2nd European Leaders Summit
-

It was a rainy day in Europolis, the usual weather in the European Union's capital city. It was funny for Jesús Aguilar to have such an important summit on Friday, because these used to be in other day but the weekend. At least, it was ending on the afternoon and starting at 10 Central European Time. The Acting Spanish President arrived into Europolis at 8 o'clock in the Morning, and headed to Donald Tusk's office, which was next to the Spanish Embassy in Europolis. Once he arrived there, both prepared the 2nd European Leaders Summit, and who knew if the last for both of them.
At a quarter past nine, the motorcade driver entered the office and told both, the Spanish President and the Councillor, that everything was ready. Aguilar looked at the chofer and said: "No worries Juan, we are going on a walk to the place instead, so I can do some tourism in the European Union's capital city and we don't pollute too much, just when charging the cars." The chofer was confused and tried to convince the President: "Mr. President, it's about your security... And Donald's too!". The President then remembered that photo of his friend and Spanish Councillor riding an electric scooter and said: "He goes on an electric scooter and he is alive, so no worries Juan!". Donald nodded and the chofer stopped trying. He set up a special guard just to protect the President.
Both politicians and the President's secretary, Magdalena, departed from Tusk's office to the Summit. At quarter to ten, they arrived and entered the building. There, they were met by the Internal Affairs Commissioner, Jean-Claude Juncker, who welcomed them and remembered Tusk and Magdalena that they couldn't enter the room at any moment. Both then said bye to Juncker and Aguilar, while they entered the meeting room. Aguilar sat again on his seat, next to Juncker. He would never understand why he was there, but it was a pleasure to have Jean-Claude next to him. At the end, they were close friends!
OCC: You can post your arrivals too since now until 7th November, 22:00 GMT. Please, don't be late, we can't spend the whole month doing this.

President Lula Namatatiki's car stopped in front of the building where the leaders of the European Union would meet. For her it would be her first European summit. She had deliberately skipped the previous one because of the political situation in Nofoaga at the time. The driver opened her door and held an umbrella over her head. Despite the fact that Nofoaga is the smallest European country with the smallest population, she wants to put her country on the European map anyway. European Commissioner Jean-Claude Juncker was waiting for the heads of government.
"Ah, dear Jean-Claude... I'm happy to see you again" she said while shaking his hand. "It is an honour for me to be here for the first time at Europolis" she continued. After some talking she went on to the meeting room. There she met the Spanish prime minister and the councilor of Spain, Donald Tusk. "Jésus, how are you?" she said happily.

President Elçi's journey from Kaanpaşa, the capital city of Alkharya, to Europolis ended after around five hours by boating to Continental Europe and then going by car to the supposed meeting between European leaders. She didn't like going by plane, as she would rather stay near land whenever possible. Although it was her first time on a meeting like this, she was a close follower of Europolis shenanigans for the longest time. From her journalism career to her time in various Alkharyan parliaments, Tülay Elçi was one of the most well-known advocates for Alkharya's membership into the European Union. She thought it was quite crazy that she managed to get this far.
Europolis. Ah, that city used for European things. She knew about all the heated debates going in the Council, especially between Spain and Reitzmag during these recent times. Last she heard, they were discussing a rail project connecting several countries. She thought Aylin Gökçen was doing a good job as a councillor. You know, Gökçen's attempt at repealing the EACA was really close, but also not. The first-ever councillor elections were a disaster, however. Rushed, too open and laughable. But it was fine. She was still approved by Kurultay, and she could redeem herself until 2022. After hours of a cosy ride scened with yellow and orange leaves, she finally got to where the summit was gonna be held. On the door, Spanish Councillor Donald Tusk and Spanish President Jesus Aguilar were there for greeting other officials, like Lula Namatakiki, President of Nofoaga, who came moments before Elçi did. Getting out of her car, she walked towards the two men, first the councillor:
"Greetings, councillor! Ah, this city has quite the weather, doesn't it?" She shook hands with him, then proceeded towards President Aguilar. "Hello, President Aguilar! Good to see you two for the first time." She shook hands with Aguilar after.

