      I see no reason why this motion should be brought forth to the Council. It includes several notable factual and procedural inaccuracies that would render this act unconstitutional and holistically incompatible with EU law.

      First of all, yes the ECB has not held an election for some time. No, it is not a constitutional requirement, it is a legal one as part of the European Central Bank Act 2015.

      Second, no, the monetary policy of the EU as a whole is NOT determined by the Treaty of Finisterre. The Treaty of Finisterre and the entities formed by it are expressly separate from the European Union, this Council, and the European Central Bank.

      Third, yes, there are memberstates printing the EMU, however, it is perfectly legal for them to do so in the purview of international law and the express rights of memberstates. It is no shadow administration but an organised group. The EMU has NO legal standing in the European Union as an organisation. Period.

      Fourth, the Council can issue a motion to call for elections, but it is the shareholders of the ECB that must move forward with the election itself.

      Fifth, election candidates cannot be restricted to governments signed to the Treaty of Finisterre because that has nothing to do with them being shareholders in the ECB. Every memberstate is a shareholder and every memberstate has both a right to vote and a right to submit a candidate.

      If you wish to hold elections amongst ECB shareholders for President, I recommend that you ask your government to contact the ECB board to do just that. This Motion has no place in this Council as written.

        Well, i think the speaker just adressed everything there was to be said but i wanted to add something to this.
        As we have seen the Montenbourgian councillor got confused and wanted to use a currency that dosent belong here, the so called EMU, an acronym for European Monetary Unit, which im very aganist the name by the way as it dosent encompass a single bit of cooperation with official European Union authorities and is composed by no more than 5 soverign countries and the government in exile of Free Icholasen.
        As you see, this treaty is no more than a multilateral treaty that establishes a common currency between signatory states, so it dosent concern the European Union as an organization nor its member states non signatory of this treaty, and that by the way, NO, The ECB or European Central Bank does not print any other currency more than the Euro

        So no member of Finisterre holds any special right or privilege over any other member of the European Union, If these countries wanted to unite their countries even further good for them but that dosent do any favor to the European Union and its member states.

        Even though this feels just like what the speaker said i think it is a good complement to make this even clearer.

        And yes i would be more than happy to help Councillor Granger to contact the ECB to host new Elections for the position of President.
