Dear Councillors, today I present to you the proposed budget for the fiscal year of 2022-2023. Before I sumarise some of the changes introduced to the budget for the coming fiscal year, I would like to express my deepest apologies for the delay on which this budget is running. This Premiership, of which I am not proud of and that surely all of you have some critics to express to, has been working hard on the shadows in order to prepare the most ambitious budget in our Union's history.
This budget was challenging to the European Commission, having to handle a record-high revenue of 142,233,669,721.45€; and the many requests from all around the region to raise the budget with responsibility. The Commission has indeed done this, decreasing the surplus from 60,543,179,941.73€ to only 18,288,432,620.79€ and increasing expenses from 32,782,188,100,66€ to 123,945,237,100.66€. Speaking on percentages, the revenue has increased on a 52.41%, the expenses have increased on a 278.09% and the surplus has decreased on a 69.79%. The highest expenses go to the European Development Agency and the European Agricultural Fund, while many other agencies' budget has been raised.
Councillors, this budget was and still is what many people around the European Union demand, and I ask you to please support this budget that has been prepared in a professional way. I will stay here to answer to all your questions, concerns and amendments, if they are submitted. This is the Power of Europe, and by passing this budget, we will start to unveil it.