Sauli Niinisto arrived to Europolis for his first European Meeting since Mennrimiak joined the EU, The last meeting was a dissaster, he refused to assist but unfortunately he got sick and then the King decided that Mennrimiak should not loose its voice on Europe and sent the Mennrimian councillor due to the new very busy agenda of the king but then the IAC decided that he was not important enough and refused to let Mennrimiak have a voice, such events caused political turmoil but they passed it and he only hoped that the meeting didnt goed as bad.

Last time around, Artabanos had been almost glad to be in a coma during the European Leaders' Summit. Lord Christopher Strathclyde had gone in His stead, and had reported nothing but bickering, a lack of concrete progress, and even some kind of incursion by a European Councillor into what was supposed to be a Heads of Government meeting. This did make the prospect of juicy drama a real likelihood, however, so Artabanos was not entirely disappointed to be attending Himself this time. Just a tad.
The Imperial Motorcade pulled up to wherever in Europolis the meeting was being held (the city had changed so much since Artabanos's younger years there, when He had frequented every back alley in the continent's capital, often accompanied by a certain young Prince from Fremet.) Disembarking from His limousine, Artabanos was greeted by some aides before being shown into the meeting room. A look of disdain and disgust accompanied Artabanos's careful surveying of the room's modern interior. "Ah well", He thought, "Let's hope this meeting is at least somewhat exciting -- the decor certainly isn't."
Before anyone could see Him, he quickly took a drink of his now-indispensible hip flask.
-
Donald Tusk shook hands with the Nofoagan President and then with the Alkharyan President, answering to her question: "The city's weather is constantly changing, yeah. I bet that, when you leave that room, it will be sunny, or stormy, who knows?" Tusk laughed. He said goodbye to the leaders and to Jesús, who was in the room he couldn't enter. He left towards the café.
Aguilar stood up and kissed 2 times in the cheek Lula, as the Spanish people do: "Lula! Nice to see you here!" Said the Spanish President happily, like the Nofoagan President did. He considered Lula as a great friend. He went on: "I hope you have had a great flight onto here, as the weather today is not as anyone would wish it to be. Also, I've been reading about the elections in Nofoaga, and I wish you lots of luck for it. I hope that you win and both nations, Spain and Nofoaga, can have a better relation every single day." He smiled.
The President, after chatting with Lula Namatatiki, saw President Elçi entering the room. He stood up and shook hands with her: "Good morning President Elçi, nice to meet you too! How's everything going on Alkharya?" Said the President friendly.
Jean-Claude Juncker welcomed one by one all the leaders that arrived into the summit, as last time. He first welcome Lula Namatatiki from Nofoaga, with whose he had a brief conversation: "Dear Lula, nice to see you again too. It's great to see you here in Europolis, and I hope we come out with productive ideas for Nofoaga and the whole European Union, as I always try to do." The Commissioner laughed and then guided the Nofoagan President towards the room.
The Commissioner then welcomed Tülay Elçi from Alkharya, and it was the first time than both met. "Ms. Elçi, nice to meet you. It's a pleasure to see you here and an honour to welcome you into Europolis. I've been following the Alkharyan news for the last weeks, and I must recognise they are very interesting, with lots of really important debates I'm very keen on following. Please, follow me to the room." He then guided the President to the room and shew the President her seat.
Finally, Mr. Niisto and Artabanos arrived. Niinisto and Juncker were not friends, they were just 2 politicians who were forced to carry along. He shook hands with Niinisto and asked by the Press, he answered: "He's a great guy, a great politician and very friendly once you get to know him well." Juncker smiled and went with Niinisto to the room while chatting with him. When he came back, he welcomed Artabanos: "Mr. Artabanos, nice to meet you and also see you fully recovered. Welcome to Europolis once again, and I hope you kind of enjoy this summit." Juncker smiled and both headed to the room, where he left Artabanos with the other Leaders and then, went back to the entry to welcome someone else.

