2nd European Leaders Summit

Aguilar stood up and spoke to answer Juncker's speech. He had been taking notes of the proposed ideas and making his own notes too when he thought about his opinions on the matters that Juncker had mentioned.
I'm very excited about the Eurorail programme, and I think it's great news we are finally moving despite the several attempts to claim the idea was stolen or to stop it in the European Council. In my opinion, the Eurorail Project is very interesting, as a Spaniard could get to Inquista polluting much less and stopping by at Red Croatia if he wanted. Just to give some data about the Spanish rail network, we have the longest High Speed network in Europe with 3.402 kilometers of AVE. There are still some autonomies which have to develop it or that have nearly-high speed, and it's just a term of getting faster trains to serve the lines. Spain is ready for the Eurorail and we hope to see it rolling before the new elections if possible between, at least, Inquista and ourselves.
The new Internal Affairs Building had my approval and mostly a huge approval too, so I don't see any problem on getting it to the Council but applauding that manouver. Europe Day was pretty good to me, and it was great to attend. I don't know if I will be able to attend next year, because in Spain the 25th July we celebrate the Santiago Apóstol Date, a very important day for the Spanish people, especially for the Galicians. The anti-Racism plan is a great idea and has my full support.
On the 5G plan, I hope that companies receive subsides to start implementing 5G instead of the European Union paying for it. I wouldn't care to pay for it, but I don't want the European Union to fall apart and being a disaster. And finally, Spain is looking forward to the ERASMUS and the Tourism programme. Both seem really interesting to me and I hope we can see them working soon.

The President of the Commonwealth spoke as he stood up.
"I approve of the Eurorail at it's current stages. Although, I do wish that it would be politically possible at this point that work could be done to connect the Commonwealth to it; But this project has start somewhere with countries willing to have it. On the Anti-Racism plan, i wish give out my strong approval towards it as the Commonwealth is ready to implement the many ideas and objectives given within your plan commissioner. I look forward to the outcome of the ERASMUS as Leagioan Education has been reaching new standards of quality for all students that come to learn. I know many universities in the Commonwealth will be excited to be a part of this program."

Simon got very stressed as Juncker said what he claims are his plans one by one. He's had enough of those and he thought what could he do. So he texted his head of government friends that are in the chamber too.

Then Simon drank the remaining water in his glass and headed towards the bathroom. Inside he washed his face on the faucet and looked at the mirror with great disappointment.
"F_ck that idiot Juncker! Keeps telling this is his project that is also his and those are also his. Goddamn I wish this guy will get killed." Simon whispered to himself.
He started to pee and then washed his hands. Then he thought for a moment what he could do to get rid of the old man. Realizing he still can't do anything, he finished and returned to his seat in the chamber.
Simon then went to his papers and thought, maybe he could be an Internal Affairs Commissioner. So he started to think maybe that is the solution to his problem, to fight Juncker politically.

John Peter Key listened to Juncker then responded in time. He said " I would like to thank the EU for including us in the Eurorail project. This will be a great connection in the south and help us in our ambition to cut carbon emissions significantly. We have talked with our national rail operator they have suggested the best route would be Cair Para, Goudadam and Porterdam in our country followed by Cair Para to Porterdam link both would hit both our northern and southern mainline. We do however have an issue in border control, we would suggest a smart system with smart passport checks and id checks with a back up of a person checking if that fails, this should ease travel and reduce the amount of time for checks while ensuring security.
We noticed the talk of 5G , we have had great success working with Ogo and their indoor 5G solutions. They have this indoor 5G signal generator that can be used in tunnels , tubes and in buildings solving alot of the issues of strength within buildings. Perhaps this could be trialed on a wider basis. Other than that we'd certainly be interested in joining the Erasmus and tourism programmes and being involved but funding would need to be sorted as we run on a student finance system in our country."

