[Discussion] The Situation in the People's Confederation of Eastern Haane

Colleagues, I cannot take this anymore. We are baffled by multiple conflicts and even dictatorships that deprive the people of their freedom and rights. A new fourth political force has emerged, but this time it is a socialist one. And with the continuous appearance of newer political forces, Eastern Haane is getting closer and closer to become another Drommund Kaas. I know that Mr. Juncker had made a treaty signed by those parties during his tenure has Internal Affairs Commissioner, but I think he has failed to stop this ongoing crisis.

Austria has been monitoring the situation in Eastern Haane for some time. Given its relative proximity to our nation, we feel that its volatility is dangerous.
We - and I personally as well - do not believe that anyone could have done anything to prevent this situation. Eastern Haane has long been highly unstable and subject to coups and revolutions, ever since 1966.
However, we feel that the events that have transpired in the country over the past few days, especially regarding the self-coup of Areai, have unclear motivations. Austria was once like Eastern Haane, about to collapse entirely. We were forced to install an autocracy, a benevolent one but an autocracy nonetheless, to preserve our nation and to ensure that some day in the future it could have a stable autocracy. This is what Areai may be trying to do; she even is trying to mimic our former constitution; but of course some of her behaviors are...suspect to say the least.
I believe that we must monitor the situation for some more time before coming to conclusions. We do not know nearly enough about the situation in the country.

I find myself in agreement with Councillor Freund. A great deal of damage and destruction has been dealt to Eastern Haane in quite a short period of time. State Elder Areai now appears to be the most in charge, although a great deal of the country is under mob rule, save for some areas in the countryside which are under guerrilla control. However, as always is the case with Eastern Haane, we can't always be sure. We will have to see how this further develops before we act.
I am deeply saddened about the deaths and murders in Eastern Haane. This is an absolute tragedy, and my heart truly aches for them. I hope that the people of Eastern Haane know that they have place in Inquista for them. I have spoken to the Archbishop this morning, as well as with Inquista's Secretary of State, and they have committed to further expanding Inquista's Communist Refugee Program, which will accept as many Haanean refugees as feasibly possible.
I have to say though, there appears to be very few options moving forward with Eastern Haane. State Elder Areai's regime seems to be especially dictatorial, and I'm not sure if it's compatible with the EU. The country's recently announced elections are obviously illegal, and considering that only the People's Front may run for election, it also violates the UDoHR. Moreover, I'm sure that State Elder Areai's regime in general probably opposes and will violate most of the rights afforded by the UDoHR, which will be a problem.
So much death and ruin has already been inflicted upon Eastern Haane, that it'd be both unwise and completely useless to levy any sort of sanctions or retaliatory measures against the country. Besides, I don't believe State Elder Areai will ever vacate from her office until it's quite literally clawed away from her hands.
For me, it's actually a question if whether Eastern Haane wants to remain in the European Union, or if this is perhaps time that we part ways with the country. I'm not sure if there's anything that the EU could offer to Eastern Haane anymore, and more importantly, I'm not sure if there's anything Eastern Haane would even want from the Union. It just appears that we're at a complete crossroads of differing paths.
On one hand, we could send the ERF to bring humanitarian aid to the country, but unfortunately, the country seems to far too dangerous, considering the horrific casualties that were inflicted in just a few hours, and not to mention the guerrilla warfare that is still ensuing in the forests and the countryside. Moreover, I am a bit uncomfortable assisting a brutally dictatorial regime. Of course though, the priority should be to help the Haanean people.
Perhaps we could send the ERF and humanitarian aid to the country, but State Elder Areai would definitely have to make some compromises, particularly in regards to the civil liberties of her people. State Elder Areai would also have to answer questions as to whether Eastern Haane's membership in the European Union is still worthwhile, or if the country has diverged so far from our Union's values, that the country should perhaps leave. These are things that ought to be discussed between the Premier, Internal Affairs Commissioner and the State Elder. When the Commission elections are complete, they should probably meet in Europolis to discuss these things, and see if there is a path forward through this travesty.

Well Councillors, I can say that the Ruthenish Government is committed to taking refugees from Eastern Haane. While Ruthund is committed to remaining neutral in this conflict, as with all foreign conflicts, we shall take refugees and provision them with temporary housing until the situation has stabilized--regardless of which State in Eastern Haane they might come from. I have seen some footage and pictures of the current events in Eastern Haane and all the word I can muster on this is that is truly heartbreaking. Although I am not sure how extensive the refugee program will be at the moment, I am to leave Europolis and return to Kazmurbirha for a briefing with the Lord of State and various other ministers from my government after this meeting. I am sure that Eastern Haane and humanitarian aid will be on the agenda. The only faction that will oppose any such refugee program will be the Kangiflank, so any refugee bill will have no problem passing the Feinkusomnring.
No matter, I and my government will continue to closely monitor the situation in Eastern Haane.