The President of the Commonwealth of Leagio arrived not far from the conference room. His plane had landed without any issues at all. He looked forward to having the chance to meet all of the leaders of Europe again. He felt that it was really productive as it began the start of various movements of progress. Although, there were some issues that brought some problems, the meeting went rather well actually. Now this meeting was one that the President knew was going to be hot as the events of Eastern Haane were going to be brought up.
Although, he knew that there was really nothing to be concerned as the ones that he suspected that will receive flak for the events will be Prime Minister Bridges of Reitzmag. Leagio sought to the do nothing in terms of intervening and only provide humanitarian aid by following the regulations of the No-fly Zone that was established over there.
He stopped thinking about that as he watched as the other leaders began to converse.

Archbishop Mikaela Kligenberg was enjoying her time at the Europolis Bowling Dome, which is a bowling alley located in the city centre of Europolis. The Archbishop was having a fun time bowling alongside Speaker Edward Firoux, Councilor Poppy Carlton-Romanov, and her husband George Carlton-Romanov, the Nicoleizian Ambassador to Inquista.
Naturally, the two ladies were on a team together playing against the two gentlemen. The Speaker carefully trotted down the bowling lane, before then releasing his bowling ball with great speed. The bowling ball went zipping down the lane, crashing into the pins. This was the Speaker's second attempt, and thankfully he managed to knock all of the remaining pins down.
"Oh nice, a spare!" Mikaela commented. Firoux fist bumped George Carlton-Romanov, and then playfully winked at Mikaela. Mikaela and Poppy shook their heads in joint disapproval. The Archbishop was up next, and as always, she needed a bit of a handicap. Mikaela pressed a button which then raised some bumper guards to emerge beside the lane gutters, which protected them. The bumper guards were intended for children, but Mikaela couldn't play without them - her bowling ball would otherwise go into the gutter every time.
Mikaela then grabbed a bowling ball that was much too heavy for her. Mikaela uneasily walked down the bowling lane, and then threw the bowling ball from between her legs. The bowling ball instantly went sideways and hit the bumper guard, before then flying back into the middle of the lane, and bulldozing all of the pins down. "Strike!" Mikaela exclaimed with triumph.
The Archbishop skipped towards Poppy and gave her an excited hug. Mikaela's phone then began to buzz. It was her alarm, reminding her that she had a meeting to attend to.
"Oh! You guys, I gotta go. I have a booooring meeting," the Archbishop sighed with disappointment. Mikaela pouted and looked at Poppy. "You just play for me. You got this, girl."
Mikaela excused herself from the bowling game and then ordered an Uber. It was raining, so Mikaela took out her umbrella and waited outside in the rain as a silver 2012 Audi A6 pulled up. Mikaela hopped inside and greeted her cheery driver.
"Aux cord?" the Uber driver offered.
"Yes, please! Thank you!" Mikaela replied with excitement, as she took the aux cable. Mikaela connected the cable to her phone, and then began playing her best hits, beginning with Under the Sun, which was very fitting for the weather.
The Archbishop eventually arrived at the site of the meeting. Mikaela hopped out of the car, thanked her Uber driver, and opened up her umbrella.
Mikaela walked into the building and hung up her coat and umbrella on a nearby rack. Mikalea then walked down the hall and was greeted by her favourite Commissioner of Internal Affairs, Jean Claude Juncker. "Mister Juncker! Lovely to see you again," the Archbishop greeted before kissing both of the Commissioner's cheeks. Mikaela playfully flicked the Commissioner's nose and then wrapped her arm around his. "Shall you escort me to the meeting room?"

As soon as Vespina was ready after the final checks, the aircraft was rolled in for Simon and his companions to board. With him, members of the press and some distinguished members of the Cabinet. The jet took off with an escort of a squadron of Bloodhound Fighters and the prototype of the Valkyrie Fighter.
After 2 hours, the squadron of Bloodhounds and the Valkyrie prototype broke free of the formation in a beautiful maneuver and finally returned to Reitzmag. Simon exited the plane and went to the car. The grand motorcade took the Reitzmic Delegation to the rendezvous where Simon met Mr. Juncker. He was so silent the entire time and had a very fierce face.