"I like, totally support the Eurorail project. I think it might be better that we organise the Eurorail summit as soon as possible, because we'll have the next Commission election by January, and I hope that we can have an agreement before you leave office, Commissioner Juncker. I already know what I'm going to wear to the summit! I have the perfect dress.
I also, like, fully support the Anti-Racism Plan. Everyone who knows me knows that I am totally against racism in all forms. Like, when my friend Tiffany launched her new make up line and it only had 7 skin tones, and at least 5 of them were just different types of beige. Umm hello... many different people have different skin tones? What about all the darker shades? Anyway, I convinced her to release 8 more skin tones for the queens with melanin. Also, she totally broke up with her Sahrawi boyfriend - who was this reaaallly hot model - I was like, umm, problematic much? Ugh... white people, am I right?
We already have a 5G network in Inquista, but I like, totally support 5G coverage across Europe, so I can keep updated wherever I go. I also would loooooove an ERASMUS program, which would totally be cool, so count Inquista in."
Mikaela then seated herself and took out her phone and texted the group chat with Prime Minister Bridges, Prime Minister Niinistö and President Lifejumper. Yes! We definitely need to. I have just the perfect idea! There's this indoor arena where you can go paintballing. After a round or two of paintball, we can then grab drinks at this totally cute bar that Firoux showed me. It's so good.

Juncker listened to the leaders that decided to talk and made notes while he was trying to figure out what the hell was wrong with Simon. Once Ms. Klienberg finished talking and no one else decided to stand up to talk, he stood up and started his speech, once again:
"Thank you all for your comments once again on the matters that I have talked about and more importantly thank you for the feedback, suggestions and comments you have made on them. The Eurorail Project is moving forward. Concerning your comments Mr. Lifejumper, the train is expected to arrive into Leagio on Phase 4, because as seen on the transport poll we made from the Internal Affairs Commission, sadly Leagio is not connected to any other country. That's why we are starting the services between these countries, nothing but that. About the routes, and that's something Mr. Key added, it's nice to see that your national rail operator has already got into the matter and have prepared a report on what would be the best route. I hope we can discuss that deeper on the summit we are having, that I expect to do the 1st week of December. And Mikaela, I'm expecting to see those dresses, I already know there will be perfect." Juncker smiled and drank some water before resuming his speech.
About the other projects, I'm very happy to see that everybody who took the floor agreed and I hope we can get mostly all of them working before I leave the office. I'm hopeless on the 5G plan Europwide being implemented before I leave the office, but if we get it done on time, it will be something I would celebrate that achievement. But let's not sell the milk in advance before reaching the city, because the bottles could break and the milk wouldn't be up to being sold.
Now, on Climate Change. The last time we met I proposed a European-wide Climate Pact which I will try to get as a first proposal, which would need to be ratified by member states later on. It would be called Europe Green Deal and its major purposes would be getting a carbon-neutral Europe in 2050, something that I think I won't get to see because I'm too old Juncker laughed a bit planting 3 billion trees all around Europe, switching to green energies like Leagio is doing and starting to produce clean hydrogen which will be a very useful source of energy that it's easy to make, and these are just examples of what we are doing in a close future. Still, I have to express my concern that the next Internal Affairs Commissioner, which could not be from my Eurogroup or could be, depends of the Europeans, could get rid of many plans we are making and I'll try my best to have a peaceful and arranged transition.
Finally, on waters. I know we need to protect our waters, and the Green Deal will work for that too, but I wanted to talk about water claims. I think it would be a good idea to get a common European Policy, agreed by all member states and never being imposed by the Council or the Commission, on waters, specially when it comes to how many miles of waters member states own. I have seen some clashes on that topic and I would like to hear your ideas. I proposed the European Oceans and Waters Agency to solve this problems, but in the COuncil debate which I followed closely, it seemed like many wouldn't just hear it, and I don't feel like wasting your money and by thus, the Europeans money on something many nations would ignore.

