This is a very funny proposal, and seems like Reitzmag is uncomfortable with the presence of the European Union in Istkalen. Maybe because they want to continue committing war crimes like they did in Eastern Haane, or they want to expoil Istkalen's resources, maybe even both. We're lucky Vayinaod is "there", but I haven't seen many statements or things like that, so I assume Reitzmag is carrying the main colonizing action. These wailings trying to keep the European Union away from Istkalen are really funny, because we know what the full-pack Reitzmag experience in other nations is about: "We suppress your autonomy, we make you believe you are part of Reitzmag and now you are under our full control because you didn't vote what we wanted you to vote!" By the way, Istkalen as a country has actually said they wanted the European Relief Force deployment, in words of their Councillor: "Istkalen needs true help, not the tricking hand of the would-be colonizer. As such, on behalf of the people of Istkalen, their will expressed through the Republic of Istkalen", are enough to consider the motion is legal. I think many could agree that it is a little bit shocking when you read it, but it's fine to me.
And good luck trying to repeal something that you need an unanimity vote to repeal, cause basically I'll vote against any attempt of removing help from the Istkalenian people.

Councilor Tusk, not only do I find it disappointing that you uncritically voted for a poorly written bill just because of your government's feud with New Hampton, your assertions that Reitzmag is trying to colonize Istkalen is utterly unfounded. My government and I myself had truly hoped that this petty bickering that has long degraded this council would have ended by now, but apparently my expectations of a national government with nukes and influence to constrain their personal feelings when deciding policy that will affect millions of people was too high. I am not the first to say this in the Council, but this is shameful behavior that is beneath the dignity of the people of Europe.
Secondly Councilor Tusk, this is a repeal, is it not? There is nothing within the provisions of the law passed that required an unanimous vote by this council to repeal. The specific provision that required an unanimous vote was for the Forces, within the prevue of the law, to be withdrawn. Since the law did not specify any standards for the repeal of the law itself, it is reasonable to assume that this law can be repealed by the normal threshold. Of course, who knows? Because now we are stuck with a law that was poorly written and vague in its meaning.

Councillor Tony, while I'm pleased for your comments over my way of debating, I think my thoughts are well-explained enough to avoid saying there's still a feud with Reitzmag or that Reitzmag isn't trying to colonize Istkalen when the Istkalenian Councillor is saying the same. But now it seems that saying that I want the European Union to oversee certain procedures via the European Relief Force and, at the same time, helping the Istkalenian people, is because of a feud and a shameful behavior that is beneath the dignity of the people of Europe. I couldn't disagree less with you, Councillor Tony. Reitzmag's relationships with Spain isn't the current affair right now, but the Istkalenian people is. This is the great foresight many have in this Council, blaming Councillors and a whole country because their country has nukes and supposedly, it influences the vote of other countries. Simply amazing and completely unexpected from you, Councillor Tony, because the Spanish Government has been trying to keep peace and help those in the need. And there's a huge difference between establishing a protectorate and agreeing to share the resources of such land, as a normal country would do and Spain actually does in El Rif, or just not hearing the locals and get them anyway, like Reitzmag might do. By the way, we must not forget that Ruthund recognises the Union of Nicoleizian Socialist Republics as the legitimate government of the people in its territory or wants to have diplomatic relationships with them, so have you ever thought on how the Nicoleizians might feel when they have seen how Reitzmag removed their last self-governing hope, which was Copala City?
Councillor Tony, if I vote against this repeal it is because Reitzmag doesn't offer the minimum guarantees expected from a country like yours or mine, which both by the way offer them. Reitzmag suppressed the autonomy of Copala City because of national security and ended up cancelling their agreements with Icholasen. Then, when they went to Eastern Haane, they committed all sorts of war crimes and made the situation worse, and while many countries like Ruthund, Spain or Inquista have been peaceful and acted on behalf of peace or just tried to enforce peace, we are now letting Reitzmag a freeway to do what they want with Istkalen, with their people being else not heard or else ignored. The European Relief Force is necessary, not just to avoid these actions that are likely to happen, we all know Reitzmag on this room, but to help the not-to-be-heard Istkalenian people.

Copala City you say Mr. Tusk, however let me tell you some facts that I had just been informed recently by the Reitzmic Government.
Recently, an investigation was conducted jointly by the Mi5 and Mi6. The investigation is still going on as of this moment and some clear conclusions have already been drawn along the way. One of this is the fact that the UoS citizens in Bomballey had connections with the Maxwells, yes both of them. The investigation showed that there had been multiple contacts between these two parties, in which one as we know conducted dangerous violent protests. This was the basis for Reitzmag's Government to push for the repeal of the agreement that was deemed unfair by the majority of the Reitzmic population in a poll prior to the end of vote.
However do not worry as the Reitzmic Parliament is currently drafting a charter for devolution to outline and organize all devolved powers for Copala City.
Apart from that, I do not understand why there is still anti-Reitzmic sentiment from many members of the European Council despite our efforts in preventing the destruction of Europe should the Istkalenians have been able to pass through Reitzmag. So I hope that you Mr. Tusk and some members of this assembly be more thankful of the actions from the coalition.
And what war crimes are you even saying Mr. Tusk? First of all, Istkalenians committed the war crimes and not Reitzmics. They tried to breach the border at a surprising scale, and even planned to take over Reitzmag and Vayinaod based on a series of documents recovered from the capital.

As I have noted in the file given to me by former Councillor Echteran before her untimely death, Councillor Yahontov does have a tendency to gibberish. The war criminal Virkonas, who presently is serving a term of life sentence for crimes against humanity in Istkalen, has been called here as to repeat the testimony she delivered during her trial, which is pertinent to this repeal. Here, in fact, she comes now.
Virkonas, in handcuffs, is escorted into the room.
"The so-called 'war against Reitzmag' was little more than laughable," she said. "It was a harebrained plot devised in a total of thirty minutes. A total of three documents directing it, written in literal markers, were given to me as to execute it. Obviously I should not have; but I did, and thus am complicit, albeit in the least effective way possible, as to allow for the rapid overthrow of the insane government that was commanding Istkalen's armed forces. The so-called 'troops' involved in this were mostly civilians taken from villages near the border who were thrust suddenly into battle, supported by what little equipment the Ministry of Defense could prepare. There were three central points of penetration; as far as I know, no so-called 'troops' were able to penetrate over 1 kilometer into the Reitzmic border, before the 100-km retreat I ordered mere hours later, after they had been driven back to the border."

But in any case, there was no way in oyoram that this would have succeeded. As for the so-called 'takeover of Vayinaod,' it was alluded to in a single sentence in the said three documents of marker scribblings, without any other detail provided.