"If only this asshole didn't exist, I really wish Juncker just get killed by someone." said Simon on his mind as he enters the building.Simon saw Mikaela and remembered when she was in his family estate to comfort her after the scandal. A few moments later, Juncker returned and Simon with a very fierce face again shook hands with the commissioner he really hates.
-
Juncker, who was reading a book, was told about President Lifejumper coming. Kenith was someone the Internal Affairs Commissioner considered as a close friend too, like many other European Leaders. Juncker saw the car stopping and when Kenith entered, he shook hands with the Leagioan President: "Kenith, nice to see you here! How are you? the Commissioner smiled and then went on talking with Lifejumper meanwhile they both walked towards the room: If I'm not wrong the loan shall have been received in Leagio, has there been any problems with that? If yes, let me know so I can research on what happened and why there is some delay with it." Juncker smiled, shew the President his seat and saw off Kenith until a few minutes.
When Juncker arrived on the hall he welcomed Mikaela, then answered to her salute: "Nice to see you again too Mikaela, I hope you've had a great flight and returned the kisses on both's Archbishop cheeks. It will be a pleasure. Said Juncker before departing towards the room: I'm pretty sorry to hear about what happened with Juan Bernardo, I felt bad when I read it Archbishop. But don't worry, I'm sure you'll find someone who's well deserved or maybe he changes his mind. Anyway, I hope we make the meeting less boring. And despite there's still a month left for Christmas, we have some decorations on the meeting room. I know that we won't be able to overtake you on stylism, but I hope that you give an approval to our decorations!"
The Christmas Tree was on the middle of the meeting room and shew Mikaela her seat, on the other side next to Juncker. He then exited the room and seated on his little chair to wait for more Prime Ministers. At all, he wanted to read his book. Someone told Juncker about Prime Minister Bridges arriving, and he stood up: "I've got enough time to finish my book!" The laughed briefly and went to were he was supposed to be. The motorcade arrived and Juncker saw the fierce face of Bridges, shaking hands. "Nice to see you again Simon! Said Juncker happily while walking to the meeting room. The press saw the fierce face of Bridges and photographed the Reitzmic Prime Minister. When the press was out of range, Juncker asked: Simon, is everything ok? If it's not, please reach me out and I'll try to help you as much as I can." Said Juncker. Both entered the meeting room and when Juncker shew Simon his seat, he exited the room.
The press called him to talk with them. He was very close and friendly with them, so how would he say no? He approached and then a journalist asked: "Mr. Juncker, what have you told to Simon Bridges, is something wrong with him?" Said the journalist. "Are you Simon Bridges? No." Said the Commissioner before leaving laughing along with the press, incluiding the journalist that asked.
-
"Yes, Juncker, we have received the money. Right now, we have not officially released the planned power plants of greener energies. But They will be released in the near future. We are so far looking at constructing two wind turbine plants and a solar plant. The locations and the power that they will generate to the press. The even better news is that once a National Congress is elected, a budget is made for next year where we will be placing a stronger focus on energy. The reason for the delay in announcing it as my government had been placing a lot of focus on the situation that was occurring in Eastern Haane." The President answered.
-
"It's doing well!.. Business as usual!" Elçi responded to Aguilar before going into the summit and greeted by Jean-Claude Juncker, who claimed interest in Alkharyan happenings, which Elçi couldn't tell if it was genuine. He guided her into her seat in the room where the summit would be held. The room was filled with tacky Christmas decorations, which she knew it was too early for. She checked the time on her phone and then checked what leaders came after her: Sauli Niinisto, Kenith Lifejumper, Artabanos and Mikaela Kligenberg. And then... Simon Bridges of Reitzmag. She knew it was going to be juicy the moment he opened his mouth to talk in the summit. She checked her phone again out of boredom to see people of Europolis tweeting about how Reitzmag came in with a set of high-tech planes to land here. "What a show-off. That would never fly in Alkharya." She thought to herself. After all, modesty was the key to win Alkharyans hearts, not palaces and expensive vehicles... Or was it?