Simon was starting to get more furious but he kept his anger to himself so that he won't look suspicious.
"So tell me Mr. Juncker, what benefits would my country get in your projects?" said Simon.
"With all due respect, we are one of the most technologically advance countries in Europe. But we are very underestimated. That train is useless to us, our advanced transport technology will make using conventional rail very unwise and would consume more travel time to those going to Reitzmag. Mr. Juncker you cannot connect MagLev and Conventional Rail. Nor you can't connect MonoRail and Conventional Rail. That plan is a total waste of funds. I'm sorry Mr. Juncker but I oppose your projects especially 5G as we have already been establishing our own 5G network and perhaps a negotiation may lead us to share this 5G with other countries." he continued before taking a sip of water and sitting down again

Sauli that at the moment was just listening recieved a mesage from Simon inviting him to drink something with the Leagioan President and the Inquistan archibishop but he said," Sorry but i cant, i have a meeting with Kronstadt CEO, a Military contratist after this and i cant move that meeting" Then he returned to listen and things goed relatively good until Simon talked again, and Sauli knew he should talk:Mr Junker, that is not something of the Main interest of Europeans for now so i would recommend to focus on the Green New Deal as you named it, The pollution of the enviroment is something that concerns many on Mennrimiak thats why we inaugurated Pier E on the Main Airport of Mennrimiak, which is completly carbon free by this year and aims to be completly sustainable, so if all agree i propose to hold this climate summit on Mennrimiak.
And also Simon, Stop being this childish, i thought we had the Reitzmic Prime Minister here, Not Mr Winston(Laughs a bit) if Reitzmag is one of The "MOST" Tecnologically advanced countries on the EU as you say, why we have not heard about any invention coming from reitzmag to help the EU? Anyways, thats all i will say for now."

After Sauli had spoken, President Lula Namatatiki stoop up and spoke:
"Dear colleagues, I am very pleased to hear that climate can be discussed here. You all know for sure that this is the most important topic for Nofoaga. And in particular the protection of our waters, which we want to see extended through all of Europe. As an island, we are more dependent on the sea and ocean than other countries present here. A first step that my government has taken in protecting its territorial waters is the ban on cruise ship traffic. In this way we want to optimally protect the fauna and flora below sea level. Obviously this comes at a price. Tourism revenues declined. Another element is protecting the turtles. Special water nature reserves were demarcated for this. Mr. Juncker spoke of a European body. I would like to ask you to consider this proposal anyway. At first sight, your country may have little to do with Nofoaga. But we are connected through the water. And we feel the effects of certain environmental laws or nautical industrial activities as far as
Port-Beauharnais." -
John Peter Key listend and after Lula spoke got up to speak. He said "We in the Duchies consider climate one of the most important issues alongside environmental issues, that is why we are working on a zero non-recyclable plastics plan, continuing our nuclear and renewables mix, move to more electric, hydrogen and biofuels vehicles and boats. We agree protecting the sea is important but we do not want to ban the cruise industry just like we don't want to ban airplanes what we would want instead is a solid plan to make the cruise industry more sustainable throughout Europe. I am definitely for a climate pact and would suggest setting a high carbon price of 110 Euros per metric tonne on companies with that going to a central EU run green deal fund, planting trees we also support but may I suggest we plant a variety of trees too often these projects end up not boosting biodiversity. Overall the Duchies wants even more co-operation on the environment including possibly a minimum airfare environmental levy and uniform minimum tax on kerosene equivlent to fuel duty in any nation until the airline industry can decarbonise.To Simon I say this we appreciate you have a maglev system but we have no need to build a europewide system which will be slower when we can add trains on existing rail , we need Eurorail now not in 10-20 years time, Eurorail is something that can be developed now , maglev is a good technology but I fear it wouldn't reduce aviation demand in time to save our climate.
On water claims can I suggest 12 miles full control and an eez of 200 miles or half way between countries if there is less than the 12 miles or 200 miles"

