      PREAMBLE
      An act to ensure the continued safety of Councillors and the European Council.

      DEFINITIONS

      1. Banned material - anything which is prohibited from being taken into or prohibited from the Council chambers.

      SECTION I - CONTROLLED SUBSTANCES AND BIOLOGICAL AGENTS

      1. Psychoactive drugs may not be taken into the Council chambers without the prior permission of the Council Speaker, which is only to be extended in the case that the drug or drugs in question are deemed medically necessary.

      2. Toxic substances may not be taken into the Council chambers without the prior permission of the Council Speaker, which is only to be extended in the case that the substance or substances in question are deemed medically necessary.

      3. Explosives and/or explosive substances may not be taken into the Council chamber under any circumstances.

      4. Councillors and other individuals who are presently ill with a contagious disease, or have been ill within the past fourteen days, may not enter the Council chambers under any circumstances.

      5. Councillors and other individuals who have a fever of over 37.6 degrees Celcius, or who have had such a fever within the past fourteen days, may not enter the Council chambers under any circumstances.

      SECTION II - WEAPONS

      1. Blades of any type may not be taken into the Council chambers under any circumstances.

      2. Firearms of any type may not be taken into the Council chambers under any circumstances.

      3. Blunt objects may not be taken into the Council chambers without the express permission of the Council Speaker.

      4. Glass and/or ceramic objects may not be taken into the Council chambers under any circumstances.

      SECTION III - RESTRICTIONS ON ENTRY

      1. No individual, including Councillors and their staff, may enter the Council chambers without the express permission of the Council Speaker.

      2. Councillors and other individuals who wish to speak before the Council who have not been permitted to enter by the Council Speaker must communicate through alternative means approved by the Council Speaker; a method of communication for such individuals must always be available.

      3. Individuals wishing to enter the Council must be provably sane and provably human in order for permission to be extended for entry.

      SECTION IV - RESTRICTIONS ON FURNITURE

      1. Furniture with sharp edges is prohibited from the Council chambers.

      2. All furniture must be securely attached to the floor of the Council chambers.

      3. Furniture to be installed in the Council chamber must be approved by the Council Speaker beforehand.

      SECTION V - THE COUNCIL CHAMBER

      1. The ceiling, walls, and floors of the Council chambers must be lined with cushions.

      2. Flammable materials are prohibited from the Council chambers.

      SECTION V - PROCESS FOR ENTRY

      1. All individuals wishing to enter the Council will be stripped and subjected to a full body search. They will not be permitted to dress themselves into their own clothes after search; clothes will instead be provided for them.
        a) This process will take place in a secure, enclosed area at least 30 meters away from the Council chambers.

      2. Other security measures may be implemented by the prerogative of the Council Speaker.

      3. Banned materials are to be seized immediately by security, and the individual or individuals carrying or possessing them immediately expelled from the building, prohibited from entering in perpetuity, and placed on a list of banned individuals. A prohibition from entry may be lifted by the Council Speaker.


      [SUMMARY: The act prohibits drugs, weapons, and other dangerous objects in the Council, while strengthening security by requiring approval for entry and establishing a security checkpoint outside the Council chamber.]

      This Council has had...chronic measures with security in the past. I intend to, once and for all, put this to an end. The job of Councillor must no longer be the most dangerous in Europe.

      Debate begins NOW and will continue until 04:25 GMT on 15 July 2022.

            The Empire of Inimicus sees no reason to ban visitors from these grounds. Or, indeed, and perhaps more seriously, to ban Councillors from this Chamber unless given explicit permission from the Speaker. We stand opposed to this, what we see as a wanton power grab, and vote AGAINST.

                  In clarification, this act does not ban people from entering the public gallery and strengthens the security within these chambers. In addition, it may be considered that the situations prior to this act's submission such as children being sent as "Councilors" being insane are grounds for such drastic and strict protocol to be in place. The Assembly for the European Council agrees to my comments, and have voted FOR this act.