-
Simon kept his mouth shut to avoid saying anything unexpected. He hated Juncker but he didn't want to humiliate him, yet. He nodded at Juncker and went to his seat. He saw Mikaela and his other Head of Government or State friends. As he seated he kept himself busy with the documents he brought. He kept on checking his phone for recent emails and continued his usual Prime Ministerial work. More calls answered and more documents signing, he got tired. After finishing all the remaining work, he decided to play his favorite mobile game. For a few moments, he finished 5 Sudoku puzzles and 3 chess matches with a level 10 AI Opponent. He may seem enjoying but he still never forgets his anger.
-
Mikaela noticed that Prime Minister Bridges was spending a lot of his time on his phone, so she knew she could count on him to join her Among Us lobby while they waited for the others to arrive. The Archbishop opened up WhatsApp and texted the Reitzmic Prime Minister. The code is FEYWZF, join quickly, it's public!
Naturally, Mikaela was playing as the pink crewmate. It didn't take long before players started throwing around 'pink is sus' comments, even though Mikaela was diligently doing her tasks. After narrowly surviving being voted out, Mikaela naively wondered into electrical, where she was swiftly killed. "Awww," Mikaela commented out loud in disappointment.
-
John Peter Key now Prime Minister after his parties recent formation of a coalition arrived in Europolis. He'd used the government jet to get there with his new foreign minister arriving just 15 minutes later. By 10:15 both had arrived at the venue. Thy would spend the summit promoting renewables and discussing key details of Eurorail with other leaders. He also wanted to discuss closer co-operation on standards to protect consumers and standardise product standards on the continent. He looked forward to discussing the agenda. He immediately went over to Juncker and greeted him saying "How are things today? I know you met with my predecessor but we also very much look forward to working with you as our partners especially on Eurorail project." -
By that time Sauli was just bored he hated to wait and the other heads were not helping him, Bidges was just being annoying as always and Lifejumper was too far from him to talk but then he noticed the Inquistan Archibishop was playing some type of game so he took his phone and asked her if he could join.
The Archbishop agreed and sent Sauli the code to the game after some time he found the body of the archibishop on electrical and reported it but then the others ejected him believing that it was self report Sauli just did a noise of disapointment.

Juncker welcomed the United Duchies Prime Minister and explained the Foreign Affairs Minister that it was only for European Leaders, not Minister. He recommended the Minister the European Café, where they served great chocolate cakes. He entered the room and shew Prime Minister Key his seat. He closed the door then and proceeded to his seat. He took the little bell to advice everyone that the summit was starting.
The Commissioner then stood up and spoke:
"Presidents, Prime Ministers, Archbishop. It is a great honour for me to be here with you once again. Sadly, we are not as much leaders as the last time, but I can understand that. I know that many of them are really busy while others couldn't attend because of family affairs maybe. I would like to welcome Lula Namatatiki and Sauli Niinisto to this meeting as last time they didn't attend. I'm very happy to see you both here and I hope that you can offer a wide range of suggestions and ideas to us, which we are impatient to hear.
Before starting, I would like to tell you that back on July, I didn't imagine me to be doing this again. But the time and the votes of many Europeans have made me be here today and I'm really pleased of that. At the end, and I think this is something we have in common, everybody on this room was else voted by citizens or elected by their Parliament as part of a major agreement, and I think the European Union shall be proud of what we are doing every day. We are a huge, democratic union formed by great nations all around our special landscapes, with great people which like us or doesn't, but that's one of our values, Freedom of Speech.
With that said, I'm proposing some topics to talk about on this meeting: Country Affairs, European Projects, Climate Change and Waters, Security, European Union's status and any question you could have before we do our closing statements. Any proposal that you would like to do on the agenda would go before the closing statement and after the European Union's status. I hope everything is clear and I declare this meeting officially open.