The summit was going exactly as President Elçi has imagined: A messy vibe, Bridges and Juncker going neck and neck and Mikaela being as sassy as she usually is. She didn't talk during the Eurorail discussions, as it wasn't really affecting Alkharya. Now that the topic was changed, it was time for her to speak, finally! She took some of that water and started talking:
Mr. Juncker, I can assure you Alkharya is quite ready for a greener transition to combat climate change. 95% of our energy comes from renewable sources- half of that being wind energy. I have always helped many non-profit organizations to build trees all around Alkharya. Yeditepe? Covered 1/10 of it with trees. Fruity trees, too, so it's also a bonus on agriculture. Throughout my career, I have promoted and endorsed many legislative works promoting electric cars with tax cuts and special exempts, some of which passed, some didn't. Also, Alkharyans would love to see their nation hosting the first climate summit in the capital city of Kaanpaşa. We would love to host any worldwide event, really.
Now, as for waters, I feel there are quite a lot of dissenting opinions for that issue and it is quite hard to make an agreement for all parties. Some believe that if you don't go to war for waters, it wasn't your claim to being with, while some say you have the right to the water if you have the coast. It's confusing. I believe that the former viewpoint is flawed in some way and it just allows invasion of the waters near you since you may not have the equipment to defend it. That's a rough argument. I don't have much to say right now about this but I would like to add more as other people start talking or in another discussion of some kind. Maybe Councillor Gökçen argue about it on the Council?
I was a little late for this discussion, but Alkharya already has its local 5G equipment, currently a work in progress, set to be completed and distributed nationally... somewhere around 2021. I have massive privacy and espionage concerns over using other countries' 5G network and staunchly disagree with sharing stuff like this with other nations. I definitely support ERASMUS and would love to see international citizens in the finest universities of Alkharya. What else... I think nothing. For now.

Even if Jesús liked him, he had to agree with Sauli. The childish attitude from Simon was being shameful, and with the Alkharyan Prime Minister having a face that could be descrpted as "what I expected is happening", Jesús had to bring some chile to the Summit. He knew Juncker was going to contain himself quite a lot, not attacking anybody on this room, nor in front of the press. He finally stood up and started to talk:
"Even thought we are usually fighting between us Mr. Niniisto, I have to agree with you on something: This meeting is not to be childish and discuss like a 3-year-old boy about the most important European matters. I feel sad for Mr. Bridges because I consider him as a very good friend, but I think Simon, and I hope you follow my advice, that you should give another perspective to this summit instead of looking bad at others for example. This is a friend's advice, and I hope you take it. Not for me or Commissioner Juncker, nor anybody here: but for you and the Reitzmic Citizens whose, when they are seeing the news and this gets on TV, they will think bad things about a fantastic leader like you.
With that said, Spain supports the Europe Green Deal proposed by you Jean-Claude, and we hope to see that attitude in upcomings Commissions. Spain has invested, and still invests, quite a lot of money in having green energy sources. We still import energy, but with the sun being one of our most known citizen, we expect to have more solar power plants in 2030. Spain is walking towards self-sufficiency in terms of Energy, and we hope to reach it as soon as possible. Islands like El Hierro, La Gomera, La Palma in the Canary Islands and Formentera or Cabrera in the Balearic have already reached this goal.
The Waters topic is very important for me and my country. A common European Policy could work, but we would have to get huge negotiations on the matter. Spain has no neighbours if you cross the sea, doesn't matter if you sail heading north or south. The control of those waters isn't just for taxing purposes as some may think, but we also control many things such as illegal immigration coming from the South, the Atlantis, which is still being researced along with Inquista, traffic of drugs which comes from the other side of the Atlantic Ocean and the Eastern Mediterranean, even the South of the Cántabrico, and a long list I could mention here if I wanted to bore everybody on this room. The European Oceans and Waters Agency, which I would refer to as EOWA, it's a good idea if it's taken seriously. Maybe it work for protecting the environment as Ms. Namatatiki proposed, and if we all agree, we could expand its functions. But I want to remind something, and I don't intend to sound like opposed to this: We shall not do anything with a majority against it, because that only makes division appear.

The President of the Commonwealth stood up again to speak.
"Again thank you for the hard work that you are putting to Europe, Commissioner Juncker. My administration is excited to see the Climate Pact that you will be proposing. Furthermore, my administration will continue to find new ways to institute better and cleaner (as well as safer) energies. Whether or not the next guy after will do so as well will be a different story come March of 2021. However, one of my agenda's before leaving office will be is to have the Common Government fund the planting of trees in the fertile regions of the Commonwealth."
"The water issue is something that the Commonwealth takes seriously as we do not have as big of a coastline when compared to countries like Spain. The Commonwealth does not claim much water only about no more than 10 Kilometers of the sea from the coastline. Although, I have members within the National Congress in Leagio (mainly from the Conservative Reform Party) that think we should be claiming more than and giving ridiculous ideas of annexing land south of the Commonwealth; particularly to expand the Arlick Corridor. Something my administration does not approve of."

