reitzmag and Yosai with plans to include ECON soon. They talked about the plan for the Svarna crisis. It was decided Christmas leave was cancelled and everyone would be on full alert.

Operation Tiger was made ready to be executed. At a moments notice once called upon fighters and attack planes would take out the airforce and key military bases and infrastructure in Svarna Surya with round the clock campaigns for up to 2 months. The Navy would leave with 60% of ships devoted to Caspian these would move to take out a blockade key ports and the navy, then they would guard a corridor to Duchies in the sea after securing a port with the marines and making sure to hold off the Svarnans. They would maybe seek to take most of the coast to stop resupplies but also to create a safe zone for refugees, they would run ferry routes with guarded civillian ships to get women , children and the frail out first but also men if they were with their families. There would be a safe route to Duchies for refugees where refugee processing would take place with refugees either getting a residency or being able to apply for refugee status in other countries in Europe. The operation would be big , they had hoped this December would be better but alas it was not , trouble had struck again. They would make sure the military would be ready for action as soon as it was required though sanctions and passing of them would be tried first, after all one couldn't just intervene first. The government got in contact with the pro-democracy groups, with a plan to supply weapons in order to help them fight the hopefully weakened Svarnan military.Of course if other nations decided to start before UD and Reitzmag they'd start up anyway backing up other foreign interventions in order to assist and to take ground to make safe evacuation routes quickly though they hpped other nations wouldn't do so and look at sanctions first.The nay launched its part of the plan with most of the nay crossing into the Caspian and airforce moving to the eastern bases ready for operations.