I believe these actions in Eastern Haane have been really well described by Councillor Freund, which compared his country history with the ongoing events on Eastern Haane. But I'm still concerned about the blood bath, the restrictions of democracy and the Coup d'Etat going on that, at the moment, I feel like it's not over but just started. Coups d'Etat don't end in 3 or 4 days: it takes weeks or months to finish them. I feel we are going to see more deaths and murders all around Eastern Haane, but we should thank the news Agency from the country to release instructions for escaping the country.
The Spanish Government is always commited to help the people in risk or searching for a better life following the normal procedures. I'm really happy about more countries offering its help and also I need to thank the Councillors that have came here to debate after my call to take this topic again. We shall be concerned, but at the moment, sending the European Relief Force might be risky and we don't want more lifes to be lost in Eastern Haane. I support the meeting idea but we can't urge Commissioner to do their jobs as we are in the middle of a election procedure and it would unfair to take measures or make proposals, sign treaties now.
Mr. van Allen, I wasn't going to hear your answer entirely but I can't stand your attacks towards the at the moment Acting Internal Affairs Commissioner. Are we really blaming him for this, do we needed to find someone to have all the responsabilities apart from the Eastern Haanean leaders? Firstly, he played an attemp despite he knew it was going to fail, and he came out with an agreement, with a treaty. Others would just let the people there to fight and ate popcorns. That should be commended, because he didn't surrender despite he knew it wasn't going to success in the long term. He managed to put a band aid to the conflict, he wasn't invited there to fix the problem but to be an intermediate. Please Cllr van Allen, stop blaming others and look at yourself. Maybe you'll find out your own mistakes.

I feel that, given the recent events, in which it appears that cannibalism, torture, and a number of other atrocities have occurred, this discussion should again be taken up again, perhaps to begin planning an EU-wide intervention.
Of note should be the fact that the European Councillor for Eastern Haane is one of the victims of what has occurred, both him and his family being reportedly crucified before being eaten by others.

I didn't think the situation in Eastern Haane could get any worse, but it appears I am deeply mistaken. The situation in Eastern Haane truly seems to have reached a incomprehensible level of violence and brutality. It's very apparent that it will be impossible for Eastern Haane to establish its own government or any sense of stability, and in the lieu of such stability, widespread atrocities are being committed. I am very, very saddened to hear about the killing of Councillor Martin Bourgaize, who was an esteemed member of this Council and a true European patriot. It is the duty of this Council to honour his memory.
Establishing order and stability in Eastern Haane should be paramount. The Inquistan Orthodox Church is very disturbed and troubled to hear about the catastrophic toll on human life in the country. Furthermore, the destabilization of the country poses as a security threat to Inquista's proximity and to Inquista's neighbouring states.
Thus, Inquista will support intervention in Eastern Haane. However, Inquista will only support such an intervention if three conditions are met. Firstly, the intervening force must be a united force, and it must be a coalition of various EU member states. Secondly, the coalition must garner the approval of the European Council before it is deployed, and it must report regularly back to the Council on its endeavours. Thirdly, no other foreign entity besides this united coalition must be allowed to intervene in Eastern Haane.

Colleagues, I have just received news that PM Simon Bridges had confirmed that he had given a go signal for HM Armed Forces to intervene in the situation. I wish to remain neutral in such decision which I think maybe good or bad. According to sources, they are to capture the capital and help the republic of eastern haane restore or create a formal government. The initial decision was made clear also that there would be no use of icbms but instead will be a process wherein personnel and equipment will be moved into the area to start ensuring peace and order. As of now, the Air Force and part of the Army is already there. About 30% of the planned deployments are already complete and their operation could start by the dawn of the 2nd of October. They asked me to also inform the council that they have displayed the flag of the country along with the flag of the eu in the bases to have identity. They also wanted me to ask this council if it can inform the member-states that their intention is to not occupy Eastern Haane but to liberate it and restore the government. That is all I can say for now in behalf of my country.

