      Car conversion imposes both the cost of conversion itself as well as of time. There are very good reasons as to why very few people find it appealing. A subsidy would be slightly more appealing to me as a part of a broader grant scheme for a green transition, including grants for the purchase of electric and hydrogen cars, but to amend this act into something along those lines would require a complete rewrite.

        I would be willing to put an amendment in for that purpose and amend it to allow a choice but the truth is conversion will always be cheaper than a new car. If one cannot afford to put 4,000 Euros towards a conversion for Electric or hydrogen then how could they afford 10-20,000 euros or more to buy a brand new election car? And you mention time the garage can lend cars as part of the cost of the package which many do in the United Duchies already and I can put it in the bill that a temporary car must be provided. I will therefore propose the following amendment to adress the minor issues raised:
        European Green Car Retrofit and Replacement Act
        Article 1
        I. A scheme for grants for retrofit of cars to bio-fuel, biofuel hybrid,Electric and Hydrogen power systems shall be set up.
        II. Each European Union car owner resident in an EU state shall be eligible for one grant of 4,000 Euros to retrofit their car or put towards a new environmentally friendly net zero or near net zero-emissions car in return for giving up the old car which will either be scrapped or converted to greener methods of propulsion and sold on.
        III. A minimum of 2,000,000 4,000 Euros grants allocated to each nation based on their percentage of the population shall be granted per year.This shall be increased with in line with inflation until 2040.
        IV. Nations shall allocate an agency to manage to the grant
        V. The grant must be used with a safety accredited firm licensed by the member state the person is resident in to carry out a conversion.
        VI. Memberstates may offer additional grants on the scheme domestically by topping up the grant scheme with extra funding allowing the state to offer higher grants or more grants if they desire.
        VII. All car conversions must meet the national safety standards of the nation and be compatible in case of electric conversion with the national charging standard of the country.
        VIII. The scheme shall run until 2040
        IX. Companies must for the duration of the conversion provide a temporary car for the customer

          I propose the 2nd amendment to this act.
          X. There will be a fund established within the EDA to fund the appropiate level of renewable and green energy including Nuclear if a state wishes and battery storage to ensure the grid can cope with the level of Electric Car adoption. This shall be determined by experts in the field in the nations and EU officials.

            Though it is technically legal, I am opposed to attempts to amend unrelated legislation by act, as it is simply bad practice. I also do not want to see this act become an omnibus for climate legislation.

            In spite of my support for Cllr. Mizrachi-Roscoe's first amendment, I am therefore opposed to his second.
