EUBC - Statement

Statement of Mr. Karlikos concerning the EuroVoice Song Contest
Concerning the national broadcasters of EuroVoice:
With edition 40 near to its end, and as the show is still going on, I have seen some disgusting events to take place in the middle of the voting process. This is not just because of the middle fingers and other words that were directed towards me in front of the camera, or how the EUBC was indirectly affected by these events, but also to the interruption of an interview. The EuroVoice Song Contest pretends to unite Europe with music, to inspire a fair competition where tensions between several nations are left aside and we, the Europeans, enjoy a show together, united. This principles were systematically broken during the show, and the European Union Broadcasting Committee won't stay still while others laugh at the other 14 broadcasters competing in the 40th edition of the contest. That's why, after talking with Ms. Paloma Faith, I've decided to:
- Start a vote on a new voting system: Juries would have a 10 days period to tell the EUBC about their willing of appearing live at the show to reveal their votes (OCC: 10 days to vote, as it has always been done). This period can be extended for 48 hours if requested by any participating broadcaster because of any force majeure reason. If any broadcaster doesn't tell the EUBC about their willing to vote on time, they will be disqualified.
- Ban Mennrimiak from the EuroVoice Song Contest for 1 editions, after the actions which took place in the 40th edition of the Song Contest and their voting absence.
- Explore ways to implement a televote system. I ask broadcasters to give their opinion on the matter and suggest ideas for its possible implementation.
Voting on the new voting system will be open until the 16th February 2021, at 18:30 GMT.
Best regards,
Francisco Karlikos

Radio Televisión Española (RTVE) votes FOR the new proposed voting system.
Concerning the televote, RTVE things it's a great idea and we think all songs should be rated from 0 to 10 points by the public. Then the songs would receive the sum of the points they received .
-
The Central Broadcasting Corporation votes FOR the new proposed voting system.
We in the CBC support if the new voting system will be for a secondary vote alongside the current system.
-
United Duchies votes for new system
UD proposes that points be doubled with half awarded by televote and half by jury. Declarations of votes from each process done seperately.
-
Alkharya votes AGAINST the new system
I find the 10 day period to be way too long, I think it should be 5 or at least 7 days.
(OOC: Where would you get the televote, by the way? I mean, implementing it would be cool but how would you do it, really? Are you gonna make us vote for a second time, or are you gonna have others vote? This needs more clarification.)
-
(OCC: At the moment the plan is to listen the broadcasters about their opinion on the televote implementation. Once everyone has been heard, I'll propose something to you OCCly and then I'll make it true ICly, through a statement. What we are doing now is listening to the ideas so the EUBC can come up with a good proposal)

The Fremetianskallmennkringkastingskommisjonen votes AGAINST the new system.
While we are not innately opposed to changes to the voting process or general procedures in voting, this "proposal" is far too barebones and requires a more detailed proposal, discussion, and debate before it is put forth for a vote.
Regardless, the current system is extremely flexible in that it has a low barrier for entry for broadcasters to implement EV in their respective country. In Fremet, the FRK initially only operated via a jury vote, but in time developed a televote system that operates within Fremet and is incorporated into Fremet's final votes submitted to the EUBC.Instead of forcing individual broadcasters in each memberstate to implement an expensive and time-consuming voting system, the Fremetianskallmennkringkastingskommisjonen recommends maintaining the current system as it has not only proven itself to be effective at driving participation at memberstates but also an adequate reflection of the audience's preferences.
We do not see the need to add complications to the overall voting system when such changes could easily be handled by individual broadcasters.
Beyond that we are unsure of what is really being proposed here. We are clearly opposed to a universal televoting system and changing the manner in which votes are weighted/calculated on a regional level, and the new voting system proposed seems to be trying to address an issue that is more endemic with a recent hosting of Eurovoice. If the EUBC is so concerned with the actions of members of the audience then perhaps they should put more energy into crowd controls. ((OOC Establish clear points of where/when people can post.))
((OOC Also isn't the reason why we have SECRET ballots intended to keep people from changing their respective votes in response to votes from others? By allowing people to visibly see the votes of other countries, they could abuse this advance knowledge and use it to manipulate the vote or 'punish' other nations that weren't appreciative of their song. Allowing people to post their votes '''live''' in succession creates an inequitable voting system that is immensely vulnerable to abuse.
A firm No from me.))Albert Scmidt
Commissioner for Public Broadcasting -
Dear collegues,
I think it is a good thing to look at how we can improve the flow of voices during the eurovoice song contest. It is also a good thing to have this debate. I do wonder about the feasibility of any other system.
The current system has no problems either. So it seems unnecessary to me to change the way of working. That is why I fully agree with the colleague of the Fremetianskallmennkringkastingskommisjonen. By thus, TELERADIO NOFOAGA/ ORN votes AGAINST the new system.