Juncker had taken notes of everbody's comments and when Kenith finished talking, he stood up once again to deliver a new speech. Beofre that, he had eaten a mint and drank some water, so he had a fresh throat by the time the new speech had to be delivered.
"Thank you for all your comments. Before moving on, I'll add some comments to yours so I will be able to justify or thank you for them. I'll start with you, Simon. I know Reitzmag is one of the most technologically advanced countries in Europe, I think everyone in this room knows about the other countries. But I don't think Eurorail is unuseful to your country. Reitzmag might be turning to MonoRail, I have no problem with that if Reitzmag doesn't want to join, but it would be really sad to leave behind a very important and appreciatted county like yours. I disagree it is a waste of funds, as the European Union is getting the money back in some time and those companies will have to pay the European Union for the subsides. This is not going to be a free ticket for the private sector. A waste of funds, and I think you agree with me, would be building a whole new rail, with new tracks and new trains.
Now, on the comments on the Green Deal or the or Waters, I have to say Mennrimiak is making great progress as many others seated here today. I'm very pleased to see that Pier E is carbon free and aims to be self-sustainable. That is something we should commend. And about your proposal to host the Climate Summit on Mennrimiak, the European Commission and myself will study it and give you an answer as soon as possible. Ms. Namatatiki has mentined their ban on cruises, which is obviously a slap on Tourism's face, but I have to say that if we all want to save our planet, we need to force business to evolve with us. I will always consider the European Waters and Oceans Agency, but I need to see how many would be up to approve its existance. The proposals made by Mr. Key will be studied on the proposed Climate Summit and I hope you all here bring a list of proposals into it.
On Alkharya's amazing data, I can't do anything but congratulate you Ms. Elçi and your citizens for the huge effort you are making. Those numbers are amazing and thanks to efforts like yours, we will be able to stop climate change together. About the Waters, what you mentioned is also a think to take into a close looking. We obviously need to mark a minimum coastline's size, to avoid cases like those you mentioned. I am pretty confident that nobody here would annex others' waters and head into a ridicolous conflict, but I hope to push forward a minimum act or regulation to set a minimum area. On Spain, I have to congratulate the Government for their achievements in the islands Mr. Aguilar has mentioned and on the waters topic, I'm not pretending to push forward regulations with an authoritarian attitude, I want to agree the terms and policies before writing any single word that could be taken to the Council. If I write something, it would be just some proposals or guidelines.

Juncker drank some water and then went on again:
"Now, we are heading onto the Security topic and also the European Union's status. The first topic is very concerning, looking at how our current security works. I have been talking with the security guys during the last months and all said exactly the same: 'We need more equipment, we need more resources and we need more personnel.' This is concerning, and it becomes even more concerning when you think that someone could enter this room right now and kill us all. That's why I wanted to ask you about your impressions on the European Union's security and if you think more funds should be given to the security guys.
I also want to add something else concerning the Security topic. Despite right now we haven't seen a massive terrorist attack in a while, and the risk of one of those happenings is low and I pray for it staying low and not happening anymore, we need to get advantage of this conditions and introduce new measures. That's why I want to propose the creation of EUROPOL. This is not a common police force for every European Union member state, nor it will substitute your current police forces; it is a police force formed by officers from every country to enhance co-operation and to protect the Europeans even more. Imagine someone living in Ruthund is searched in Leagio, and the suspect is dangerous to the Europeans or has done lots of crimes. The Ruthenish Police Force could arrest him and send him to Leagio, where he would pay for his behaviour.
And now, the European Union's status. Before I comment anything, I wanted to announce my intention to attend to the European Council and give a report of the European Union's status on the 2nd week of 2021, before I leave Commission. But I have to say the status is concerning. The happenings in Eastern Haane, the Union of Nicoleizian Soviet Republics or even the bad relationships between member states are concerning, and I think we should work together to give a common response only to those problems that involves us all. I want to offer myself again for anything you need.