"I very much agree with Cllr Firoux on this - Inimicus has said from the beginning of the atrocious developments in Eastern Haane that it stands ready, and its defence forces stand ready, to intervene in Eastern Haane. But, importantly, it has always been the case that Inimicus would only be willing to intervene if other nations support the intervention, co-intervene, and the wider European family of nations approves of the actions.
"Therefore, the words of Cllr Van Allen disturb me greatly. If it is true that Reitzmic forces are already in Eastern Haane, and are already operating, that would be an immensely gross offence to this body and to the European legal order. Moreover, I take immense issue with the Reitzmic armed forces displaying European flags along with their own national standard - Reitzmic forces have neither been mandated nor approved by any European body and, if it is true that European flags are being displayed, Inimicus will take appropriate legal action to prevent this from happening again.
"Similarly, the announcement made by President Lifejumper of Leagio about an intervention from their side should concern us. It seems, and this is what the Imperial Government feared all along, that Eastern Haane will now become a free for all between nations who simply want to show off their military prestige or, even worse, occupy parts of the country for themselves. This body must act resolutely to prevent this from happening. It is with those principles, Mr Speaker, that I ask your leave to propose the following:
Eastern Haane Intervention Motion
We, the nations of the European Union,- HAVING WITNESSED the breakdown of legal order and governmental authority in Eastern Haane;
- CONDEMNING the immense violence and breaches of any and all principles of human rights and dignity in the territory of Eastern Haane;
- ACTING with good faith to protect the citizens of our individual nations, of other European countries, and above all, the people of Eastern Haane;
Enact the following:
- The European Council hereby calls upon European member states to collectively, and with unanimous agreement of those nations taking part, form a Coalition to intervene by military and covert means in the territory of Eastern Haane with the final and resolute goal of bringing an end to the civilian and official casualties and destruction.
- Member states willing and able to join this Coalition mandated by the European Council must make their intention to do so known within 48 hours of the passage of this motion.
- Members of the Coalition intervening in Eastern Haane must inform and brief the European Council on their actions in the territory of Eastern Haane at least once every fortnight.
- Any member state intervening in Eastern Haane, or continuing to do so after the passage of this motion, is hereby condemned by the European Council and may face legal action in the European Court of Justice.
a. Member states intervening in Eastern Haane outside of the Coalition, who then join said Coalition within 48 hours of the passage of this motion, may be exempt from measures under this section.
I ask, colleagues, for your wilingness to discuss, and where necessary, amend, this declaration as soon as possible, so the suffering of the people of Eastern Haane finally ceases and, importantly at this state, their territory does not become a playing ground for greedy member states to enact their military fetishes."

Ms. Tilki, I condemn your words against my countries armed forces. Can we just focus on a unified restoration program for Eastern Haane and set aside the broken relationships between our nations?
I have no doubt that the main goal of the forces in Eastern Haane are to support the restoration of a proper government rather than make colonies in the area. The member-states must be free to decide whether they will intervene or not without any intervention from this body. We should not take all of the sovereignty from the member-states but instead we must promote peace and liberty of war, violence, and brutality.
Colleagues, we should not be the ones to decide what he armed forces of the member-states should and should not do. There is no illegal activity done when the Reitzmic Armed Forces displayed my country's national standard along with the European flag as there is no mandate on how the flag will be used, hence I can say that Coun. Tilki is trying to exclude us from the rest of the region and supports acts to remove us from the EU.

Juncker entered the room with a really worrying face. He took a seat that was free and then talked when allowed to:
My fellow Councillors, I'm deeply concerned about the situation in Eastern Haane. When we thought it could not be worse, it gets bad. We are seeing how lots of human lives, innocent humans are being killed in an unjustified blood bath the European Commission, specially my Commission, won't allow more lives to be loss.
The European Intervention is needed, but it needs to be coordinated, and approved by the European Council as proposed by Cllr. Firoux. Moreover, I think the Internal Affairs Commission, under my management, has been really transparent and we will continue being as transparent as always, giving reports every week about the endeavours of the ERF and the armies deployed. The European Relief Force would be the best "army" to deploy in Eastern Haane after most of the conflict is gone. About the operation, I would like to be in head of it along with a member designated by the European Council and the ERF chief of operations which will be elected by the Council once we summon the ERF deployment request in the Council from the Commission. Before the ERF is deployed, we will need cooperation between the different EU armies and coordination from the European Institutions. All of this will be described on the request I'll be submitting Tomorrow.
Councillor van Allen, the European Union flag shall not be displayed on your bases at Eastern Haane if there is no support from the Council or the Commission. As far as I know, the Council, nor the Commission, has given you the go ahead sign to display those flags so I have to agree with Ms. Tilki here. But I want to thank your country for being one of the first to be able to intervene in Eastern Haane along with the European Union. We must act in cooperation, again, coordinated to don't let more innocent Haaneans or the other countries' army personnel to die. Europe can't afford to lose more lives.
Councillors, I'm sure this will be a really hard time for the European Union. I'm afraid innocent lives will be lost in combat, that more Haaneans will die until we accomplish our proposed objectives there. But we need to remain united. I will make a statement this afternoon talking about Eastern Haane, and I hope, for the best of Europe, that I can count will all your support. Hard times are coming, but we will need to keep calm and carry on. Together.

