OOC: Totally agree, but our goal was just to have a budget. There's no real IC reasoning for the budget being this way other than 'It funds the European Union.' If there was a budget from 2019-20 then there'd be either cuts or investments, but since there was not a budget before, there's not much of an IC reasoning for the budget being this way necessarily. Of course for the next budget this will all be solved so all is good!