I believe that at times, the European Union tends to interfere quite a lot on internal affairs. I was a supporter of the repeal of Elected and Accountable Council Act 2020- which almost passed, actually, so I'm certain I'm not the only one who thinks this way. I've also heard that Councillor Aylin Gökçen was actually writing a bill about banning circumcision for minors all around the EU, which I really don't understand and I strongly disapprove of, even though I personally disagree with circumcision as well.
It is a clear example of what the European Council and the European Union shouldn't be- A chamber for enforcing any and all laws for one's conformity. Why in the world is Gökçen trying to pass a law like this for all of the European children, regardless of cultures, religion or different thinking? I don't know. However, it represents a bigger problem. The elephant in the room. Many councillors are now acting like there is no diversity in Europe anymore. That this union does not have hundreds of cultures, more than 20 languages, and thousands and thousands of different ways of thinking, which, now, some are messed up and we shouldn't tolerate the intolerant, but many aren't and the councillors are simply not thinking of all of Europe when writing bills. Not even Aylin Gökçen! Are you kidding me?
President Elçi decided to take a break from talking by taking a deep breath and drinking a glass of water. She continued afterwards:
Look, I still love the European Union. Don't take me as this Euroskeptic person that I am clearly not. I am one of the key people on the process of Alkharyan membership to the Union. But many people don't know how to use this union. Some councillors, not giving names, use this Union as if other countries are their provinces and nothing more. That was the sole reason why Alkharya didn't join the EU for so long, politicians constantly ranted and argued about Alkharya's freedom as a country had it joined the European Union. They argued that the rest of Europe simply doesn't get Alkharya, that they hate us, and other isolationist buffooneries. But sometimes I actually feel they have a point. And these are the people that called me "radical" and "crazy" when I started my political journey.
I believe that the European Union should be, like the name itself, about the unity of member states. That we can support each other and do bigger things, even if we are drastically different. It should not be a shouting chamber where everyone tells each other what they should do. And another thing, just because it may be a good law for your country, doesn't mean it's a good law for the rest of Europe.
That's out of the way. Now, I support the basic idea of EUROPOL, though I would like to have a more detailed look at how it works and functions. Same with the funding of security. It should have a more detailed look than "we need more equipment in general". Funding them can be dangerous if done recklessly. Police brutality is a possibility, you know what I mean. I'd like to have more information on this matter before strongly expressing any opinions.

Aguilar listened carefully to Jean-Claude Juncker and when Elçi had finished her speech, Aguilar stood up and started his:
"The Security topic is indeed concerning, but I second the request made by the Alkharyan President, Ms. Elçi, to get more information on the matter. Once we get that information, I think we will be able to say what our opinion is, but I'm sure that the feedback will be possitive as I also think the European Union, and this was something which was mentioned on the last European Leaders Summit, will give it the go ahead sign. On the EUROPOL proposal, it's absolutely necessary and that would enhance cooperation, but not make us a supercountry with no borders, no control over us. These steps which the European Union is giving towards more cooperation and integration but keeping our most basic rights and priviledges, and we must congratulate, not only the Internal Affairs Commissioner but the whole Commission for that huge work made towards following this path."
"The European Union status is indeed concerning, and I thank you Mr. Juncker for offering youself to give a report in the European Council. The Euroskeptic side of Europe, specially in some countries, concerns me, and I hope these summits which are hosted twice a year, help us to tackle those who want to destroy our union."