While I do not support the words that Councilor Tilki that said in reference to the President, who was already mentioned he was not wanting to get anything out of this. If he wanted to play military fetish, he would have sent more than 450 troops to Eastern Haane which was something that the Minister of Defense wanted as i was at the Cabinet meeting that he referenced through video conference. However, this conversation and debate is not why we are here so i will not waste my breath on it. Moving to the proposal that you have brought, the President was actually hopping for a proposal of such legislation that you have brought. However, i know that this is just a discussion but the President of the Commonwealth will soon be signing an Executive Order that will create a refugee immigration program similar to Inquista's, to ensure that any person of Eastern Haane that wishes to flee to another nation of the European Union. I would like to amend it with only this if possible Councilor Tilki.
- Member states of the Coalition may accept refugees from Eastern Haane into their country through any transportative means that does not involve the use of military weaponary.
I accept that this might need some work, but let's be honest that the individuals in this discussion are working towards a solution at best possible speed for the reason that human lives are at stake here. The longer that we wait and do nothing, then more lives will be lost.

The Spanish Government, as said by the Acting President Soraya Sáenz de Santamaría, is really worried about the happening in Eastern Haane and we are offering our help to the European Union if an intervention is happening, which we are supporting. I'm really worried about nations acting alone and not cooperating, and I think Commissioner Juncker has got a point on there: We need to cooperate if we want to get democracy and freedom back to Eastern Haane.
I hope we can all get to an agreement to take part as soon as possible in the conflict and give an end to it.

Councillor van Allen, do you realize that what your country has done is a sign of occupation? Rarely does an invading nation raise its own flag unless in that circumstance. In addition, what do you mean by a "proper government?" A capitalist one? The people of Eastern Haane, as far as I can see, do not support capitalism at all. Any action that will be taken, in my opinion, must simply restore society, which has seemingly collapsed entirely, with all of its institutions totally destroyed. Cooperation with the recently formed Provisional National Convention for Eastern Haane, currently based in my home country, would likely be necessary as to do this in a way that will not further enrage the Haaneans.
Councillor Plessis, this is most certainly military fetishism. There is no other reason to occupy a city that by all accounts has been emptied of people, in my opinion. The Reitzmic government has a history of attempting to demonstrate its power, and this is only the latest incident. I am very worried, as such, about what they may do or force upon the Haanean people as to increase their influence, which they appear to be so concerned about.

The Montenbourgian Government, stands with our Internal Comissioner, as said our Prime Minister Xavier Bettel.
But we need to move simultaneously toward a political solution to the anarchy that paves the way for a new government with new leadership, and to encourage more Haanes to form a new government. To support them, we should immediately deploy the The European Relief Force; Our Majesty has already authorized. And we should retool and ramp up our efforts to support and equip viable Haanes opposition units.

I agree Councillor Granger, but we need to get the certainty that the European Relief Force might not be put in risk. I would like to remember all the Councillors that their main mission is peacekeeping, not fighting. We have the European member states' armies for fighting. So, that's why the Armies would need to be deployed first, and once they tell us the country is more or less safe to deploy the ERF, we will deploy it. I'm pretty sure we will find a solution to this, but we all need to cooperate.

I must agree with my colleagues Michel, Firoux and Tilki. The situation in Eastern Haane has deteriorated beyond what any of us could imagine The humanitarian catastrophe the EU is facing is so immense that intervention is required, we need to protect the citizens of Eastern Haane and of all other European states. I am pleased to see Mr. Juncker here, as he is now probably the one most knowledgeable of the situation in the country, after the barbarous act of killing Martin Bourgaize, so I hope he will share more of his insight with us, and I agree with him that in this hard situation we must rally and cooperate together. And the Democratic Republic of Czech Slavia is preapared to cooperate with other member states.
To the activities of the armed forces of Reitzmag I think it would be best if they would stop their offensive and wait for the united action of the European Union.

I agree with you Commissioner Juncker, but as our Prime Minister said earlier at Lexington House we have to preserve our neutrality position. So our nation will not deploy our armies unless is authorized as part of the ERF.
On the part of Councillor Van Allen from @Kingdom-of-Reitzmag, we do not agree with the move but we dont see illegal activity either, for the moment. We need to move more armies to the area as you Commisiioner Juncker had said.

Councilor Freund, I would like to apologize. I was not referring in terms of the Reitmic troops, as i agree personally that i do not like how Prime Minister Bridges moved forward with this and stand with Councilor Tilki as well on that matter. But i was referring to the comments that he made about the intentions of the President of the Commonwealth.
But in a additional matter, I am glad to announce that through the Cabinet meeting that I was recently apart of that the President of Leagio will gladly have the forces that he is having make final preparations on sending to wait and not advance once they reach Eastern Haane. Their only objective at that point would be just to work on the construction of a refugee camp for there will be no doubt be a huge influx of people looking for safety, food, water, and anything to survive from the choas that is occuring. Once the proposal that Councilor Tilki has provided is passed, then i have no doubts that the President of the Commonwealth will turn it over to the authority of the coming Coalition out of this proposal.
