      ARTICLE III. THE EUROPEAN COMMISSION

      Section V. Office of the Premier Commissioner

      VI. The Premier Commissioner signs into force passed European Council legislation and European Commission decisions. The Premier Commissioner has no right to withhold their signature or exercise any kind of veto over Council legislation, only by the provisions of section seven of this article.

      Section VII. Veto Powers

      1. Upon passage of an act of the EU Council, the EU Commission shall only decide to veto it only if less than 25% of councilors from actively registered nations have voted.
      2. The Commission shall vote as a body, where each member shall decide to veto or not within 4 days with abstentions included. If four days pass and no decision is made, then the act shall be considered to be signed and enforced into the law of the European Union.
      3. If a tie occurs with an inactive member of the Commission, then it shall be considered a failed veto.
      4. Should the Act of the EU Council be vetoed by the Commission, the Speaker shall immediately place a vote to override the veto that shall last for no more than five days.
      5. The Veto shall be overridden if approved by plus one of the numbers of Councillors that voted in the Act’s approval before being vetoed.
      6. This section shall not be applied to any legislation passed before September of 2022 or the ratification of this section to the constitution.
      7. This section does not apply to amendments to the Constitution, specified in Article II Section 3.


      Members of the European Union Council, I present an amendment that I ran as part of my campaign to ensure that any legislation. The intention of this amendment brought before you is not made with the intention to limit your powers but to ensure that any act that is passed say with only 3 councilors voting has a chance to be reconsidered if it is especially if it is one not popular with the governments of this union, but their councilors did not vote or participate in the voting process of the Council. I worked to ensure that if an act is vetoed by the Commission that they are not any hard roadblocks that intentionally limit the powers of the European Council. I am open to amendments to this idea that will ensure that both the branches of the European Union are able to work together in harmony.

        No. There is no amendment that would make this acceptable. The Council must operate efficiently and in a flexible way.

          The Empire of Inimicus remembers the efforts of its own Dr Walter Cocx IC, who, as Premier, was derided and accused of a 'power-grab' through his implementation of the Sanctioning Powers Act. I do not accuse anyone of ill will lightly, but not only is this amendment written with almost admirable unclarity, leaving far too important matters in the hands of far too many court cases and procedures, but the nature of granting the Commission, which is not subject to the same democratic legitimacy and direct national representational standards as we, Councillors are, a veto over us as the Council, is fantastically undesirable.

          I do not, however, think this Amendment is completely without hope as Speaker Tilkanas suggests. I look forward to hearing the reasoning behind some of the support this Amendment may gather, and suggestions of possible further amendments.

            I would like to stress out that the premise behind the proposal is false. The Commission doesn't represent the Governments of this Union and thus the vetoes would have no connection to the positions of the Governments of the Union. Governments can be represented only through their Councillors and as the principals of the Union, they should not be restricted in actions by a supranational institution like the Commission. The Commission shall work to execute the will of the member states, not stand in its way. Similarly to Ms. Council Speaker and possibly Mr. Deputy Speaker, I can't support this proposal, as it would only undermine the existing harmony within the institutions of the Union.
