      Public Broadcaster Content Library
      The Public Broadcaster Content Library is an innitiative created by broadcasters in United Duchies to create a content library of programmes an clips for producers for Public Owned Broadcasters in the Europe to access. The Library will consist of clips, media and programmes such as interviews , shots of important sites and footage of documents and musical media as well as full programmes ready to be dubbed or subtitled. This will give access to clips without having to sort out individual licensing of clips or having to travel to create those clips wasting public broadcaster money allowing for creation of more original programming on more subjects increasing public knowledge.

      The rules to access the library will be as following PBCL charter:

      1. You must put 0.1% of your global revenue into the Public Broadcaster Content Library budget.
      2. You must be a public owned and funded broadcaster
      3. Any programming that is created using the PBCL must be put into the PBCL in full and in clips.
      4. 50% of existing progammes that the broadcaster owns the rights to must be put into PBCL and all documentaries must be put into PBCL.

      The PBCL shall make making programmes for producers cheaper and easier and avoid waste of public funds.