Jean-Claude Juncker drank a bit of water and then resumed his speech:
Now, the first point is Country Affairs. As the Internal Affairs Commissioner, I am always looking at the happenings of every country, and that means I need to take note of actions to then give an answer, if needed, to some requests. That's why I will be asking you some questions and adding some comments about your nations. This is not a way to mess up with you or your citizens, but a way to solve doubts that the Internal Affairs Commission and myself have towards some debates and happenings all around the region, and I hope you all consider it on the same way: First of all, I would like to ask the Spanish President about the election results, possible agreements with other parties and about the conflict that Spain has with Mennrimiak.
On Nofoaga, I would like to ask Ms. Namatatiki about the upcoming elections and also to explain myself and all of us here about what happened with Nikola N'nago exactly and if there is information about it. On Alkharya I just have one question and that's about the Social Media bill that was proposed a time ago and Ms. Elçi struck down, so if you can tell us about it and explain us why was it proposed apart from the obvious security concerns that would be great. On Mennrimiak I want to know what happened with Spain because that's the only diplomatic conflict right now and about the Commission Mobile App, to see if it could be legal again on Mennrimiak.
Then, before asking Inimicus I would like to welcome Mr. Artabanos to this meeting and I think I talk on behalf of the whole European Commission when I say that it's great to see you fully recovered. I would like to ask you about the Caspian problem with Reitzmag which I've seen on the news and also the No-Fly Zone on Eastern Haane, if that's ok. About Leagio, I know President Lifejumper has received the money and I would like to ask you about the Refugees from Eastern Haane, which is something I commend you, your cabinet and your country for doing. About Inquista, I would like to ask you about the last Atlantis discovery and also about the Sahrawi Union exit from the European Union. On Reitzmag I would like to ask on the Sand Dredging operations on the Caspian, the newly formed Krexit movement and the de-escalation of the mostly-known conflict with Spain that we 3 agreed here in Europolis. Finally, on the United Duchies, I would like to ask about the new elections and congratulate Prime Minister Key after his victory.
Of course, if I forgot anything and you would like to tell me about any happening or anything that I can help you with or something that you would like to mention here you are free to do so. Thank you very much."
OCC: You have until November 11th - 14 GMT to answer.

Simon remained at his seat and played Among Us with Mikaela. Then, as the commissioner closed the door and rang a bell, he quitted the game and focused. Juncker had asked questions as if he's gonna solve it but he really doesn't. He remained calm and quiet and waited for anyone else to start speaking before he gives his statement. He took some sips on his milktea as he waits for anyone to start.
-
Jesús Aguilar joined the game because why not and played while Juncker came to the room. Once the Commissioner rang the bell, he exited the game and prepared for everything. Juncker was a really good friend, and also the current Commission was his favourite too: There is no better trio than Merkel, Juncker and Reynels on Commission, the 3 current European Progressive Alliance's warriors. After Juncker finished his speech, the Spanish President stood up and was the first to speak:
"Good afternoon everyone and thank you Jean-Claude for your questions. First of all, before I start talking, I would like to congratulate you for being able to do this meeting not once, but twice and having a pretty good assistance, as I share the opening statement made by you, which describes very well what is the European Union to you and I think that also for many os us.
Secondly, concerning your questions: About the first and second ones, the election results have proven Spain will be unable to get a party with absolute majority with this new system, but fortunately agreements could take place. In this case, my party, which have won the election, will be able to sign an agreement with Ciudadanos and we would get majority. Also, we are getting the support from Foro Asturias, Navarra Suma and Coalición Canaria at the moment, which is more than we expected, so a Government will be able to be formed soon. And about your 3rd question, the Spanish Government thinks it was caused because of the conflict, which had been solved thanks to your mediation and the efforts of both Simon and myself; with Reitzmag. There was a summit but it didn't come up with results, and we hope that we can solve that diplomatic problem as soon as possible.
I wanted to add something which is related with Tourism at Ibiza, and we are detecting a rise on the number of tourists that do balconing on Ibiza's hotels. At the moment, the Baleric Island government has started a campaign with the hotels to raise awareness of the risks balconing has to your life, and if it's possible, we would like else the European Union, from its announced in campaign Touristic Programme; as nations help us to prevent more deaths because of balconing. Thank you very much"