This topic on euro...euroscep... euroscepanism? Euroscepcitism! This topic on euroscepticism is so interesting! Eddie, Speaker Firoux, was talking to me about it the other day. He was just telling me about these people complaining about the things he's either written or co-written in the European Council, you know, like - equal marriage rights, expanded rights for the disabled, the right to clean and safe drinking water, an expanded and enforceable Declaration of Human Rights in the European Constitution, internet neutrality, clean ocean protections, ban on capital punishment and torture, anti-corruption and anti-bribery regulations, elected representatives and a democratic European Council, a European Health Organization, just to name a few of his pieces of work on the top of my head - and I was just like, why even bother? Obviously, not everything in the Council is perfect, and I think it's important that people make fair compromises together, and sometimes legislation goes too far. But at the same time, apparently the euroscepticles haven't written or passed a single things since 2016, and I was like, 'Oh gosh'! I was wondering if these people even have any ideas of their own when it comes to addressing the many issues we're all facing together.
Anyway, he had this idea that I very much liked, which that the leaders of the like-minded pro-European countries can come together, kinda like this, and we can actually get stuff done without going to the Council. When it comes to connecting our infrastructure, like by rail, or by addressing the climate emergency, we don't have time to wait! We need to get things done. I think if we get the leaders who are open to European integration and cooperating together, and work via consensus, and by and making good compromises with each other, we can do just that! That'd be an excellent way to do the climate-related things that were mentioned, along with probably EUROPOL, and the other things discussed today. We can come together in meetings, discuss the challenges facing our countries, identify which areas of policy we need to address, and then we can collaboratively write and then instate a resolution or law among us. The best thing is, this group would be completely voluntarily and will be separate from the Council! Other EU member states don't have to be part of it, and they can do their own things. We can call it the Common European Community or something like that."

Juncker stood up for the last time on the Summit and shook hands with every leader that was in the room. Once he reached the podium, he drank some water and started to talk:
"I think there's not much to say on the matter we have just discussed, but to thank you all who talked for your proposals. About the extra information, the Commission will work towards getting it as soon as possible and releasing it before taking it to the Council, so Councillors can discuss with you about it and also think and then prepare for a Council discussion. And I want to remark these words said by you, Mikaela: 'When it comes to connecting our infrastructure, like by rail, or by addressing the climate emergency, we don't have time to wait! We need to get things done.' And I agree we can't wait anymore.
Now, we will be moving to closing statements. I won't be standing up again and coming here to the podium, so I'll do mine now, if that's ok"
Juncker drank some water and resumed his speech:
"Dear the European Leaders who came here today:
This is the first time after my re-election, and also the last one on my Internal Affairs Commission career, that I summon you all here. It is always an honour to see how mostly all of you attend when called by me to Europolis, without a single complaint, without a single 'but I...'; and that's something I need to thank you for. During these months, I've known lots of you and even if this is a political summit, I think we have shared great moments. It will be sad to see the next one from my house's confortable sofa, but I also need a rest, and terms limit allow me to have some of it. On December 9th, I'll turn 66, and even if they take me to the hospital for any reason, while I'm serving Europe, I'll continue working from the Hospital if my health allows me to do so.
I want to thank you all for your constant support, for your ideas and suggestions, as also for your disagreements with me. These summits are not made to say: Yes Jean-Claude, you are the best; which is not true by the way; we agree on everything, you have amazing projects, we love them. That's not the main goal. The main goal of this is getting your opinions towards the policies the European Commission could be putting in place during the next months, and I once again have to say we accomplished it.
It's been a pleasure to work along you during these months, and it will be until I left the office on January 2021. My office's door is always open to anybody wishing to meet me, my phone line is also avilable 24 hours, 7 days a week. And even if I'm a very old man and I should get some sleep, I won't rest until my last day on Earth, which I hope takes long to arrive. It has also been an honour to serve you as Commissioner, and it will be during these months to arrive. Thank you, once again, for coming and attending this European scale summit, which is pretty boring sometimes, but we need them to be more united, stronger and empathic with each other. Nothing else left to say, thank you very much."
Jean-Claude then went back to his seat and drank some water.

Aguilar shook hands with Juncker before the Commissioner made his closing statement. After that, the Spanish President stood up and started to speak for the last time on the European Leaders Summit:
"Well, I haven't got much to say. I want to thank you, Jean-Claude, for the huge and impressive effort you are making every day to make us come closer. This summit has been useful, and I think no one doubts about that, and if the next Commissioner, whoever it is, doesn't make it, we will lose these moments when everybody can discuss the Commission ideas with no restriction, but with the aim of helping and giving new ideas. I will miss you on this Commission, but I hope we can see you back very soon.
To the other leaders, I want to thank them for coming too and I hope you see you all again soon. I think that we should think on how lucky we are for having great relationships between eachother, at least in my case and I thank you all for that. Thank you.
